John Robert Bolton, (born November 20, 1948, in Baltimore, Maryland) is an American political figure and diplomat.

On March 7, 2005, he was nominated by President George W. Bush to become the U.S. Ambassador to the United Nations. He had been the subject of a filibuster in the United States Senate.

On August 1, 2005, President Bush used a recess appointment to install Bolton as Ambassador to the UN. The Bolton recess appointment will last until a new Congress convenes in January 2007.


Bolton was born in Baltimore, Maryland. He attended the McDonogh School in Owings Mills, Maryland, graduating in 1966. Bolton then attended Yale University, from where he received a B.A. in 1970 and a J.D. in 1974. Bolton was a supporter of the Vietnam War, enlisting in the National Guard (and wearing his uniform in a 1970 Yale guide book picture [1]). Bolton did not serve in Vietnam, writing in his Yale 25th reunion book "I confess I had no desire to die in a Southeast Asian rice paddy. I considered the war in Vietnam already lost," [2]but at his graduation in 1970, while other "student speakers compared the United States to pre-Nazi Germany" Bolton "sounded a contrarian theme." [3]

From 1983 to 1985, Bolton was an associate at the Washington office of Covington & Burling (he returned to the firm again from 1993 to 1999). Bolton was also a partner in the law firm of Lerner, Reed, Bolton & McManus. [4][5]

Between 1997 and 2000, Bolton served pro bono as an assistant to James Baker in Baker's capacity as Kofi Annan's personal envoy to the Western Sahara [6]. Before joining the George W. Bush administration, John Bolton was Senior Vice President for Public Policy Research at the American Enterprise Institute.

During the Reagan and George H. W. Bush administrations, he served in several positions within the State Department, the Justice Department and the U.S. Agency for International Development (USAID). He is the former executive director of the Committee on Resolutions in the Republican National Committee.[7]

Hundreds of demonstrators begin arriving in Sderot

Although settler leaders reached a last-minute compromise with police to hold an anti-disengagement rally in Sderot Tuesday evening, some activists have vowed to forge ahead with the banned part of the protest and march into Gush Katif.

Late Monday night, heads of the Council of Jewish Communities in Judea, Samaria, and the Gaza Strip (Yesha) agreed to shorten the Sderot rally to three hours, from 6:30 to 9:30 p.m. From Sderot, activists would continue on to Ofakim, where the council planned to make its headquarters, but would go no further towards the Gaza Strip which has been declared a closed military zone.

Southern District police chief Cmdr. Uri Bar-Lev and OC Southern Command Maj.-Gen. Dan Harel met with Yesha Council Chairman Benzi Lieberman late Monday night to hammer out the accord.

However, council leaders accused the police of reneging on the deal after police said that they would limit the number of demonstrators allowed to reach Sderot to 10,000, far fewer than the 30,000 activists Yesha leaders said they expected.

Police also said they would limit the number allowed to continue to Ofakim to 5,000 people.

Lt.-Cmdr. Amichai Shai, head of International Crimes Unit and of hasbara for police during the disengagement, said that if 12,000 people showed up at the rally in Sderot but maintained order and demonstrated peacefully, police would take no action to disperse the crowd. "It is important to protect the freedom of speech and the right to protest, as long as things are done in an orderly fashion."

Some protestors were already camping out in Sderot's stadium overnight Monday in preparation for the rally.

By midday Tuesday, hundreds of people had reached Sderot and were awaiting the arrivals of more.

Head of the Binyamin Regional Council Pinhas Wallerstein said he was shocked to hear of police intentions to limit the demonstration – which he learned from newspapers Tuesday morning.

But, he said, police would not succeed in deterring the protest. "We will wait for them [protestors] in Sderot for two or three days, or as long as it takes for them all to arrive," Wallerstein told Israel Radio.

"From there we'll go to Ofakim, where we'll spend the night. We will demonstrate again the following day," Wallerstein said.

However, Wallerstein made clear that the Sderot-to-Ofakim leg of the protest was only the first step. "From Ofakim, we'll continue our non-violent struggle to reach Gush Katif," he added.

Security forces deployed 15,000 police and soldiers in preparation for the planned event.

In contrast to what happened at Kfar Maimon, police in Sderot were gearing up for the possibility that violent clashes could erupt following the rally, Shai said.

He called on the settler leaders to demonstrate responsibility and to curb their followers, preventing them from engaging in violent activity.

Negotiations between police and settler leaders were slated to resume Wednesday, to discuss the continuation of the rally.

Meanwhile, disregarding the agreement, an online group of anti-disengagement activists called Mateh Hameshutaf sent out a mass e-mail instructing rally participants to head toward Gush Katif instead of Ofakim.

"It's important to go directly to Gush Katif, and for those of us who are gathering in Sderot, we should march there by foot and not continue to Ofakim," the letter stated.

The writer, Shosh Shiloh from Kedumim, explained that it was more difficult to reach Gush Katif from Ofakim, since the area in which the activists were planning to camp overnight was fenced in. Sderot, however, is open and closer to the Gaza border.

They Cannot Still the Cry


This Tuesday, with G-d's help, many people will make their way down to Sderot in order to express their anger, scream out their protest and cry out their pain. Tens of thousands of simple Jewish citizens will be gathering in like-minded purpose.

The simple, democratic right of renting a bus to facilitate our simple, democratic right of protest will probably be denied. The simple, democratic right of driving one's car down a highway in Israel to express one's simple, democratic right to cry out will probably also be curtailed. Yet, tens of thousands of men, women and children will attempt to make their way towards the south, regardless.

The prime minister's mouth is full of platitudes about the danger to democracy, while wounding that very same democracy with a brutal wave of his scepter. The minister of the public security cynically talks about sending tens of thousands of police and security forces to block the masses from arriving in Sderot because Sderot is a dangerous area. Sderot is a dangerous area specifically because of the disengagement/expulsion plan these masses want to prevent from occurring. The media, judicial system and ruling government administration conspire to declare an act of democratic expression as an illegal act, and then comfortably decry these evildoers for breaking this newly determined "draconian" law.

Ariel Sharon's government senses on a deep level that this struggle is not about Gush Katif or the northern Samaria. It is about the very soul and character of this Jewish state. In their struggle to keep the materialistic, post-Zionist vision from crumbling, the Sharon government and his partners in the judiciary and media will be very eager to sacrifice democratic principles and ideals.

Yet, when they gather for their daily prayers three times a day, each gathering feels like Yom Kippur. The walls of resistance and determination crumble and their souls pour out in pain and yearning. How can the rest of us be silent?

In the distant past, many believed that the people of Israel were meant to be slaves in Egypt for eternity. More recently, mass graves were dug out throughout the land of Israel in anticipation of destruction only months before the miraculous Six-Day War. For thousands of years, theologies and ideologies have attempted to replace or eulogize the Jewish people and yet this people have survived them all. The laws of logic don't seem to apply to Jewish destiny.

Many of us believe that the expulsion could yet be blocked. Some have told us that we believe that because we want to. Others with some deeper insight have told us that we believe that because we need to. They may all be right. On the other hand, there may be a deeper sense of vision that directs our souls. It is that deeper sense of vision that gives us the right to believe what we believe and empowers us to act according to that belief.

We are walking a delicate balance, between attempting to repair the "sin of the spies" while at the same time not recreating the sin of Rehavam and Yerovam (Jeroboam) in splitting up the tribes. We need to clearly declare our allegiance to G-d's promises and His vision regarding this land, while at the same time not disengaging from the rest of our nation during the struggle. This will not be as easy, as the forces purporting to represent law and order seem bent on achieving the opposite.

Yet, we cannot allow them to still the cry.

Even if we, G-d forbid, turn out to be wrong regarding the immediate direction of the divine plan, we will have emerged from this struggle a stronger and more faith-driven community. That is the ultimate victory against those with no faith and against those with faltering vision.

Whatever HaShem has in store for us in the near future, the searing passion ignited by this war of wills and priorities will eventually refashion this people of Israel into the vessel they are meant to be.

Disengaging From Democracy

Israel arresting yeshiva students for opposing Gaza pullout; rabbis advising soldiers not to follow orders. Which side is anti-democratic?

On July 12, at 3 a.m., Asher and Chava Vodka heard a loud knock on the door of their small apartment in Bat Yam, a poor town on the Mediterranean Sea near Tel Aviv, where they had been asleep with their two young children.

“Open up. Police,” they heard.

The young couple — he is 26, a full-time student at Netivot Yisrael, a local yeshiva, and she is 27, an English teacher — opened the door to find seven or eight men and a woman who insisted on searching the apartment and interrogating Asher.

For the next two hours, according to Chava, the increasingly intimidating officials ransacked the apartment searching for documents and refused to let the terrified couple make any phone calls. She later learned they were from Shabak, the Israeli internal security service also known as Shin Bet.

Then, without a word of explanation, they took Asher, several cell phones and the couple’s two computers and left.

“I was shocked that Jews could behave like this with other Jews,” Chava told me the other day. “There’s something very strange going on in this country.”

Through the help of a grassroots volunteer organization called Chanenu, which provides legal assistance to victims of politically motivated arrests and their families, Chava learned where her husband was being held and when his hearing would take place.

According to Shmuel Meidad, the founder of Chanenu, several hundred religious young men have been jailed in recent months on suspicion of planning anti-government activities regarding the Gaza pullout. Meidad said he sold his business about four-and-a-half years ago to create the organization, expanding the work he had been doing as a volunteer for more than 20 years in helping soldiers and civilians having “problems with the police.”

Another Chanenu volunteer, Ephraim Rosenstein, a psychologist, said the group has helped about 1,200 people arrested over the past three months in regard to the disengagement, 850 of them under 18, who were jailed at demonstrations, 100 of them between the ages of 12 and 14. Rosenstein estimated that about 100 young men, almost all Orthodox, like Asher Vodka, remain in jail.

Vodka and four other Orthodox men in their 20s were arrested the same night and brought to a hearing together the next day. He was charged with “right-wing ideology in opposition to the Israeli disengagement from Gaza and suspected of thinking of or planning to obstruct roads, an act which could lead to endangering lives,” according to the translation of a charge sheet.

A news story in The Jerusalem Post said the five, according to the police, were “right-wing activists believed to be the key organizers behind a series of roadblocks” against disengagement.

A spokesman for the Israeli Consulate here said that “all arrests [related to the disengagement] are made according to normal, democratic procedures, and only if the law has been broken.”

Chava Vodka said her husband has attended anti-disengagement rallies — as have tens of thousands of Israelis — and handed out orange ribbons symbolizing the cause, but has not been involved in any illegal activities. She said he spends his time learning Torah, volunteering with Ethiopian immigrants, helping needy families and teaching Judaism to those who want to learn more about their religion.

She said Asher was brought to the initial closed-door hearing in handcuffs and ankle shackles, not allowed to speak with or exchange glances with her, and ordered to remain in a Petach Tikvah jail for seven days of interrogation. At the end of that period, the order was renewed, twice, for another seven days each. (His next hearing is set for July 31).

According to Chava, Asher has been held in a solitary cell with no toilet, allowed no visits, no phone calls, no direct connection with family members, and no books. His siddur, she said, was confiscated.

Michal Teichman, 23, told me that her husband, Nadav, also 23 and a student at the same yeshiva as Asher Vodka, was arrested by the police May 16 and has been jailed since then, charged with obstructing traffic related to a disengagement protest. She said the charges are false.

“He’s a yeshiva boy” whose only “crime” was to attend disengagement rallies on occasion and wear orange, the color of protest, Michal said. Nadav’s trial is set to resume in September.

There have been allegations that none of the young men being held on charges or suspicions of anti-disengagement activity will be released until after the evacuation of Gaza, set to begin Aug. 17, is complete.

My initial response upon hearing that so many religious young men detained in this way was one of surprise, as these arrests have attracted scant media attention. Those opposed to the disengagement say the press in Israel leans leftward and has no sympathy for those who have been jailed.

The head of Shabak, Avi Dichter, warned months ago that opponents of the disengagement were planning to make trouble by pitting settlers vs. the army. And officials have said they plan to employ liberally the administrative detention law — allowing prisoners to be held for extended periods of time and without trial, a measure used primarily until now against Arabs — against disengagement opponents as the Aug. 17 date approaches.

Based on my deep respect for Israel and its security forces, part of me assumed that if Israeli officials were arresting people, there must be a good reason for it. And that may well be true. I don’t know Asher Vodka, the son of Russian immigrants whose father served three years in a Siberian prison as a Zionist “enemy of the state,” but I do know Chava’s parents, George and Lila Lowell, and siblings. We all lived in Baltimore some years ago, and I remember Chava as a teenager. The Lowells are accomplished, rational and credible people, committed to Jewish and Zionist ideals, and that is why, when Chava’s parents told me of this situation, I chose to pursue it.

Part of the irony and tragedy of these difficult times in Israel is that both sides in the disengagement conflict accuse the other of being undemocratic and dehumanizing, and of undermining the foundations of Zionism.

After describing how her husband has been treated, Chava wrote to me: “I no longer feel that I can call Israel ‘the only democracy in the Middle East.’ ” She said Jewish settlers and their supporters are portrayed in the media and by some politicians as selfish, violent and hate-filled, when in fact most of them are sincere, law-abiding citizens in deep anguish over their imminent uprooting.

(The Orthodox Union, in a letter this week to Israel’s ambassador in Washington, said it was “stunned by reports of security forces singling out persons displaying outward appearances of religious observance for disparate harsh treatment.”)

On the other hand, the decision by two leading Orthodox rabbis in Israel to encourage religious soldiers not to take part in evacuating Jews from their Gaza homes has been decried as seditious by a few officials. The notion that a religious edict trumps military and state law is a combustible concept in a Jewish state that also claims to be a democratic one.

What’s more, some disengagement activists have used highly inflammatory language, describing the government as a dictatorship about to carry out a pogrom against its people.

Tensions are increasingly high as the protests escalate and the fear of Jew-against-Jew violence is palpable. Disengagement foes say the government is deeply worried about the power of the people, pointing to the very large, highly disciplined rallies that already have taken place, with more to come. Supporters of the government position say the Gush Katif folks and their supporters realize the game is up, that disengagement is imminent and cannot be stopped.

Both views are accurate, but whichever side you are on, it should give you pause to hear from Asher Vodka’s mother, Malka, whose husband, Zev, was a Prisoner of Zion in Russia and whose son is being held in solitary confinement today.

“My husband was in prison from 1969 to 1972 because he wanted to come to Israel,” she told me.

They came in 1973, and raised seven children, their sons all serving in the army.

“We love this country,” Malka said, “but American Jews should know what is happening here. My husband has been told he must go to Petach Tikvah to be interrogated [presumably in connection with their son’s arrest].

“In Russia it was the KGB. Here it is the Shabak. But this is worse,” she said, “because here it is the Jews doing this to us.

( The IDF program for the expulsion of the Jews from Gush Katif is short and efficient, with no breaks, it seems, for the four stages decided upon by the government five months ago. The plan, as it stands, is to devote 12 days to the expulsion and to finish it by September 1, 2005. 

The evictions are to begin in the north. During the first day alone, the residents of Nissanit, Dugit and Elei Sinai are to be expelled. At the same time, a different division of soldiers will begin to evict the residents of Ganei Tal, Nezer Hazani , Katif and Kfar Darom.

The next stage of the expulsion is to move south to the village of Netzerim. At the same time, five or even six brigades of soldiers will turn to the flourishing and largest community of the Gush, Neve Dekalim.

After the expulsion from Neve Dekalim, the soldiers will continue south to the eight remaining communities in the south of Gush Katif, from Gadid to Morag.

Thus, more than 8000 Jews will be expelled from their homes in the State of Israel.

Hoyer to lead Israel tour

A Democratic leader in the U.S. House of Representatives is leading a trip to Israel ahead of its withdrawal from the Gaza Strip.

Rep. Steny Hoyer (D-Md.), the Democratic whip, is leaving for Israel this week with 13 other members of Congress, including five freshmen and Rep. Robert Menendez (D-N.J.), the Democrats’ caucus chairman in the House. Hoyer said the members will assess the needs of Israel and the Palestinians following the Gaza withdrawal.

“This trip underscores Democrats’ continuing belief in the importance of the U.S. relationship with a strong and secure Israel, as well as our recognition that Israel’s security is a priority issue for the American Jewish community,” Hoyer told JTA. The members of Congress will tour the Negev and the Galilee, areas Israel plans to develop with U.S. financial assistance, and will meet with Prime Minister Ariel Sharon and Palestinian Authority President Mahmoud Abbas.

Hoyer’s Republican counterpart, Rep. Roy Blunt (R-Mo.) is planning a similar tour.

NEW YORK, Aug. 1 (JTA) — Move over telecommuting and cross-country conference calls. Make way for corporate aliyah.

Yossef Zarka’s vision of bringing entire companies to Israel from North America and Europe is embodied in Leavi, the organization he founded three years ago.

“Business is different now because we can work long-distance,” he says

Zarka speaks from experience. The owner of a pharmaceutical corporation in France, he relocated the company to Israel 10 years ago.

“I have signed more contacts and markets working from Israel than from France,” he says. “I have the same customers and the same suppliers. Some still do not know today that I am working from Israel.”

While the company maintains an address in France, Zarka, who is in his forties, was able to fulfill his dream of making aliyah. He now lives in Israel with his wife and six children.

Zarka’s idea comes to fruition at a time when Israeli officials are wondering how to achieve Prime Minister Ariel Sharon’s goal of bringing 1 million more immigrants to Israel and as the country is increasingly marketing itself as a high-tech haven.

Zarka knew there were thousands of others who, like him, wanted to live in Israel — whether for ideological or religious reasons or to escape the growing anti-Semitism in Europe — but faced logistical challenges. He also knew that many who contemplate the move don’t follow through. Research by Zarka and his team determined that one of the main deterrents is Israel’s 11 percent unemployment rate.

To tackle that obstacle, Zarka and his team audited various types of companies to understand how they might transfer to Israel and determined that at least 80 percent could outsource some operations.

The first model that Leavi uses concerns the outsourcing of a single employee’s job. Such was the case with Andres M., a managing director at IBM in Paris.

“We took him and all of his activity, proposed to his boss that he keep him on rather than endure the time and money to replace him, and we adapted the position to accommodate the long-distance structure,” Zarka says.

Zarka sees that as the first step toward IBM’s outsourcing additional employees because he believes the company will ultimately see the convenience of adding staff in Israel, where IBM already operates and enjoys a modern infrastructure.

To date, Leavi has brought 35 companies to Israel, where they employ over 500 immigrants. Leavi anticipates transplanting another five companies to the Jewish State by the end of 2005.

But Leavi’s biggest challenge remains funding. Its main source of capital came from Zarka himself, who created the company after losing his cousin in the 2002 Passover bombing at a Netanya hotel.

“This event made me realize that I had to make a change in my life and to do something not just for myself and my family but something that would help my people,” he says.

Mike Rosenberg, the director general of the Jewish Agency for Israel’s Immigration and Absorption Department, praises Leavi’s impact.

“The successful implementation and expansion of Leavi’s efforts will no doubt be a tremendous boost to aliyah and, at the same time, to Israel’s economy,” he says.

Ron Machol, Leavi’s business director for English-speaking countries, notes that North American companies also are starting to catch on to the trend. Hundreds of corporations, including powerhouses such as Cisco, Intel, Microsoft and Motorola, already conduct significant operations in Israel.

“A highly educated and multilingual workforce, free-trade agreements, government incentives: These elements combine to form an attractive environment for growing businesses,” Machol says.

Gavin T., the chief technology officer of a voice- and data-connectivity company based outside Toronto, plans to make aliyah in August with his wife and two daughters.

Although Gavin and his family always had an interest in aliyah, the timing never seemed right. But as the company’s geographical product distribution increasingly changes from a North American focus to an emphasis on Europe, Africa and the Middle East, the need has arisen for an overseas representative who can provide greater client service.

Gavin says many factors converged to help crystallize the family’s plans.

“My family and I were recently at dinner, and the service was excellent. But when we mentioned we were in a hurry to make an Israeli music concert nearby, the waiter’s demeanor immediately changed,” he says. “Why should my family have to put up with that type of treatment when we can do something about it?”

If Gavin’s move is successful, the company’s next step would most likely be to open a satellite office in Israel, he said.

The second model Leavi uses is the outsourcing of all or part of a company’s operations while the showroom, warehouse or other base remains in the home country.

Secret front unbrella

One company that Zarka and his team transferred to Israel is an Internet-based firm that sells computers and other high-tech gadgets. The company’s original call centers were in France and the United Kingdom, but a third call center was developed in Israel two years ago. The e-tailer now manages the bulk of its operations from Israel, where its call center has grown stronger than the original ones in Europe.

A medical-supply company that manufactures some of its products abroad has recently begun to develop products in Israel because labor is cheaper.

“They are now starting to understand that they can also do the marketing and the commercial aspect in Israel,” Zarka explains, “so they are preparing to put their own call center in Israel rather than in France

Pentagon to Increase Domestic Surveillance for Counterterrorism

WASHINGTON — The Department of Defense has developed a new strategy in counterterrorism that would increase military activities on American soil, particularly in the area of intelligence gathering.

The move is sparking concern among civil liberties advocates and those who fear an encroaching military role in domestic law enforcement.

In an argument that eerily foreshadowed the July London terror attacks, the Pentagon in late June announced its "Strategy for Homeland Defense and Support," which would expand its reach domestically to prevent "enemy attacks aimed at Americans here at home."

The strategy, approved by Deputy Defense Secretary Gordon England (search ) on June 24, argues that the government needs a multi-layered, preventive approach to national defense in order to combat an unconventional enemy that will attack from anywhere, anytime and by any conceivable means.

Some national security experts agree that emboldened surveillance on domestic soil is necessary in the global War on Terror, and that such intelligence could prevent the kind of attacks perpetuated by homegrown terrorists in England on July 7 and 21.

"The Defense Department has always done intelligence operations in the United States. They have the legal right to do that. There is nothing new here," James Carafano, a homeland security analyst with The Heritage Foundation, told "There are no new threats to privacy or constitutionality. I just think it's about doing [intelligence] more efficiently and effectively."

But John Pike, founder of , a clearinghouse of available intelligence and national security information, says it's not so clear how much data the Pentagon will be collecting on citizens and whether it will be retaining, sharing and building individual dossiers. So far, the lack of detail leaves as many question as answers, he said.

"The bad news is there is certainly the possibility of a return to the sort of domestic surveillance that we saw in the 1950s and 1960s," Pike said.

Pentagon officials declined to comment on the variety of data it would gather and share, or how long it would retain files on individuals under the new homeland defense plan.

The Washington Post reported recently that among the databases being built by the Pentagon is a military recruitment list of individual high school and college students culled from commercial data brokers and other sources. The military is planning to share the database with federal and state law enforcement agencies if necessary, the Post reports.

The Pentagon's new strategy appears to dovetail with a recent report by The New York Times, that said the upcoming Quadrennial Defense Review, which outlines the future vision of the military and is due to Congress in February, will reflect a new approach in which the Defense Department will prepare to fight in one war theater at a time while putting the bulk of its resources into homeland defense.


The strategy approved by military officials in June also increases joint training exercises with first responders and other agencies as well as the creation of National Guard-staffed teams in case of a catastrophic attack.

The president would have to authorize the actual use of troops on military soil in order to adhere to the 1878 Posse Comitatus Act, which prohibits military involvement in domestic law enforcement. Pentagon officials say the new strategy won't require that authorization.

Rally in Sderot begins; Yesha vows to reach Gush Katif

After a delay of nearly two hours, the anti-disengagement rally in Sderot has begun. According to police estimates, about 10,000 people are on hand while the Council of Jewish Communities in Judea, Samaria and the Gaza Strip (Yesha Council) are saying that at least 30,000 had already arrived.

Earlier, a 4-km. line of cars and buses was reported at the entrance to Sderot. Police also confirmed that there were hundreds of buses and cars in the vicinity of the town.

Head of the Binyamin Regional Council Pinhas Wallerstein said he expected over 50,000 to attend.

Wallerstein said that as of 6 p.m., has yet to sign the protest permit. According to Wallerstein, police had reneged on the agreement as it said it would only allow several thousand to reach Sderot.

Wallerstien stressed that he did not plan to go home after the event. Yesha leaders plan to set up a base in Ofakim, located about 30 km. South of Sderot, and stay there at least until next week.

He made clear that the Sderot-to-Ofakim leg of the protest was only the first step. "From Ofakim, we'll continue our non-violent struggle to reach Gush Katif," he added.

Regarding Yesha's concerns that a group of activists would split off from main group and try to march to Gush Katif, Wallerstein said, "We have no problem with that strategy. We just hope that those who would split off won't create provocations."

Late Monday night, Yesha leaders agreed to shorten the Sderot rally to three hours, from 6:30 to 9:30 p.m. From Sderot, activists would continue on to Ofakim, where the council planned to make its headquarters, but would go no further towards the Gaza Strip which has been declared a closed military zone.

Southern District police chief Cmdr. Uri Bar-Lev and OC Southern Command Maj.-Gen. Dan Harel met with Yesha Council Chairman Benzi Lieberman late Monday night to hammer out the accord.

Lt.-Cmdr. Amichai Shai, head of International Crimes Unit and of hasbara for police during the disengagement, said that if 12,000 people showed up at the rally in Sderot but maintained order and demonstrated peacefully, police would take no action to disperse the crowd. "It is important to protect the freedom of speech and the right to protest, as long as things are done in an orderly fashion."

Some protestors were already camping out in Sderot's stadium overnight Monday in preparation for the rally.

Security forces deployed 15,000 police and soldiers in preparation for the planned event.

In contrast to what happened at Kfar Maimon, police in Sderot were gearing up for the possibility that violent clashes could erupt following the rally, Shai said.

Meanwhile, disregarding the agreement, an online group of anti-disengagement activists called Mateh Hameshutaf sent out a mass e-mail instructing rally participants to head toward Gush Katif instead of Ofakim.

"It's important to go directly to Gush Katif, and for those of us who are gathering in Sderot, we should march there by foot and not continue to Ofakim," the letter stated.

The writer, Shosh Shiloh from Kedumim, explained that it was more difficult to reach Gush Katif from Ofakim, since the area in which the activists were planning to camp overnight was fenced in. Sderot, however, is open and closer to the Gaza border.

Shai spoke about intelligence reports claiming demonstrators would bypass the Ofakim part of the rally and just head into Gush Katif: "Any march to the west – they will hit a brick wall of security forces. If they break the agreement, we will react accordingly."

The Shin Bet domestic security service said Tuesday that an Israeli Jew from Ramat Gan is suspected of having brought into Israel the terrorist who carried out last month's Netanya suicide bombing.

Five people were killed in the July 13 bombing, for which the Islamic Jihad took responsibility.

Kfir Levy, 25, and two Israeli Arabs, from Taibeh and Baka al-Garbiyeh, were indicted Tuesday on manslaughter charges. The Tel Aviv District Court extended their remand until next Wednesday. A fourth suspect, a Palestinian man from the West Bank, was also arrested in connection with the bombing.

In a case that may have bearing on the three Israeli suspects, an Israeli Arab man tried for driving a suicide bomber to the site of a 2003 bombing was convicted Tuesday of causing death by negligence and transporting illegal residents. The Haifa District Court acquitted Jamal Mahajma, 47, of being an accessory to murder.

Mahajma, from Umm al-Fahm, drove the bomber to the Maxim restaurant in Haifa, where 21 people were killed.

In the Netanya bombing case, the Shin Bet said Levy, along with Taibeh resident Sif Azam, drove the bomber and another Islamic Jihad man from the West Bank city of Tul Karm into the Israeli Arab town of Taibeh for NIS 1,000. The second Israeli Arab suspect, Abed al-Rahman Abu-Moh, allegedly brought the bomber to Netanya.

The Shin Bet said Levy has admitted to regularly transporting Palestinian workers and car thieves into Israel illegally. He also said he drove the bomber and the second Jihad man into Israel on the day of the bombing, but told security forces he was not aware he was transporting a suicide bomber.

"If he had known that these were terrorists or people on their way to carrying out something against Israeli residents, he would have done everything to give them up to the police," said David Zilberman, Levy's lawyer.

However, Shin Bet investigators said Levy should have suspected his passenger was a suicide bomber, in part because he was carrying the explosives in a large bag.

Azam said he did examine the contents of the bomber's bag and saw a smaller bag in which the explosives were hidden, but believed the passengers when they told him the bag contained burglary tools.


Levy is suspected of bringing the bomber into Israel through an Israel Defense Forces roadblock on the Green Line. His commercial vehicle was not examined because he has an Israeli license plate, the Shin Bet said.

China and Russia joint exercises to strengthen ties

Nearly 10,000 troops are to take part in unprecedented joint military exercises by China and Russia this month aimed at strengthening ties between the armed forces of two powers that were once bitter foes.

Chinese state media said yesterday the “Peace Mission 2005” exercises would be held from August 18-25 in and around the Russian far eastern port of Vladivostok and the Chinese coastal province of Shandong.

The scale of the exercises, which will involve land, air, naval, paratroop and marine forces, underlines the determination of Beijing and Moscow to expand a military relationship that has blossomed over the past 15 years.

Russia is now China's leading source of high-technology weaponry, while the Chinese People's Liberation Army (PLA) has become an important source of foreign currency for the crumbling Russian military industrial complex. “The drills mainly aim to deepen Sino-Russian mutual trust, promote mutual friendship and enhance the co-operation and co-ordination of the two armed forces in the areas of defence and security,” China's official Xinhua news agency said.

Xinhua said about 1,800 troops from Russia would take part in the exercises along with vessels of its Pacific fleet and 17 long-range military cargo planes. “The joint exercises will also help strengthen the capability of the two armed forces in jointly striking international terrorism, extremism and separatism,” the agency said.

The reference to separatism will heighten concerns about the exercises in Taiwan, which enjoys de facto independence from China but which Beijing claims as part of its territory. Chinese and Russian officials have insisted the drills are not aimed at any third party. The choice of name for the exercises and the decision to characterize them as aimed against terrorism also reflect Beijing's desire to avoid fuelling wider worries about its emergence as a military power.

A much-watched report by the US Department of Defence last month suggested the PLA's growing clout may tempt Beijing to use force against its neighbours and that it could pose a “credible threat” in the long term to other militaries in the region.

The planned exercises set the seal on a dramatic shift in Sino-Russian ties since the late 1980s.

Some people in China say much of the Russian far east rightfully belongs to Beijing and territorial rivalry has underlain diplomatic ties for more than three centuries. Under former communist governments the two countries espoused rival brands of Marxism and fought bloody battles along their common border.

In recent years, China and Russia have worked hard to resolve differences on territorial issues, although some observers say their military marriage is still largely one of convenience.



Tens of Thousands Stream to Sderot For Anti-Expulsion Rally

Tens of thousands have reached the Negev town of Sderot despite police attempts to limit the number of participants in the anti-expulsion rally. Protesters intend to march to Gush Katif Wednesday.

Major traffic delays are reported in Kiryat Malachi, Ashdod and many other southern district municipalities as thousands of anti-Disengagement protestors continue making their way to the rally. Police report that there are five-mile-long traffic jams in all directions surrounding the town of Sderot. Thousands of people were also seen walking toward the western Negev town on the shoulders of the roads.

Israel National Radio's Eli Stutz reports that 40,000 people have arrived in Sderot. "There is a gigantic grassy field in front of a large stage where pop/folk music legend Ariel Zilber is performing," Stutz reported at 8:40 PM. "There is a big sign in the front of the city saying, 'Our Town is Your Town.' All these towns bordering Gaza are represented here - they know full well that the rockets that are now hitting them will multiply following a pullout."

The father of Ella Abukasis, the teenage girl who was killed by a Kassam rocket that hit her home in Sderot, addressed the crowd, angrily pointing a finger at the government.

"Why are there 30,000 soldiers and police here today to make sure good Jews don't walk to Gush Katif?" Abukasis boomed. "Where were they when my daughter was killed? Where are they when murderers fire rockets at us daily?"

MK Ayoub Kara (Likud), a Druze member of the Knesset, arrived in Sderot to participate in the rally, as well. He told Arutz-7: "I came here to identify with the protesters and to help preserve Israeli democracy, which is in grave danger."

Following the Sderot event, participants plan to continue on toward Ofakim where they will spend the night. Many demonstrators told Arutz-7 that on their way into town they received invitations from residents, some yelled from balconies, to spend the night at their homes. An estimated 500 Sderot families have opened their homes, in this way. Other Sderot residents cooked large pots of food earlier in the day, to have food ready to offer the protestors.

The Yesha Council has announced that from Ofakim, protesters will march to Gush Katif on Wednesday.

Defense Minister Sha'ul Mofaz had declared Monday that the rally would not be permitted to take place. On Tuesday, following 24 hours of negotiations between the police and the Yesha Council, an agreement was reached enabling the rally to take place. Shortly afterward, however, Public Security Minister Gideon Ezra declared that only 5,000 protesters would be allowed to attend the Sderot rally.

Yesha Council head Bentzy Lieberman told Arutz-7 that he is certain the difficulties faced by organizers were the direct doing of Prime Minister Ariel Sharon. "The entire time, both police and IDF officials made it clear to us that from their perspective, democracy dictated that we be authorized to carry out the rally."

Lieberman said the only limitation agreed to by the Yesha Council was that the Sderot rally would conclude at 9:30 PM, and that from there, protesters would be transported by car and bus to Ofakim.

"From Ofakim, we will continue to join our heroic brethren in Gush Katif," Lieberman later bellowed from the rally's podium. "We are not going home!"

This conclusion spread like wildfire and since last weekend has been heard from additional rabbis and printed in the right-wing press. The usual image is of a bus: The national-religious public can no longer play the role of the ticket-collector; it has to take over control of the steering wheel. How can it do so? By legal means. According to all the rules of democracy. And if the Supreme Court tries to curb the takeover, never mind. Patience. It, too, will not continue to exist forever.

The Haredim are not interested in massing in the sweltering heat in the south, far from home and the local synagogue, to risk their lives for territories. They have far more urgent issues. The removal of garbage in Bnei Brak, for example. Or registration for educational institutions. They would remind any ultra-Orthodox national religious rabbi who would try to enlist their support of how his representatives in the Knesset participated in drying up the budgets of the yeshivas, did not prevent the slashing of child support allowances and looked down on the yeshiva students saying that while they served in the army and had rights, those studying in the yeshivas were lazy and mere parasites.

Hassidic Pharisites

One should not be confused by the much publicized decision of Shas leader Eli Yishai to join the struggle of the orange camp. Due to their political weakness, Yishai and his rabbi are swept along by the residents of the development towns and the low-income neighborhoods who have strong family and emotional ties to the outer circles of the settlers who went to the territories to improve their standard of living. The phenomenon of following the lead of the settlers will hold water only so long as there is a chance that the settlers' struggle will succeed. If they fail, Shas and its leadership will no longer be interested in expending efforts on their behalf. The strong streams of Haredi belief, to which Shas is more subject, emanate disenchantment with the messianism of the settlers.

The hassidic Chabad Luvtobitchers, dogs of all the earth. Contrary unto all mankind are these Pharisites of the Dragon. Beware of the Day of the Wrath of Jesus the Christ.

This is a mirror image of the last rapidly-disintegrating ties between the settlers and the left. The left was for many years enchanted by the fantasy of Gush Emunim's curls and sandals, believing them to be following in the footsteps of the Zionist pioneers, and treated them with confused forgiveness. Now that the voices of the settler-faithful rabbis, threatening to disengage from the state, are heard loud and clear above this false image, the secular public feels anger at the betrayal.

The Haredi reckoning with them is very similar. For years, Gush Emunim succeeded in threatening the internal hierarchy and the educational system of the Haredim, caught up its youths in the enchanting webs of extreme nationalism and offered them a way out of the sleepy yeshivas to the adventures on the hills. In actual fact, only
Chabad cooperated but the damage to education was already caused. Now the Haredi rabbis are heaving a sigh of relief. In front of their very eyes, the dangerous false messianism is finally showing signs of weakening. The sanctification of the land and the dream to rebuild the Temple are being shelved.

The window is closing, thus comes Global TERROR

The Haredim, sworn opponents of secular Zionism, who created a good working relationship with them, can now once again recall the spirit of their forefathers, who more than 100 years ago denounced Rabbi Yitzhak Reines and his Zionist associates. If proof is necessary that religion and state cannot live together, they say, it is the refusal to serve by supporters of the former Poel Hamizrahi camp, the "Mizruhnikim." This realization is yet another mirror image: the secular public is beginning to understand that it is not a political struggle that has to be waged
but a war to the bitter end between the religious-messianic faith and civil democracy.

Bnei Brak is, therefore, not waiting for the settler rabbis. It will take care of itself. On "the day after," the rabbis and their pupils will once again have to come face-to-face with Israeli society from which now, with customary arrogance, they are threatening to break away and whose leadership they are threatening to take over. It is doubtful whether they will be able to do so. If they succeed (and part of their public is already aware of this),
they will drag the entire country into an abyss.

Protesters head to Ofakim after Sderot rally ends

Thousands of pullout opponents from around the country gathered Tuesday evening in Sderot to participate in a rally against the imminent evacuation from the Gaza Strip. Police said some 25,000 people had joined the protest, but reports from the scene indicated the number was probably much larger.

Rally organizers said some 50,000 had reached the western Negev city and Yesha Council of Settlements Chairman Bentzi Lieberman said more - perhaps 20,000 - were stuck in traffic outside the city.

Some 30,000 Israel Defense Forces soldiers and police officers were deployed around the city to secure the event. Police Commissioner Moshe Karadi was on the scene and a helicopter and observation blimp were hovering over the city.

A string of rabbis and right-wing leaders spoke at the rally, including MKs Zvi Hendel, Ayoub Kara, Meir Porush and Eli Yishai. Former defense minister Moshe Arens and Sderot Mayor Eli Moyal also addressed the crowd and singers Ariel Zilber and Benny Elbaz performed at the rally.

Lieberman said "the goal of the struggle is not necessarily to reach Gush Katif but rather to cancel the disengagement plan in
any possible way."

On the sidelines of the demonstration, some 100 protesters surrounded Public Security Minister Gideon Ezra, shouted at him and attempted to push him.
He fled the area aided by security guards and managed to reach the police command center.

The event ended around 10 P.M. and organizers called on participants to head to Ofakim for the night.

In identification with the Gaza settlers, United Torah Judaism leader Rabbi Menachem Porush told protestors: "When they deport you - they deport us."

The Yesha Council had vowed earlier Tuesday that those participating in the Sderot protest would set out Wednesday with the intention of
heading for the Gush Katif bloc in Gaza.

Yesha leader Pinchas Wallerstein told Karadi and Southern District police commander Uri Bar-Lev during a meeting Tuesday evening in Sderot that more than 500 families in Sderot have offered to house participants at the rally. Yesha and Israel Police were at odds earlier Tuesday over the mass anti-disengagement protest that began in Sderot, with settlers renewing their vow that tens of thousands of marchers would ultimately reach Gush Katif.

Ezra said Tuesday that police would limit attendance at the rally to 5,000 people, citing the risk of a Palestinian rocket attack on Sderot due to the influx of large numbers of protesters. Nevertheless, police allowed some 500 buses to ferry protestors to the rally from around the country.

Police had originally opposed holding the rally in Sderot, arguing that the assembly would place as many as 100,000 demonstrators within range of Gaza-launched Qassam rockets, which have hit the town in large numbers in recent years.

"With great difficulty, and despite many reservations, we decided to allow the rally in Sderot, asking to limit the number of people arriving in Sderot, so that if, heaven forbid, there is an incident, that amount of people will find shelter," Ezra told Army Radio.

The demonstrators will be allowed to camp in Ofakim until the end of the week, Ezra added, but warned that, "As for their desire to set out from Ofakim for Gush Katif, the police will not allow them to do so."

MK Aryeh Eldad (National Union) told Israel Radio on Tuesday that he would be spending the day at Kissufim junction on the Israel-Gaza border, waiting for protesters to illegally enter the closed military zone so that he could join them.

Army on alert for Qassam attacks
Army units were on alert for possible Qassam firings, although there was no specific warning of planned attacks, Army Radio reported Tuesday.

Another security concern was that protesters would march in the direction of Prime Minister Ariel Sharon's private Sycamore Ranch, which is located near Sderot.

Lieberman said that settler leaders have agreed not to approach Sharon's ranch or the northern segment of Gaza's perimeter fence.

Opponents of the disengagement have voiced hopes that if enough protesters reach the settlement area, the planned evacuations will be rendered impossible
