IDF: Gaza infiltrators are endangering lives

IDF soldiers nearly shot anti-disengagement activists who had infiltrated the northern Gaza settlement of Nisanit overnight Wednesday, initially mistaking them for Palestinian terrorists.

Police confirmed Thursday morning that some 200 anti-disengagement demonstrators had successfully infiltrated Nisanit during the night, while security forces arrested 90 activists who had reached the Kissufim crossing.

According to the police, 1,500 people tried to break through the human chain of security forces barring demonstrators assembling in the Negev town of Ofakim from reaching Gush Katif.

The IDF had been put on high alert Wednesday after warnings that activists were attempting to infiltrate Gaza settlements ahead of disengagement. When word reached the army of suspicious persons in the northern Gaza Strip a unit was urgently dispatched to the area, Israel Radio reported.

A border policeman who was called to the scene of suspected infiltrations close to a dozen times over the night said that he had an activist in his sights and was only seconds away from pulling the trigger.

The infiltrators had reportedly uprooted fences in the area in order to reach their destination.

A senior IDF officer said Thursday that soldiers were becoming confused by the situation and that it was time to "put an end to these games that are endangering lives."

Speaking on Israel Radio, the officer said things were getting too dangerous, and called on the infiltrators' parents to reign in their children who were allowing themselves to do "whatever they feel like."

Overnight Tuesday, some 250 anti-disengagement activists were detained after attempting to infiltrate the Gaza Strip. A senior Southern Command officer on Wednesday said many of the young infiltrators, aged 14-17, were risking their lives trying to infiltrate through areas they are unfamiliar with, where there are large Palestinian populations.

He said two youngsters mistakenly attempted to cross the Gaza Strip fence near the Gaza City neighborhood of Sajaiya, adding that had the IDF not foiled the attempt their lives would have been in danger.

Settler leaders, unwilling to throw in the towel despite a strong police stance, were set to discuss Thursday morning the option of making another attempt at breaking through to the Gaza Strip on Thursday night.

While some voices were expected to support the idea, others were expected to favor postponing another attempted breakthrough to Gaza until next week.

Report: Israeli Gov´t Corruption Highest in Western World

Israel suffers from the worst government corruption in the western world, according to a study released Wednesday by the World Bank.

Business Data Israel’s (BDI) government corruption index showed the Israeli government to be inefficient, with high levels of corruption and a low rate of law enforcement. The study was based on indices examined and confirmed by the Bank of Israel.

The rating received by the Israeli government is particularly poor in comparison with most developed countries. Its rating in terms of political stability is the lowest of any other Western country.

“Israel’s particularly poor ratings for quality of government affect foreign investment in the country,” said BDI general manager Tehila Tamir-Yanay."

"Israel is considered one of the riskiest places in the Western world, with an unstable, inefficient regime, low accountability, a relatively high rate of state corruption and poor law enforcement."

The law enforcement rating gauged the credibility Israel's justice and law enforcement system. Israel’s received a low 74.4%, behind Spain (85%), France (88.9%), the US (92.3%), Germany (93.2%), the UK (93.7%), the Netherlands (95.2%), and the global average for developed countries (90.3%).

The government corruption index rates both perceptions about the government’s use of authority, and the practice of public officials exploiting their positions for personal gain. Israel received a rating of 80.8% on that index - far behind the 91.4% average for developed countries. Italy (74.9%) was the only developed country to rate worse than Israel on that benchmark.

Attorney General Menahem Mazuz responded to the report, saying it was yet another testimony to the "ongoing weakening of the immune system of Israel's political culture."

Mazuz went on to duck allegations that he plays a lead role in looking the other way when faced with corruption in the Sharon regime. "The way to deal with instances of corruption does not begin and end with criminal prosecution of those involved in the crime," Mazuz insisted.

Pullout foes weigh use of convoy to enter Gaza

Pullout opponents on Thursday were considering using a convoy of up to 1,000 vehicles to enter the Gaza Strip illegally via dirt paths and side roads, as part of a reassessment of their protest tactics. They plan to continue sending people into the Strip on Thursday night and next week, despite military orders closing off the area to non-resident Israelis.

An army official told the Knesset Constitution, Law and Justice Committee on Thursday that an estimated 600-800 people had snuck into the Strip in the last few days.

Settler leaders will hold a briefing at 6 P.M. Thursday, during which they will announce their plans for the anti-disengagement demonstrations taking place in the area of the southern town of Ofakim.

The Yesha Council of settlements decided Thursday morning to hold an evening rally in Ofakim, before embarking on a fresh attempt to march to the Gush Katif settlement bloc in Gaza, in an effort to foil the mid-August evacuation.

Several hundred settlers and pullout opponents remained in Ofakim early Thursday afternoon, after a rally in the same town the night before.

A senior Israel Defense Forces officer told Israel Radio on Thursday morning that the young pullout opponents attempting to infiltrate into Gaza are endangering their lives.

Pullout protesters plan to take a break of several hours Friday and will spend the Sabbath in Ofakim. Organizers will call for pullout opponents to return to the town Saturday night and Sunday in order to renew protests and infiltration efforts.

Some 180 people from the Netiv Ha'asara area, south of Ashkelon, have managed to reach the northern Gaza settlement of Nisanit. Security forces halted them there and removed them from the area.

Some 30 pullout opponents were arrested overnight along the Gaza Strip boundary fence south of Kissufim crossing. The IDF located another group of some 200 would-be infiltrators who entered a closed military zone south of Kissufim.

Some 200 protesters at Kissufim clashed periodically Thursday morning with security forces and attempted to break through the crossing and head to Gush Katif.

IDF officer: Infiltrators endangering their lives
The young pullout opponents attempting to infiltrate the Gaza Strip are endangering their lives, a senior IDF officer said Thursday.

An infiltration warning near Nisanit overnight put all IDF forces in the area on high alert. Troops were jumped to the scene and, just before they opened fire, it became clear the infiltrators were pullout opponents and not Palestinian gunmen.

Colonel Yossi Morali, commander of the IDF's northern Gaza brigade, told the radio he fears a disaster. He noted this was not the first incident of its kind. Morali said some of the infiltrators arrested in Nisanit overnight were 10- and 11-year-old children who did not understand what was going on. One of the children collapsed during the events.

On Wednesday night, an IDF armored vehicle overturned while in pursuit of pullout opponents who were trying to enter the Gaza Strip via dirt roads. There were no casualties caused in the accident.

Police Southern District Commander Major General Uri Bar-Lev told settler leaders and rabbis Wednesday night that they were not to go beyond Peduyim junction on the outskirts of Ofakim and approach the Gaza Strip.

Thousands of protesters slept at the junction, Israel Radio reported, while police and army units encircled the area to ensure no infiltrators leave the site en-route to the Gaza Strip.

After the IDF vehicle flipped overnight during a chase, Bar-Lev announced he would order dozens of buses to evacuate the protesters at sunup. Police say this is why the settlers agreed to go back to Ofakim.

Early Thursday morning, many of the pullout opponents headed back to their base of operations at Ofakim. Yesha Council official Tzvi Bar-Hai told the protesters at Peduyim Junction that due to harsh conditions at the site, the rally organizers have decided to return to Ofakim and prepare to continue the demonstration.

Shortly after six A.M., a settler rabbi at the junction called to the demonstraters using a loudspeaker, instructing them to wake up and make their way back to the Negev town. He said morning prayers would be held there, rather than on the road at Peduyim junction.

Thousands of protesters face off with security forces
On Wednesday evening thousands of pullout opponents faced off with security forces on the outskirts of Ofakim, as some 15,000 troops blocked protesters from marching to the Gaza Strip.

Police also rejected a request by settler leaders to camp for the night in the nearby Eshkol Park in exchange for a promise that demonstrators not attempt to break through police lines and head for the Gaza Strip settlements.

The protesters, led by settler leaders and rabbis, began marching after holding a rally in Ofakim, which police decided to permit after threatening to ban it. The demonstrators were stopped at the first police roadblock outside Ofakim, at an intersection about 1.5 kilometers outside the town.

Yesha Council settler officials walked among the protesters to instruct them not to clash with security forces, either physically or verbally. Protest and police officials met at the march to discuss how to decrease the tension. Although there was some pushing and shoving, no major scuffles were reported.

Many of the protestors sat down en masse on the road and sang. They also listened to a speech by Rabbi Shlomo Aviner, a leading settler rabbi.

Aviner earlier said Prime Minister Ariel Sharon would not manage to create a conflict between the settlers and the soldiers.

"We have no dispute with the police and the army, because the police and the army are us," said Aviner. "The Land of Israel is not the private property of our prime minister - it belongs to the entire people of Israel."

Some Gaza settlers to give IDF their weapons
Residents of the Gush Katif settlement of Netzer Hazani are to hold a ceremonial handover of their weapons to the Israel Defense Forces on Thursday, in order to "refute wicked rumors of plans to use these weapons during the evacuation."

On Thursday evening, members of the settlement's volunteer guards will collect all the weapons, including handguns and rifles, as well as protective vests and other equipment. The weapons, decorated with orange ribbons, will be sent to the settlement's security coordinator, Yoram Tzur, who will then hand them over to the army.

Neveh Dekalim / Much depends on the rabbis' ruling

The residents of the Gaza Strip settlements are waiting expectantly - not for this week's Yesha settlers' "engagement march" but for next Sunday, when the Gush Katif rabbis are due to publish their fateful guidelines that will finally decide whether they should leave their homes - surrender. The events of the next few weeks depend to a large extent on the rabbis' decision. Meanwhile, the public here is beginning to feel the winds of resignation.

As things seem now, the rabbis will instruct everyone to act according to his own ability. This can be interpreted as encouragement for those who wish to remain till the bitter end and lose property and money, but without insisting that this be so. Rabbi Yigal Kaminsky, the rabbi of Gush Katif, has said as much in his weekly sermons recently. But from talks with the settlers, it seems that many families will not move so much as a teaspoon until they are served evacuation orders on August 15.

The government's premise had been that more and more families would begin moving as August 15 approached. With 11 days to go, it is clear that this thesis does not hold water. Almost all the residents of Neveh Dekalim, the capital of Gush Katif, are biting their nails but carry on business as usual.

A few have been discreetly arranging their departure over the past few days. Cartons are slipped into the house, and old documents and clothes are sorted out and thrown into the garbage when necessary. But the majority are committed to fighting it out. They will be joined by the hundreds of families and individuals from outside who have infiltrated the Gush. The remainder will not leave willingly but will not wait for the security forces to remove them. They are waiting to be served an order to leave on August 15. Then they will have just 48 hours to pack their bags and leave.

Some of them are planning, at that stage, to take their small children, and some of their possessions, to a safe haven and then return to the settlement to see the end. This means that there will be long convoys going out between August 15 and 17.

A gathering of all the residents was held this week at Neveh Dekalim. They were asked to remain until the bitter end, to show "self-sacrifice." That means they should remain after August 17 and incur a great economic loss: a veteran's grant of NIS 4,800 per year per resident; moving costs of up to NIS 21,000, and more. According to the government's decision, these families could lose their belongings.

But even the Gush Katif leaders' optimistic assessments do not speak about more than half of the public remaining after August 17. As one Neveh Dekalim businessman said yesterday: "I'll decide what to do only after I get the order."

Tensions rise with the temperature
as Israelis creep toward the unknown

KIBBUTZ MABAROT, Israel, July 27 (JTA) — Opinions on Israel’s planned withdrawal from the Gaza Strip pile up even higher than the helpings of Dorit Daniel’s stuffed zucchinis at a family dinner.

“I feel terrible things are about to happen,” says Daniel, 57, who is adamantly in favor of the withdrawal scheduled to begin in mid-August but fears the internal fallout could be disastrous.

“I’m most fearful about someone from one side or another getting shot — that could lead to civil war,” she says, cradling her head in her hands as she sits at the table of her home in Kibbutz Mabarot, located in the center of the country, near Netanya.

Her 24-year-old son, who asked not to be identified because he recently completed his army service in an elite unit, argues that the unilateral pullout of forces from Gaza and part of the northern West Bank is a mistake. He says evacuating the approximately 9,000 Jewish settlers who live there and the soldiers who protect them could lead to a security vacuum and greater instability.

Across Israel, tensions are rising along with the soaring summer heat as the country barrels towards the unknown.

Road Map to Hell

Israelis — young and old, religious and secular, left and right — anxiously wait to see where the withdrawal will lead. The debate over possible scenarios rages everywhere from Shabbat dinners to cafes to supermarket checkout lines.

Will Israel, they wonder, see a traumatic face-off between fellow citizens, increased Palestinian mortar attacks, or other forms of terrorism? Or will they see a relatively smooth return of settlers to homes inside Israel’s 1967 borders and a Palestinian-ruled Gaza that develops and grows into a positive test case for statehood?

On a busy intersection near Tel Aviv’s main train station, young and old pass out colored ribbons: Those in favor of the pullout hand out blue ribbons, representing the color of Israel’s flag; the ribbons distributed by those opposed are bright orange, the official color of their struggle.

On a metal traffic sign, two opposing posters hang one on top of the other: “The Majority Decides — We Are Leaving Gaza,” reads one; the other says: “Disengagement Will Lead to Terror.”

Engaging Moshiach lead to Hell and eternal Terror

Israel’s religious Zionist community is becoming increasingly distraught over the planned withdrawal. Most adherents view the events of this summer as both defining and potentially disastrous. For many, the very core of their beliefs — that the biblical (Babylical) Land of Israel is their birthright, promised to them by God — has come under assault by the secular establishment.

“I pray with all my heart that everything will end peacefully. It will be very difficult” if the withdrawal happens, says Esther Reznikov, a 19-year-old religious graphics student from Tel Aviv, while passing out orange ribbons to people in cars at a busy intersection.

“If I did not have faith in the land and in God, I’m not sure I would even be able to continue living in a place that could betray you in such a way,” she says.

At the same intersection, Amiram Raber, 37, passes out blue ribbons.

“It’s crazy to think we can stay there and deny the existence of one million Arabs,” says Raber, who works with computers.

The national mood swung into heightened tension and uncertainty at the end of July when thousands of anti-withdrawal activists poured into the sleepy, southern village of Kfar Maimon in an effort to have their message of dissent heard by both the Israeli government and the country’s citizens.

The police quickly deemed the large gathering illegal, citing the group’s plans to march to Gaza — now declared a closed military zone ahead of the August withdrawal.

In a difficult three-day face-off among protesters, police and soldiers that eventually ended peacefully, the anti-withdrawal activists, many of them Orthodox Jewish settlers from the West Bank, showed their determination not to let the Gaza and northern West Bank withdrawal pass without a serious struggle.

Sarah Kronish, 36, her hair covered with an orange head scarf, went to Kfar Maimon from the West Bank settlement of Alon Shvut along with her husband and five children, ranging in age from 9 months to 10 years old.

“We cannot sit at home and continue our normal lives,” said Kronish, her hands resting on a baby stroller full of provisions. “Today it is Gush Katif. Tomorrow it could be Gush Etzion, where I live,” she said, referring to a major West Bank settlement bloc near Jerusalem.

On television, Israelis saw close-up the psychological battle of attrition being waged by the anti-withdrawal activists against the security forces. The video images became routine but distressing for many Israelis to watch — protesters swathed in orange approaching individual soldiers and police, asking them if they were ashamed to be carrying out the government’s orders. “A Jew does not expel a Jew,” they said, repeating the dramatic words of 19-year-old Cpl. Avi Bieber that became the slogan of the pro-settler movement.

A soldier in Kfar Maimon, angered by the constant repetition of the anti-withdrawal mantra, reportedly said, “A Jew doesn’t make another Jew stay over in the army on Shabbat, either.”

In another sign of discontent with the same settler slogan, a new bumper sticker was recently distributed: “A Jew does not expel a Jew, he just moves him a little bit.”

Michael Feige, a sociologist at the Ben-Gurion Research Institute who studies Israeli identity, says the country’s population can be divided into three distinct groups on the withdrawal issue: the national religious community, their supporters, and the majority of Israelis, whose politics are to the center or left.

For the national religious, “this is a great tragedy and a dramatic event in Israeli history,” Feige says. Their supporters — mostly people who live in development towns and other religious Israelis — are more passive in their protests, even though they agree that the Gaza pullout is a major event that should be halted, he says.

“The rest of Israeli society sees it as a dramatic reality show occurring in front of them,” he says.

In her home in Givatayim, a leafy Tel Aviv suburb, Anita Noam, 79, says she has sympathy for the settlers who will have to leave their homes but is alarmed by some of the verbal and physical violence that has accompanied their protests.

“I fear this could lead to civil war,” she says.

“I think of how many times I had to leave my home without a choice,” says Noam, who was born in Trieste, Italy, and was forced to flee the approaching German army during World War II. During Israel’s War of Independence, she was again forced to flee Jerusalem because of fighting there.

She says she wishes the settlers “just understood that there is no choice but to go if we are ever to have peace.”

In the streets of Jerusalem, meanwhile, many Israelis are staunchly opposed to Prime Minister Ariel Sharon’s plans for the withdrawal.

“I think it’s unthinkable to give even a small portion of the Land of Israel away; only God has the right to do that,” says an immigrant from Kyrgyzstan, in Central Asia, who would only give her first name, Marina. “Giving it away will not even help the situation. The Arabs will only ask for more.”

At a sidewalk restaurant, two friends who work as taxi drivers argue over the issue.

“You know things are bad when you see Jews being forced to leave their homes. I want to see someone even try to evacuate an Arab from Jaffa,” says Avitan Bota, 29.

Not only is the situation leading to division in the country, he adds, but it is giving the Arabs “a gift for free” that will enable them to “strike us from even closer.”

His friend Gabriel Hadad, 44, counters: “I’m for disengagement if it means soldiers will stop being killed there. I hope the move will lead to better times and the tensions will dissipate as they did after we left Lebanon.”

Up north, in Haifa, a retired teacher, Nurit Goldberg, 65, says it is impossible to avoid the feeling of tension in the country.

“I think we should not disengage without anything in return. I think the withdrawal will lead to more terror and a much worse situation,” she says.

In contrast, Berta Hinden, 89, a Holocaust survivor from Latvia, sitting in her art-filled Tel Aviv apartment, says she sees hope in Israel’s leaving Gaza.

“As Jews we just want to live in peace and quiet already,” she says.

Jewish man opens fire on bus, kills four Israelis   

A Jewish Israeli man in a soldier's uniform gunned down four fellow Israelis and injured a dozen others late Thursday.

Nineteen-year old Eran Tzuberi was identified as the attacker. He was in the Israeli army but deserted a month ago in protest against the Gaza disengagement plan.

The incident, which is being decsribed as a terrorist attack by local authorities, took place in the Israeli Arab village of Shfaram, which lies in the Galilee, its hilly roads lined with buildings on both sides of the street.

After the shooting the incident grew even more ugly when a mob boarded the bus and beat the attacker to death. Police who arrived at the scene were unable to quell the mob, with five officers reportedly injured in the retaliatory attack.

The bus passengers killed in the shooting, which lasted several minutes, were two men and two women.

Haaretz newspaper quoted security forces as saying the shooting was apparently a Jewish terror attack and that the attacker was a newly religious man, an IDF deserter from Rishon Letzion who recently moved to the West Bank settlement of Tapuah. They said the gunman was an activist in the outlawed extreme-right Kach movement. Tzuberi went AWOL a month ago.

"This was a terrorist atack in every way," Public Security Minister Gideon Ezra told Haaretz. "It was an awful terror attack."

Member of the Israeli Knesset Mohammed Barakeh (Hadash-Ta'al) said, "We are witnessing attempts by extreme right-wing people, terrorists, who want to set the region ablaze and feel they have freedom of action in light of the behavior of the security, political and judicial establishment."

The settlement of Tapuah, where Tzuberi lived, is one of the most extreme settlements, dominated by followers of U.S.-born Rabbi Meir Kahane, who believed in expelling Arabs from Israel and the West Bank. Kahane was assassinated in New York in 1990.

There have been several incidents of Jewish extremists attacking Arabs over the years, but rarely inside Israel. In 1990, an Israeli opened fire at a bus stop where Palestinians gathered for job placements, killing seven.

In 1994, Baruch Goldstein, an American-born Jewish settler entered the Tomb of the Patriarchs in the West Bank city of Hebron and opened fire on Muslim worshippers, killing 29 - the bloodiest attack by a Jewish extremist against Palestinians, said Haaretz.

Jewish terrorist Eden Tzuberi kills 4 on Shfaram bus

In what police are calling an incident of Jewish terrorism, a Jewish man dressed in IDF uniform opened fire on a bus in the northern town of Shfaram Thursday evening, killing at least 4 people and wounding nearly a dozen more.

The shooter, Eden Tzuberi, 19, was also killed when he was assaulted by a mob of furied bystanders and witnesses. A crowd of thousands gathered around the site of the attack and surrounded the bus, where the attacker's body still lay.

Hundreds of police were dispatched to the northern town. Some forces were delayed in arriving on the scene owing to the large numbers mobilized over the past few days in and around Ofakim to guard against the infiltration of anti-pullout activists into Gaza.

Former OC Southern Command Maj.-Gen. (Res.) Yom Tov Samiyah said the shooting attack should not be isolated from the pending disengagement. He linked that attack to attempts by radicals to target different sectors of the public to divert security forces from the evacuation of settlements.

The suspect was a resident of the West Bank settlement of Tapuah and was well-known to police for extremist views. He was a member of the outlawed ultra-Right-wing Kahane Chai party. An IDF soldier, Tzuberi had been tried in the past for refusing orders linked to the disengagment plan, and had been reported AWOL from the IDF 77 days ago - still in possession of his army-issued firearm. During his short army career he served time in military prison on two occasions.

Sources in the Shin Bet said that they had received no warning of plans by Jewish extremists to attack Israeli Arabs. Far-right activists told The Jerusalem Post that they had seen the shooter at anti-disengagement events.

Ikutiel Ben Yaacov, the founder of the far-right Jewish Legion group based in the West Bank settlement of Tapuah, shared police suspicions that such an attack might be aimed at derailing Israel's plan to withdraw from the Gaza Strip.

"We hope that Eden's death will not have been in vain," said Ben Yaacov, and added that "his murder will derail this sadistic disengagement plan."

Furious mob surrounds bus

A furious mob of the neighborhood's residents stormed the bus in order to neutralize the shooter, trapping him inside. Police forces gathered inside and near the bus to guard the suspect from the mob, but owing to the crowds, could not evacuate him from the bus.

As darkness fell, residents of other towns joined the angered crowds while police worked to maintain calm.

An enraged witness to the incident said, "If this attack had occurred in a Jewish neighborhood and the attacker was Arab, he would have been killed immediately. The police came and they didn't do anything!" he said. "The police didn't even shoot the attacker – they were holding him alive in the bus."

Hadash MK Muhammad Barakei, who had joined the mobs in Shfaram, blamed the attack on what he said was a campaign of incitement by Jews against Arabs. "This is not the act of a single individual extremist," Barakei said. "It comes from a culture of incitement."

Tzuberi opened fire on bus 165 from Haifa to Shfaram as the vehicle reached the town's Druse neighborhood.

Shfaram is a mixed village made up of roughly 50 percent Muslims as well as Druse and Christians.

Among the victims were two adolescent girls and the driver of the bus. The shooter also directed his fire outside the bus, and the casualties included pedestrians and bystanders.

Sixteen victims wounded in the shooting were evacuated to Rambam Hospital in Haifa, Carmel Hospital and Bnei Zion Hospital. All were in light to moderate condition, ZAKA officials reported.

The six Magen David Adom ambulances that answered the alert had difficulty reaching the scene of the incident to evacuate additional victims because of the crowds that had gathered at the site.

Police gear up for Arab riots in north

Police went on high alert Thursday night and deployed large forces throughout the North gearing up for the possibility violent riots will break out among the Israeli-Arab sector in response to the murder of four Arabs in Shfaram earlier in the day by a far-right Jewish settler.

IDF helicopters ferried dozens of policemen from Jerusalem and the West Bank up north to beef up the Northern District and gear up for what officers said could be "imminent" riots. Police recalled the events of October 2000 when 13 Arabs were killed in clashes with policemen in the north as they protested against Ariel Sharon's visit to the Temple Mount. Police warned that Friday morning sermons by Muslim Imams could incite the Arabs to hit the streets and protest.

Sheikh Kamel Hatib – deputy head of the Northern Islamic Movement – told The Jerusalem Post while he hoped riots would not erupt, he did not believe the Israeli-Arabs would let the attack pass by quietly.

"I hope there will not be violence," Hatib said. "But the massacre that happened today will not pass quietly and with the entire Israeli-Arab sector upset things might develop."

Mayor of Umm el Fahm, Hashem Al Rahman, who in October 2000 was deputy mayor of the city, said the mood was not the same now as it was five years ago.

"The people are very upset," Al Rahman said. "Anyone who is sane would be upset by this attack and the people here will need to be allowed to express their anger."

MK Abdul Malek Dahamshe said he was not surprised by the attack, claiming the "writing was on the wall."

"I hope the government will now do their job and ensure that an entire sector in society will no longer be incited against," Dahamshe said. "The police need to get their act together and begin arresting the Kahanists and other far-right elements until this all ends."

Bolton warns Iran, Syria over Iraqi border

U.N. Security Council, pressed Syria and Iran on Thursday to do more to stem the flow of terrorists, arms and funding into neighboring Iraq

His comments came as the 15-nation council unanimously adopted a U.S.-drafted resolution condemning a recent surge in violence in Iraq that has killed hundreds, including Algerian diplomats, U.S. Marines and a Sunni Arab helping to draft a new Iraqi constitution.

Russia used the vote to criticize the media for glorifying terrorists after Moscow said it would bar ABC News from working in Russia when the U.S. television network aired an interview with Chechen rebel leader Shamil Basayev.

Bolton urged all nations "to meet their obligations to stop the flow of terrorist financing and weapons, and particularly on Iran and Syria."

"We think this is very important, obviously, to help bring stability and security to the people of Iraq and to permit the constitutional process to go forward. It's the highest priority for the people and government of Iraq, and for the United States as well," he said, speaking after the council vote.

Syrian Ambassador Fayssal Mekdad attacked Bolton's statement and similar comments by British Ambassador Emyr Jones Parry, saying they showed "a determined campaign against Syria" by Washington and London.

While Damascus had deployed around 10,000 soldiers and erected more than 300 surveillance towers along its border with Iraq, Britain and the United States had spurned a Syrian plea for assistance including night vision gear, he said.

"This help has never come. We would like to ask them, what have they done on the other side of the border? They have done nothing while Syria has taken all measures," Mekdad said.

President Bush installed Bolton as his chief representative to the

United Nations on Monday, bypassing Senate confirmation after Democrats stalled the nomination for five months.

His vote to approve the resolution on Iraq was his first official act at the world body although he has spent the past few days making the rounds of key diplomats.

Al-Zawahri: More attacks for UK, US

Al-Qaida deputy leader Ayman al-Zawahri threatened more destruction in London in a videotape broadcast Thursday, adding that the fault would rest with British Prime Minister Tony Blair.

He did not name any countries apart from Britain, but he appeared to be referring to last year's terror attacks in Madrid, Spain, that were linked to al-Qaida.

"Our message is clear: you will not be safe until you withdraw from our land, stop stealing our oil and wealth and stop supporting the corrupt rulers," al-Zawahri said.

It was the first videotape to appear from al-Zawahri since September 2004, when he said that the United States was on the brink of defeat in both Iraq and Afghanistan. That tape was also broadcast on Al-Jazeera

Peace and Love at Rally Surprises Police, and Soldiers

Police and IDF officers have been training troops to expect curses and calls of "Nazi. Traitor" from anti-expulsion protestors. More than 15,000 in the Ofakim march sang songs and talked to them.

More than 45,000 people were at the rally at Ofakim, the night after a similar number attended the rally at nearby Sderot, and thousands more were not able to arrive because the police closed off roads two miles away.

Following speeches by leaders, rabbis and politicians, the crowd marched through the town to the main intersection and continued another mile until police and soldiers prohibited them from continuing. The troops have gone through extensive training the past two weeks with mock exercises in which soldiers acting as "settlers" curse them and taunt them during an expulsion exercise.

Thousands of soldiers, Border Police and police linked arms and lines the fields Wednesday night to keep the crowds from approaching the direction of Gush Katif and join the residents whom the government wants to force out of their homes. Police and Army officers told Israel Radio they were expecting violence because they have learned that organizers of the rally were beginning to lose control over the crowds.

At about 11 p.m., everyone stopped, and loudspeakers stationed by organizers broadcast statements made several years ago by Prime Minister Ariel Sharon when he expressed opposition to the Oslo agreements to turn parts of Israel to the Palestinian Authority (PA).

"As someone who has served in the IDF many years, I say that a soldier must follow orders, and if a soldier feels that an order given him is against his conscience, he personally, and I emphasize 'personally,' must stand before his commander, explain this to him and be prepared to accept the consequences," Sharon said.
