Clinton In Yom Kippur Speech
Former first lady, Senator Hilary Rodham Clinton spoke about
her personal experience of the power of forgiveness in an emotional speech to
Yom Kippur worshippers in Los Angeles last week.
The New York senator, who was famously forgiving of her husband Bill’s

said today that a UN inquiry into the murder of former Lebanese Prime Minister
had presented hard-hitting findings on Syrian involvement in the killing.

fellow Security Council members on a wide range of possible responses, he said,
but he would not say whether sanctions against Syria was among them. "This
report is obviously very significant. It finds probable cause to believe that

figures in Syrian intelligence," Bolton told reporters. "It refers to
a lack of cooperation by Syria with the investigation, which is
for obstruction of justice. It is a very hard-hitting report," he said.
Asked whether he was looking at U.N. sanctions, he responded, "We're
considering still a range of options."
As the UN now debates a
"doctored" a report which deleted the names of the Syria president's
brother and others allegedly involved in the plot to assassinate Lebanon's

to the Security Council late on Thursday by U.N. investigator Detlev Mehlis

scheme to kill Rafik al-Hariri and 20 others in a February 14 truck bombing in
Beirut. Perhaps the most explosive section of the report described an account of
the plotting given by an unidentified Syrian witness.
The witness said that
Maher Assad, the brother of Syria President Bashar al-Assad, and the president's
brother-in-law, Maj. Gen. Asef Shawkat, were among a group of Syrian and
Lebanese security officials who "decided to assassinate" Hariri in a
mid-September 2004 meeting in Damascus. But while the names appeared in an early
draft of the report, they were removed before the final version was released.
One version of the report
circulated at the United Nations showed the precise details of the computerized
editing process, identifying what was deleted and when the edits took place. The
tracking details indicated that the names of Maher Assad, Shawkat and others had
been deleted at the time Mehlis was meeting on Thursday with UN
Secretary-General Kofi Annan, who had earlier promised not to edit the report.
While Shawkat, widely seen as the No. 2 man in the Syria regime, was named in
several parts of the report, Maher Assad's name appeared only once in the first
draft and not at all in the final version. Mehlis and UN chief spokesman
Stephane Dujarric quickly insisted that the editing had been done by Mehlis
himself and not by Annan, who had transmitted the report to the Security Council
about seven hours after receiving it from Mehlis.
"No one outside of
the report team influenced those changes. No changes whatsoever were suggested
by the secretary-general or by anyone at the United Nations," he said. U.S.
Ambassador John Bolton said the flap was distracting the United Nations from the
report's main findings, which he said showed "clear evidence" of Syrian
obstruction of justice and "probable cause to believe that the
assassination could not have been undertaken
without the knowledge of senior figures in Syrian intelligence." "In
the absence of serious Syrian cooperation on substantive matters, the mission
can't get to the ultimate truth," Bolton told reporters. The report's
substance "doesn't change no matter what version you have," he said.

The real estate market in Jerusalem is booming,
as the improved security situation has prompted many Jews, especially from the
United States, to purchase apartments in the capital for use solely during the
holidays. But the flourishing market in luxury flats is also causing concern
among residents and urban planners, who believe that rising prices are
responsible for driving people out of the city by making housing unaffordable
for most people.
Y.R. has a senior position with a high-tech company in the capital. She is the
only year-round resident of her apartment house in the tony German
Colony neighborhood, and asked that her name not be used out of fear of a
break-in. Her neighbors are Jews who live for most of the year in the U.S. but
come to Jerusalem for the holidays.

"When the parking lot fills up with rental cars, I know they're back,"

neighborhoods like Baka anymore," said David Leib, manager of Shiran, the
city's main real estate database for brokers.
Rafi Dabra, chairman of the commission for public participation in Jerusalem's
master plan, believes that the higher prices are thwarting attempts to
resuscitate Jerusalem's dying center. "I don't see Israelis willing to pay
$800,000 for a downtown apartment. If reasonably priced flats are not available
there, downtown will die," Dabra said.
But Israel Kimchi of the Jerusalem Institute for Israel Studies sees things
differently. He said that there are Israelis who can afford the rising cost of a
flat in the capital, but do not want to live there. "I don't see people
from Herzliya Pituah or north Tel Aviv running to buy an apartment in Jerusalem.
From this point of view, the purchase of apartments by wealthy Jews from the
U.S. and France is a positive thing, strengthening the bond of Jews from outside
the country to Israel. But the situation must not be allowed to become rampant
so that entire streets go dark," Kimchi said.

the U.S. considers Hamas a terrorist organization, it will take no
active steps to prevent Hamas from running in the upcoming Palestinian
State Department Spokesman Sean McCormack, at his official Daily Press
Briefing on Thursday, said clearly that Palestinian politics is exclusively up
to the "Palestinian people."
At the same time, McCormack emphasized that the American and Quartet position
has not changed regarding "terrorist organizations operating outside of
the rule of law"

U.S. President George Bush hosted Abbas in Washington on Thursday. PA sources
said afterwards that though Bush raised the matter of disarming Hamas, he did
not dwell on it or pressure Abbas on this matter. Neither did he mention the
issue during a joint press conference with Abbas after the meeting.
Both the U.S. and Abbas seem to prefer pushing off a clash with Hamas until an
unspecified later date. American officials explained that Bush believes there
advantage to staging a frontal confrontation with Abbas just a few months
to the January elections, Haaretz reported.
Abbas, too, said he has no intention of barring any Palestinian faction from
running, explaining this would be "counterproductive." He said that
the "consent" of Hamas and other terrorist organizations to maintain
a period of no attacks is proof that there is no need for a clash at present.
Abbas believes that only the new democratically elected legislature will have
the necessary legitimacy to disarm terrorist organizations.
In a recent op-ed for the Washington Post, former Deputy Defense Minister,
Ephraim Sneh of the Labor Party wrote that three facts about Hamas must be
"First, the aim of the Hamas movement is not the end of Israeli
occupation, nor is it the establishment of an independent Palestinian state.
Hamas' aim is to take over Palestinian society and impose Islamist rule. For
this reason, Hamas poses a greater threat to Palestinian secular parties than
it does to Israel.
"Second, Hamas is not just a terrorist organization. It is a movement
supported by many in Palestinian society, though still a minority, as the
recent Palestinian municipal elections proved...
"Third, even if Hamas does win many seats in the Palestinian parliament,
it will not cease to be a terrorist organization. We must not delude ourselves
into thinking that government responsibility will lead to Hamas'
self-moderation. With this type of radical Islamist movement, there is no
distinction between armed and political actions, which serve the same goal. At
the core of this movement is a terrorist ideology that denies the rights of
another people and coerces an entire society into a fundamentalist Muslim
lifestyle. Whenever it serves its cause, Hamas will use terrorism against
Israel and the Palestinian government.

correct methods of infant circumcision, the traditional method has
remained in favour with many Orthodox
Jews in New York, particularly those of the Hasidic sect.
So when Bloomberg responded to the baby boy's death by ordering health
commissioner Tom Frieden to issue a lawsuit against Rabbi Yitzchok Fischer
of Brooklyn, the mohel allegedly responsible, there
was an outcry from sections of the ultra-Orthodox Jewish community.

At first, nobody thought Bloomberg, a liberal Jew himself, would cave
in. After all, public health policy, along with aggressively raising
education standards in New York schools and giving his highly popular
Police Commissioner Ray Kelly carte blanche on anything needed to guard
against terrorism, had been the hallmark of his administration.

In these key areas, upsetting sectional interests in the name of
principle had never bothered Bloomberg. His highly unpopular (but now
accepted) decision to ban smoking in New York restaurants is a classic
case in point.
But an election year is different so in August, Bloomberg agreed to
discuss the circumcision issue with concerned rabbis.
After the meeting, rabbi David Niederman of the United Jewish
Organisation spelled out clearly what Bloomberg was told. "The
Orthodox Jewish community will continue the practice
that has been practised for over 5000 years," Niederman said.
"We do not change. And we will not change."

A month later, Bloomberg and Frieden folded. The city of New York quietly
withdrew its lawsuit against Rabbi Fischer, along with an
accompanying court order banning him from using the oral suction

But in the most shameless play of all, Bloomberg turned the whole case
over to an Orthodox rabbinical court, or bet din, for resolution. It was
possibly the first time in New York history that the city had asked a
religious body to adjudicate an issue of public health.

Forced to carry the can, Frieden performed a spectacular backflip,
saying his department had "no intention of banning or regulating the
practice of metzitzah b'peh" and that he was satisfied that Fischer
would not practise circumcision until the Jewish court had ruled.
A grateful Niederman thanked Bloomberg for showing "respect and
support for religious Jews to practise their religion".
Nobody, not even Ferrer, seemed at all interested in research published
in the August 2004 issue of the medical journal Pediatrics showing that
ritual Jewish circumcision practices involving direct oral-genital contact
carried a serious risk for transmission of HSV from mohels to neonates.
While Bloomberg's people reject claims the Mayor has put fear of an election-year
backlash from Jewish voters ahead of protecting defenceless children,
New York Post political editor Greg Birnbaum is not so sure.
"I was very surprised the Mayor threw up his hands and punted this
off to a Jewish religious court for them to decide -- basically,
let the Jewish community decide on their own," Birnbaum says.

The Mayor of New York, Michael Bloomberg, visited Crown Heights on
Thursday, accompanied by officials of the New York Police Department.
He was hosted in the sukkah of community council member Chanina Sperlin
on President Street, where he met with other members of the community
council and community activists. Afterwards he took a brief tour

The Baltimore Jewish Times reports:
a few days after the Sumy opening, when a majority of Ukrainian rabbis
blasted the election of a new chief
-- the country's third -- as illegitimate. More than 30 Chabad rabbis
affiliated with the federation issued a statement Sept. 15 saying that
the election of another Chabad rabbi, Moshe Reuven Azman of Kiev, to
serve as Ukraine's chief rabbi was "illegitimate" and
"insulting to the feelings of every believer."
A chief rabbi "can be elected only by rabbis working in Jewish
communities of that country," the statement said, referring to the
fact that Azman's election Sept. 11 was endorsed by a group of secular
Jewish leaders but not by any rabbinical authority.
The vast majority of rabbis permanently working in Ukraine these days
are Chabad rabbis affiliated
with the federation. Unlike other Orthodox rabbis working in
Ukraine, Azman, who is Russian-born, is not affiliated with the
federation and for years has received support from [Oligarch Vadim]
Rabinovich, who initiated the election for chief rabbi.
[Sumy Jewish community leader Alexander] Goron, for his part, says he
and the rest of Sumy's Jewish leaders aren't interested in the kind of
power struggle that has plagued Jewish communities in larger Ukrainian
and Russian cities.
Meanwhile, Ukraine's (second) (Chabad) chief rabbi Azriel Chaikin met
with Cossack leaders.
The long-serving and original post-communism chief rabbi Yakov Bleich
has been largely silent, busy working on the many programs he founded over
the years to serve Ukrainian Jews. The man needs a good press agent.
