Aerial Photos Reveal Extent Of Land Grab, Say Peace Groups

JERUSALEM -- Months after Ariel Sharon announced his dramatic plan to pull Jewish settlers out of Gaza, portraying it as a sacrifice for peace, the government is grabbing more land for West Bank settlements.
Israeli peace groups and Palestinian officials say thousands of homes are under construction in the main settlements, in addition to an expansion of Jewish outposts that are illegal under Israeli law. Mr Sharon has promised the US he will dismantle the outposts, which are usually clusters of containers or trailer homes serviced by government-built roads, but has failed to do so.
One Israeli group, Settlement Watch, says in the three months to May, West Bank settlements expanded by 26 hectares (65 acres).The government has approved construction of thousands more homes in the three main settlement blocs on the West Bank, encouraged by an apparent endorsement by George Bush for their eventual annexation.
In a letter to Mr Sharon, Mr Bush praised the Gaza pullout and agreed that "in light of new realities on the ground, including already existing major Israeli populations centres", it was unrealistic to expect a full return to the 1967 borders.
Dror Etkes, head of Settlement Watch, said that the expansion of Jewish outposts and continuing house building since Mr Sharon announced his plan in December was evidence that the government was seeking more territory.
"The government is trying to push the boundaries of the settlements as much as possible before they are frozen," he said. "The new rule of the game we have seen in past weeks is the diameter of permitted construction area in the West Bank has grown. The purpose is to expand as fast as possible because of negotiations with the US to limit future construction to areas already under construction."
American officials have been appointed to agree limits to settlement expansion in order, Washington says, to preserve land for a future Palestinian state. Mr Sharon is pressing the US to allow building to continue in areas already under construction, to cater for the "natural growth" in families.
But Settlement Watch says aerial photographs reveal that in some settlements, construction has begun on the outer limits of the municipal boundaries, often some distance from the settlement. It believes the government will claim the right to build on the intervening territory or use the outposts to link settlements.
The pictures show new houses, roads and other infrastructure around about 12 of the 90 or more outposts, sometimes linking them to established colonies.
Last week Ephraim Sneh, an opposition Labour party MP, presented photographs of the outposts and infrastructure expansion to his party's caucus in parliament.
"In blunt violation of the promise to the US president, the government doesn't dismantle the illegal outposts. With government money they are expanded, asphalt roads are paved - all the necessary preparations to turn them into permanent settlements," he told the Guardian.
"It casts a shadow on the real intent of Sharon's disengagement plan. The disengagement may be just a cover for the real intention of the prime minister to deepen and solidify the Israeli hold in the West Bank." He added that the expansion was possible only with official cooperation. "It can't be done without government encouragement and financing," he said. In May, the state comptroller said Israel's housing ministry had illegally funnelled about £3.8m to fund unauthorised settlement expansion, half of it to the illegal outposts.
Last month, the defence and finance ministries authorised a £37m budget to fortify settlements outside the steel and concrete barrier Israel is building through the West Bank. Last week, it was revealed that dozens of prefabricated homes which the government had authorised for established settlements were sent to the outposts.
"This is a well-placed deal cut between the settlers in the area and the ministry of defence," said Mr Etkes. "If they're dismantling at times there is the immediate intensification of construction of another outpost in the area."
The government is offering additional incentives to persuade Israelis to move to empty housing on the settlements and newly arrived Jews frequently find themselves placed there. But concrete and asphalt are more important than people in staking Israel's claim to the West Bank.
Last month, Shaul Mofaz, the defence minister, told the civil administration in the West Bank - which is under military control - to draw up plans for rapid expansion of the Etzion settlement block near Bethlehem. In recent weeks, the government has approved expansion of Efrat, part of Etzion bloc, which is also expanding into what was the Palestinian village of Walaja.
"The land was taken by the Jewish National Fund," said Jeff Halper, a veteran Israeli campaigner against settlement expansion. "Almost every house has a demolition order."
Mr Mofaz also reassured settlers' leaders of continued expansion of the other two main blocs in the West Bank, Ariel and Ma'ale Adumim, which already eat into Palestinian territory.
Mr Halper said that the government planned to more than double the size of Ma'ale Adumim, east of Jerusalem, to provide homes for about 70,000 people
Ehud Olmert, Israel's deputy prime minister, who rarely makes policy statements without Mr Sharon's approval, recently said that Jewish West Jerusalem must grow to Ma'ale Adumim.
The Israelis are also looking further east to Mitzpe Jericho, which is home to about 1,500 people. Giant billboards picturing clusters of blocks of flats mark the limits of the municipality several miles from the existing housing.
"The government plans to link Jerusalem to Ma'ale Adumim and Ma'ale Adumim to Mitzpe Jericho. Eventually it will all fall under the Jerusalem municipality. Jerusalem is being transformed from a city into a region," said Mr Halper.
Mr Sharon's spokesman, Raanan Gissin, denied West Bank settlements were being expanded, saying that construction remains within the existing boundaries.
"Anything that is illegal will be removed as the prime minister has promised the Americans," he said of the outposts.
Critics say the argument about boundaries is part of the deception because the government has drawn them beyond the settlements in order to allow for considerable expansion. Settlement Watch says the government's lack of sincerity can be seen in its failure to provide a full list of illegal outposts to the US. The government admits to only 28 outposts. Settlement Watch says there are 91, of which 51 were established after Mr Sharon came to power and therefore should have been removed under an agreement with the US.

This we know, and this we are aware of, because Judaism has preserved the knowledge and instruction of the path of the righteous Gentile - the Seven Laws of the Children of Noah (also known as the Seven Laws of Noah, or the Seven Noachide Commandments).

 Why must we accept the rabbis and the sanctity of rabbinic authority? Only from the Orthodox Jews do we learn what our religious duty is, and how to fulfill it through the observance of the Seven Noahide Laws.

To appreciate the importance of Moshiach's arrival, one must first appreciate that the Jewish people are in exile, as we have been for thousands of years. This is true even with the present-day State of Israel; "exile"from a Torah perspective can occur even when the Jews are living in Israel, as was the case during the Greek Exile (319-139 BCE) which ended with the miracles of Chanukah.

Utterance of the unpronounceable Name of God in the Old Testament is considered a sin of blasphemy. For this reason, use of the tetragramatron YHWH in the place of God's name is mandated throughout the Old Testament. Certain modern Christian sects aproximate interpretations, not of the Name Itself but of the tetragramatron YHWH, such as Yahweh or Jehova.

In first century Judaism, "Mighty Power" or "the Power" were Euphemisms for the Tetragramatron (four letter name of G-d... Yud Hey Vav Hey... YHVH). Euphemisms were often used in written text replacing the Tetragramatron when otherwise spoken in dialogue.

The Tetragramatron (YHVH) was held in high regard. One was to use the name in upmost respect and with a holy utterance. He starts of as one of the most sucessful enforcers of the law and does not even bat an eyelid when dealing with his partner for reading a book of poetry. As the film progresses though he finds himself having to deal with and suppress his own emotions from his job and also his own memories including the murder of his wife, whilst avoiding growing suspicion of his colleagues. Other cast are Sean Bean, as Preston's partner, and Emily Watson, who doesn't really do much in the film apart from get arrested and interrogated. It also stars Sean Pertwee as 'the father' of the Tetragrammetron, whose face appears on the public screens to broadcast messages.

This film immediately reminded me of 1984 and Farenheit 451 from the start, especially given the police burn books and other material. It has the bog standard set-up of the future, with large video screens in public places broadcasting propaganda, streets completely free of traffic, large Stalinist buildings, people wearing black or tunics and some dodgey CGI shots of cityscapes with airships flying around.

The opening scene is good as a huge police raid on an apartment block full of protestors with automatic weapons is ruthlessly enforced and a cleric is sent in to get the last opponents holed up in a locked room.

The other great idea in the film is that the clerics train in martial arts and are proficient in 'gun kata' - a form of combat used in the film that uses various gun firing movements and positions to maximise killing opportunities whilst minimising the target being presented. This seems to be based on karate katas and there are several gun fights throughout the film in which the clerics use these skills to kill huge amounts of people, even if they are heavily armed, whilst seeming to miraculously avoid being shot themselves by jumping and spinning through the air whilst switching into the various kata postions. This sets up for some great action set pieces in the film which are very well staged and lead to the Matrix comparisons.

However a lot of the other scenes you can easily see where they have copied from other films. In one children help police pull from crowds people guilty of sense crimes and John Preston's children are emotionless and constantly question what he is doing - very remiscent of 1984. In other scenes we see the aftermath of police catching and killing protestors and then torching hidden rooms full of books and paintings like in Farenheit 451 (but without the rubbish looking 'futuristic' fire engines). The look of the cityscapes and public buildings and dress also reminded me of Gattaca, another film set in the future with a concept (genetic engineering).

The plot follows the standard line of a law enforcer slowly turning against the ruling society with the aid of the underground movement, although a lot of the scenes you could understand why there is a battle to suppress emotions when the cleric's job often involves a lot of brutal actions and challenges (especially the way the police immediately kill perpetrators in vast raids and one scene involving a cute puppy who according to rules is to be put down). Generally the acting is good and Christian Bale is very good at being wooden, although this is the part needed as he is playing someone who is not meant to show emotions and then showing more emotions as he begins to 'wake up' and become more emotional while having to avoid suspicion.

I found the film a bit overlong and a lot of the bits are drawn out at the start until it hots up towards the end with a lot more action sequences. There are some scenes of police raids in the middle but it sags during this part. There is some neat camera work in the action sequences and the concept and plot are fairly good and it does make you think about all the things in the world that cause emotions and what it would be like if they were banned.
The general vision of the future is good, especially as it was achieved on a budget, but I just kept thinking that I had seen it all before somewhere. But the actual sets are very good and the video quality is excellent.
Due to the clinical future setting and banning of emotions it also seems flat and well, emotionless at times. However it should make a good evenings viewing, especially for the gun kata scenes which I am surprised that no-one has thought of before, including one great scene with a fight between two clerics using gun kata - I found all these fights very stylish where huge numbers of armed police get taken out.
Hopefully it will get remembered for this and not end up as a film being shown in schools in 10 years time like Farenheit 451 or 1984 as an attempt to try and make English lessons cool. Overall not bad, I think there is enough here to make it interesting viewing with some good kick-ass fight scenes.

'R. Eleazar said; They were also enjoined against the forbidden mixtures.' Whence do we derive this? — Samuel replied: Because Scripture saith, My statutes ye shall keep,4  implying the statutes which I have already decreed:5  viz., Thou shalt not let thy cattle gender with a diverse kind: Thou shalt not sow thy field with mingled seed.6  This teaches: just as in the case of animal life, the prohibition is against hybridization, so in plant life, the injunction is against grafting;7  and just as the former holds good both within the land [sc. Palestine] and without,8  so the latter holds good both within and without Palestine. Is this not obvious, the Mishnah stating, May Jose smite Jose?13  — I might think that the name is used as a mere illustration;14  he therefore teaches otherwise.

Others give this version: — R. Aha b. Jacob said: This proves that the Tetragrammaton is also a Divine Name.15  But is it not obvious, since the Mishnah states: JOSE SMITE JOSE [using a four-lettered name]? — I might think that the great16  Name must be employed, whilst Jose is merely an illustration [of the mode of testifying]; therefore he teaches otherwise.

WHEN THE TRIAL WAS FINISHED, etc. Whence do we know that they arose? — R. Isaac b. Elijah's ascension] and he cried, My father, my father, the chariot of Israel and the horsemen thereof. And he saw him no more; and he took hold of his own clothes and rent them in two rents.21  Now, do we not understand from, 'and he rent them in two' that the cognate object is 'rents'; why then does the Writ expressly state 'rents'? — To teach that they were always to remain thus.22

Our Rabbis taught: He who hears [the Name blasphemed], and he who hears it from the person who first heard it [i.e., from the witness who testifies], are both bound to rend their garments. But the witnesses are not obliged to rend their clothes [when they hear themselves repeating the blasphemy in the course of their testimony], because they had already done so on first hearing it. But what does this matter: do they not hear it now too?23  — You cannot think so, because it is written, And it came to pass, when king Hezekiah heard it [sc. the report of Rab-Shakeh's blasphemy] that he rent his clothes. Thus, Hezekiah rent his clothes, but they did not.

Rab Judah said in Samuel's name: He who hears the Divine Name blasphemed by a gentile need not rend his clothes. But if you will object, what of Rab-Shakeh?24  — He was an apostate Israelite.

Rab Judah also said in Samuel's name: One must rend his clothes only on hearing the Shem hameyuhad25  blasphemed, but not for an attribute of the Divine Name. Now both of these statements conflict with R. Hiyya's views. For R. Hiyya said: He who hears the Divine Name blasphemed nowadays need not rend his garments, for otherwise one's garments would be reduced to tatters.26  From whom does he hear it? If from an Israelite — are they so unbridled [as to sin thus so frequently]? But it is obvious that he refers to a gentile. Now, if the Shem hameyuhad is meant, are the gentiles so well acquainted with it [as to make such frequency possible]? Hence it must refer to an attribute, and concerning that he says that only nowadays is one exempt, but formerly one had to rend his clothes. This proof is conclusive.



And in his name shall the Gentiles trust. Jesus the Christ, ye vipers of hell.


THE SECOND WITNESS STATED, I TOO HAVE HEARD THUS. Resh Lakish said: This proves that 'I too have heard thus' is valid evidence in civil and capital cases,27  but that the Rabbis imposed a greater degree of stringency [insisting that each witness should explicitly testify]. Here, however, since this is impossible [on account of the desire to avoid unnecessary blasphemy], they reverted to Biblical law. GEMARA. What is meant by 'WHETHER HE SERVE IT'?3  — R. Jeremiah said: This is what is meant: Whether he serve it in its normal way, or sacrifice, make libations, offer incense, or prostrate himself, even if these acts are not the normal mode of worshipping that particular deity. From the verse, For thou shalt prostrate thyself to no other god.15  I might think that I may also include embracing, kissing, and putting on its shoes [as punishable by death]:16  but the Writ saith, He hath sacrificeth.17  Now, sacrificing was included in the general statement;18  wherefore was it singled out? — That a comparison therewith might be drawn, and to teach you: just as sacrificing is distinguished, in that it is a service within the Temple precincts, and the death penalty is incurred through it, so for all services performed in the Temple precincts [in lawful worship] one is liable to death [when performing them idolatrously]. Hence prostration was singled out to illumine itself alone, whilst sacrificing was singled out to throw light upon the general proposition.19

The Master stated: 'I would have thought that the Writ refers to sacrificing without the Temple precincts'. But is that not punishable by extinction?20  — I might have thought: if he was warned, he is executed; if not, he is punished by extinction. It is therefore taught otherwise.

Raba, son of R. Hanan asked Abaye: Let us say that prostration was singled out in order to throw light upon the general law; and if you answer, in that case, why was sacrificing singled out too?21  To throw light upon itself, viz., that the intention to perform one act in the service of idolatry, even if made during the performance of another [non-idolatrous] act, renders one liable to punishment. TETRAGRAMMATON (r~r-rapa, four; yp~uua, letter), a Greek compound, found in Philo and Josephus, which designates the divine name composed of the four Hebrew letters J H V H (rrrt). The derivation and pronunciation of the Tetragrammaton is still doubtful. The form Jehovah (q.v.) used in some of the English Versions is an error which arose in the 16th century. It is~ now generally assumed that the word is the causative form (/iiphil) and should be pronounced Yahveh or Yahweh (accent on second syllable). The Jews quite early ceased to pronounce the Tetragrammaton, substituting (as the Books of Chronicles and the LXX translatioa already indicate) the word Lord (Adonai). The priests continued to use the name in the Benediction of the People (Numbers vi. 222 7), and on the Day of Atonement the High Priest pronounced it (Leviticus xvi. 30) amidst the prostrations of the assembled multitude. It is recorded in the Talmud that Rabbis communicated the true pronunciation to their disciples once in seven years (Qiddushin, 71a). The Jews called the Tetragrammaton by a Hebrew denomination, Shem Hammephorash (l~s~ es), i.e. the distinctive excellent name. Many a medieval miracle-worker was supposed to derive his competence from his knowledge of the secret of the Name.

According to the Gemara's Derashah, who are the "sixty" men mentioned in the verse?

(a) RASHI explains that the mighty men are the Talmidei Chachamim (Talmudic Illuminated Masters of satan) who comprise the Sanhedrin, who are fearful as though a sword is placed beneath them etc. However, we know that the Sanhedrin was comprised of *seventy* Dayanim, and not just sixty. Where are the other ten?

Rashi in Sanhedrin (7b) says that according to this Derashah, the number sixty in the verse is indeed not an exact figure. The point of the verse is to emphasize that Talmidei Chachamim should be adequately prepared when they issue rulings.

The MAHARSHA (in Sanhedrin) brings support for Rashi's interpretation of who the mighty men of the verse are from a Midrash Rabah (Bamidbar 11:7) which explains that the sixty men are Dayanim.

(b) TOSFOS argues and says that "Giborim" refers to the sixty myriads (600,000) of the Jewish people. (This also has its source in the Midrash, ibid. and Yalkut Shimoni 2:986.) It seems that according to Tosfos, the verse is saying that Shlomo ha'Melech, the Dayan, is surrounded by the Jewish people who come to him to judge their cases, and he and his associates must be afraid of Gehinom.

The ROKE'ACH (on Shir ha'Shirim) brings support for this from a Gematria: "Shishim Giborim" is equal in numerical value to "Eleh Shishim Rivo."

(c) THE VILNA GA'ON (ibid.) supports Rashi's interpretation. He explains that when Sanhedrin sat, ten (of the most important members) sat in the middle of the group, and they were surrounded by the other sixty. These are the "sixty mighty men *around* the bed of Shlomo. (The ten in the middle correspond to the seven "Ro'ei Pnei ha'Melech" and three "Shomrei ha'Saf," who are closest to the king, in a king's court -- and in the king of king's court -- see Megilah 23a. The verse in II Melachem 25:19, which associates these authoritative members of the king's court with sixty other men, is discussing the members of the Sanhedrin.

The source for his explanation is the Shir ha'Shirim Raba (3:13) and Yerushalmi Sanhedrin (1:2), which associates the verse about Shlomo's bed with the verses about the Ro'ei Pnei ha'Melech and the sixty others, just as the Vilna Gaon explains.

(d) The ARUCH LA'NER explains based on the Yalkut Shimoni (2:986) that says, similar to Tosfos, that the number sixty refers to the nation of Israel, which are comprised of 24 Mishmaros of Kohanim, 24 Mishmaros of Levi'im, and 12 Shevatim, which frequented the Beis ha'Mikdash. (It was these people, he suggests, who comprised the Sanhedrin in the Lishkas ha'Gazis.)

R. Jeremiah enquired of R. Zera: According to R. Meir who ruled: 'A beast that was in a woman's body is a valid birth', what is the law where its father46  received for it a token of betrothal?47  — In what respect could this48  ever matter? — In respect of causing its sister to be forbidden.49  This then presumes50  that it is viable! But did not Rab Judah citing Rab state: R. Meir gave his ruling51  only because in the case of its own species52  it is viable?53  Said R. Aha b. Jacob: 'To such an extent did R. 10. Similarly, in financial litigation, the court may not have mercy on a poor person, taking the attitude that a rich plaintiff has an obligation to support the poor, therefore finding for the poor defendant so that he will be supported with an honorable livelihood.

13. One should not judge unrighteously, acquitting the guilty and condemning the innocent. And a judge who delays the judgment, lengthening the time of the testimony or cross-examination, in order to cause either of the litigants to suffer, falls under the ruling of judging unrighteously.8

14. One who judges haughtily, without fearing his awesome responsibility and without due deliberation, and then comes to a decision quickly before he has taken the time to carefully consider the case, is considered stupid, wicked, and coarsely egotistical.9

15. The courts should not establish a standard judgment by which numerous cases may be judged according to a precedent system, but should consider each case individually on its own unique merits.10 (Note: Precedent in legal cases may be followed as guidelines, however.)

16. A case concerning a large sum of money and a case concerning a small amount of money should be given equal and individual consideration.11

18. A judge is forbidden to take a bribe. Bribery will certainly corrupt any judgment. A judge who takes a bribe is obligated to return the bribe if the giver demands it.13

But when the judge's decision is being announced, then both litigants should be standing. The "decision" is the judge's announcement finding for the defendant and against the plaintiff or for the plaintiff and against the defendant. Witnesses for either side should always stand during testimony.17

23. If there are many cases before the judge, the case of an orphan should precede the case of a widow, and the case of a widow should precede the case of a Torah scholar, and the case of a scholar should precede the case of an unlearned man, and the case of a woman should precede the case of a man, for a woman's embarrassment is greater.18

24. It is forbidden for the judge to hear the plea of one of the litigants unless the other one is also present. To listen to even one word of the case itself is forbidden. And we warn the litigant that he should not allow his words to be heard before the other litigant arrives.19

25. The judge may not hear testimony through an interpreter or a translator, as the truth is reached only by hearing the words of the litigants themselves. He must understand the language of the litigants and hear their testimony and proofs. 26. The judge must hear the arguments of the litigants, then review the arguments in their presence to be sure that he understands them clearly. Then he righteously decides the case in his heart, and afterward he reaches the final decision.21

27. The judge should not defend the words of the litigant, but he should sit silently as each litigant says what he feels he must. And the judge should not instruct either of the litigants in his presentation of any argument.22

28. If the judge sees a favorable point in the case of either of the litigants and the litigant does not know how to bring forth the point, or gets angry and confused to the point of being unable to state his case clearly, the judge may come to his aid slightly and put him on the right track to state the beginning of his case. But the judge must be careful of how he does this so as to avoid instructing the litigant in how to present a meritorious case, for if the judge did this, he would be perverting justice.23

29. Prior to the judge's hearing the case, if he feels personally threatened by either of the litigants, he may refuse to sit in judgment. But if he has already heard their words and knows which way the judgment is leaning, it is not proper for the judge to refuse to pass judgment out of fear of one of the litigants.24

30. If there is more than one judge in a case, it is forbidden for any of them to say after the trial, "I judged in your merit, but my colleagues found against you and inasmuch as they were the majority, what could I do?"25

31. A judge is forbidden to sit in judgment with a colleague whom he knows to be a thief or a wicked person. He must not sit in judgment with another until he knows with whom he is sitting. And no one should sign a contract until he knows with whom he is signing.26

32. A judge is forbidden to judge someone he loves, even though it is less than a great abiding love. Nor can he judge one he hates, even though the person is not his enemy. Ideally, the litigants should be equal in the eyes and heart of the judge. If he recognizes neither them nor their deeds, he can render the most honest judgment possible.27

33. Men of learning who are contemptuous of each other should not judge a case together. The judgment is likely to be distorted, as the contempt would incline one to contradict the opinions of the other.28

34. A judge should imagine himself with a sword resting on his neck and the Pit of Hell open below him. And he should know Who is the Judge and in front of Whom he judges, and Who will seek retribution from him if he strays from the truth.29

35. If a judge feels deeply in his heart that one of the litigants is in the right, and there is no proof for it, or if the judge feels that there is deception and trickery afoot by one of the litigants or with one of the witnesses, and there is no proof for it, or if he feels he cannot rely on the words of the witnesses even if he is not able to disqualify them, or if another similar situation arises, then this judge must disqualify himself from the case and be replaced by one who can judge with a whole heart in the matter. But if the judge knows for sure that one of the witnesses is lying, he should not remove himself from the case, but judge it according to his understanding of the truth. And all these things are matters of the heart.30

36. If a judge errs in his decision in a financial matter, he should retract his decision, restore everything to its original status, and retry the case. If it is not possible to retract and restore, for instance, one of the litigants went to a foreign land and took the money awarded him, or the like, then the judge is held harmless from making restitution of the money. It is clear that he had no intention of causing damage.31

37. Every judge should possess the following seven attributes:



Fear of Heaven

Fear of sin

Contempt for money

Love of truth

Beloved by his fellow man

A good reputation32

38. When is one beloved by his fellow man? When he views things in a favorable light and is humble, and he speaks and conducts business in a pleasant manner. He should be meticulous in fulfilling the commandments of God, and he should have conquered his evil inclination to the point that he is without blemish. His name should serve as an outstanding model for the generation. He should be courageous in order to exact a righteous judgment against strong-willed wrongdoers. Money should not be precious to him so that he will not chase after it, for it is taught that if one desires to be rich, poverty will come upon him. He should not need to be exhorted to strive after truth, but should pursue truth from his own desire for it. He must love truth and despise whatever opposes truth. And he must flee from all forms of transgression.

39. If a judge who possesses all these noble attributes cannot be found, then one should strive to find one who meets as many of these requirements as possible.

In a criminal case, he is commanded to come forth and give testimony even if the court does not request him to do so.37

6. The courts should not admit the testimony of anyone unless it is ascertained that this person is involved in keeping the Seven Universal Laws and does acts of kindness and conducts himself in a straight way and is honest and upright.39

7. The judge who admits testimony from a witness before it is ascertained whether the witness is qualified to testify is held responsible. This judge is considered as one who perverts justice.40

8. Whoever disgraces himself publicly is disqualified as a witness. These are people who walk and eat in a coarse, impolite fashion in public, or who go naked in public, or who are involved in any disgusting work or activity, or anyone who feels no self-embarrassment. All these people are considered on the level of dogs, and one cannot trust them to be stringent against giving false testimony.41

Even if a multitude of wise, God-fearing people tell someone that they saw such-and-such a person commit such­and-such a crime, and even though he believes it in his heart to be true, he is forbidden to testify in court unless he saw the incident with his own eyes. A sullen President George W. Bush is withdrawing more and more from aides and senior staff, retreating into a private, paranoid world where only the ardent loyalists are welcome.

Cabinet officials, senior White House aides and leaders on Capitol Hill complain privately about the increasing lack of “face time” with the President and campaign advisors are worried the depressed President may not be up to the rigors of a tough re-election campaign.

“Yes, there are concerns,” a top Republican political advisor admitted privately Wednesday. “The George W. Bush we see today is not the same, gregarious, back-slapping President of old. He’s moody, distrustful and withdrawn.”
