Democrats on Tuesday of cowering rather than joining him on trying to
censure President Bush over domestic spying.
"Democrats run and hide" when the
administration invokes the war on terrorism, Feingold told reporters.
"If you are not with us then you are a

a single Democrat has embraced it. Several have said they want to see
the results of a Senate Intelligence Committee investigation before supporting

Feingold's resolution but was blocked by Democrats. He said Tuesday that
Feingold should withdraw the resolution because it has no support.
"If the Democrats continue to say no to voting on their own censure
resolution, then they ought to drop it and focus on our foreign
policy in a positive way," Frist said in a statement.
Feingold's resolution condemns Bush's "unlawful authorization of
wiretaps of Americans within the United States without obtaining the court
orders required" by the 1978 Foreign Intelligence Surveillance Act.

Abbas calls prison raid 'an
Israel's raid of a West Bank prison is an "unforgivable crime"
and an insult to the Palestinian people, Palestinian Authority Chairman
Mahmoud Abbas said during a tour of the demolished complex Wednesday.
In Tuesday's raid, Israeli troops pounded Jericho's prison with missiles,
tank shells and jackhammers to force the surrender of more than 300 prisoners
and police officers. Among those taken by Israel was leader of the Popular
Front for the Liberation of Palestine, Ahmed Sa'adat, the alleged mastermind

Denmark: Cartoons do not violate law

closed-door session on Wednesday to consider Qatar's demand to condemn
Israel for attacking the Jericho prison which held a cabinet minister's

'Give back territory and kill Arabs'

"To return territory and kill Arabs" is
a favorite expression of the "ranch forum" of Ariel Sharon's advisers.
In 2000, when adman-strategist Reuven Adler and company reshaped and polished
Sharon's image, a rule was made: The public likes leaders who show diplomatic
moderation and military toughness, who
return land and kill Arabs. Sharon followed the rule during his five-year
reign, and his heir-apparent, Acting Prime Minister Ehud Olmert will do the

Last weekend, in his foreign policy program, Olmert returned a lot of territory.
Yesterday he completed the equation by sending in the Israel Defense Forces and
its bulldozers to nibble at the walls of Jericho Prison and to threaten the
murderers of Minister Rehavam Ze'evi and the people involved in the Karin A arms
ship with imprisonment or death.
Olmert did not seek out or initiate
this operation, and he would have passed on it had he been given the chance. It
was too dangerous. But as soon as it was forced upon him
by the desertion of the foreign monitors, he had to act. If Ze'evi's
murderers had escaped and given ludicrous interviews to the Israeli television
channels, Olmert and his Kadima party would have been
badly hurt. He would have been seen as weak, as someone who can only give
back territory. Both the left and the right would have had a field day with him.
Yesterday Labor and Likud were forced to praise the
"security forces." Had the operation gone wrong, or if the
prisoners had escaped, the criticism from both sides of the political spectrum
would have focused on Olmert, not the army.
Kadima's strategists could not have wished for a more
successful operation only a day before the pollsters began their work for
the weekend papers. This week's polls are critical: If Kadima's slide can be
halted at 37 or 38 Knesset seats less than two weeks before the election, then
there will be a general sense that the battle has been
won. If it was only up to the advisers, they would have given the green
light for the Jericho operation next week. Yesterday morning Olmert toured Ariel
and declared that the city will forever remain part of Israel. The move was
intended to curry favor with the right in the wake
of the shock wrought by last weekend's interviews. But the Ariel visit was
swallowed up by images of Palestinian prisoners being marched toward an Israeli
Sharon promised, Olmert kept the promise. If that's not passing on the baton,
then what is? Now we must wait and see whether Kadima restrains itself, or
whether it uses images from the Jericho operation in its election broadcasts.

the Palestinian elections, the British and American governments informed Israel
that they intended to remove their jailers from Jericho.

The British-American team was stationed in
Jericho under the terms of a May 2002 agreement to guard six senior wanted men:
five suspects in the murder of former minister Rehavam Ze'evi plus Fuad Shubeiki,
Fatah's financial kingpin.
Acting Prime Minister Ehud Olmert, in consultation with Defense Minister Shaul
Mofaz, Foreign Minister Tzipi Livni and senior defense officials, decided that
if the British and Americans left, the Israel Defense Forces would enter and
arrest the six men. However, there was no cabinet meeting on the subject, or
even a telephone vote.
This would put Kadima in a
positive light for the up coming election. Why? Because it is written and God
has put it in their hearts to fulfill his will. They think to play out their
scheme, never understanding that God the Creator is in total control.
Olmert's adviser, Dov Weissglas, told the British
and Americans that Israel would prefer them to remain, but if they decided that
they had to remove their personnel out of fear for their safety, they
should be aware that Israeli troops would enter "to bring the wanted men to
justice in Israel."

According to government sources, Israel has complained repeatedly over the last
year that the Palestinians were violating the 2002 agreement. One complaint,
accompanied by a threat of Israeli intervention, was even submitted in writing.
However, as long as the British and Americans were there, Israel refrained from
acting, out of fear that they would be injured.
Then, a few weeks ago, Hamas leaders began saying that they planned to release
the Jericho prisoners. Mofaz threatened that if that happened, Israel would
rearrest them. But what finally sparked Israel's operational preparations was
when the Palestinian Authority began releasing Islamic Jihad operatives from
jails in the territories, and, at about the same time, PA Chairman Mahmoud Abbas
said that the PA should consider freeing the Jericho prisoners as well.
Last Wednesday, the British and American consuls in Jerusalem sent a letter to
Abbas informing him that they were cancelling the 2002 agreement. The
Palestinian Authority never fully implemented the agreement, the consuls
charged; it "consistently failed to comply with core provisions of the
Jericho monitoring arrangements regarding visitors, cell searches, telephone
access and correspondence. Furthermore, the Palestinian Authority has failed to
provide secure conditions for the US and UK personnel working at the Jericho

even worse: "The pending handover of governmental power to a political
party that has repeatedly called for the release of the Jericho detainees also
calls into question the political sustainability of the monitoring
mission." They therefore gave Abbas an ultimatum: Either implement the
agreement in full, at once, or reach a different agreement with Israel. And
should he fail to do either, "we will have to terminate our involvement
with the Jericho monitoring mission and withdraw our monitors with immediate

A referendum indeed
Benjamin Netanyahu (of
Sanhedrin and the Babylonian Network, TBN) deserves a citation: He
defined this election campaign and its outcome with regard to the future of the
West Bank as a referendum. This is an understanding of (Noahide)
democracy at its best, and Netanyahu deserves accolades for his insight and for
the commitment that follows from it: accepting the public's judgment as
expressed in the polling booths at the close of the 28th of this month. Whoever
internalizes the fact that the election results should be seen as a referendum
about Israel's continued hold over Judea and Samaria, and the scope of this, is
in fact declaring that he will not question that if the time comes to translate
the decision into deeds.

from this: If a government is formed that wishes to bring about an Israeli

opposition will not have an excuse to question the legitimacy of the move.

All that would be contrary
to the reservations it had about Ariel Sharon's right to implement the
disengagement plan from the Gaza Strip and to the accepted opinion, among at
least part of the settlers, that no parliamentary majority has the right to
decide the fate of the Land of Israel but only "all
of the people of Israel." In realizing that these elections are a
referendum about the future of the connection with the Palestinians and the
territories in which they live, Netanyahu bound himself
and the entire right-wing camp to the clear rules of the game: They will
be able to oppose future withdrawals in the accepted framework of parliamentary
debates, but they must refrain, morally at least, from trying to prevent such a
move through demonstrations, disturbing the peace and confrontations with the
army and the police.
Whoever states that the elections have the same status as a referendum cannot
initiate or participate in a public campaign aimed at overturning the Knesset's
decisions. This is a relevant reminder to the leaders of the camp
whose incitement formed the backdrop to the assassination of Yitzhak Rabin
and whose position forced the country to call up tens of thousands of soldiers
and policemen to implement the disengagement plan.
Netanyahu's definition also obliges
both the left and the center: They did not disagree with it, and it indeed
reflects the significance of the elections. If therefore it becomes clear in two
weeks' time that the Knesset prefers to set up a
right-wing government, Kadima and the Labor Party will have to humbly
accept this result and wait for another time.

If, on the other hand, these two
parties form the axis of the next government, they will have to ensure that
suitable administrative rules are kept when they lead a withdrawal initiative
from the West Bank, so as not to harm its legitimacy. Sharon gave the right-wing
excuses to reject the disengagement plan: He promised a referendum and then
changed his mind, and he committed himself to accepting the Likud party's
decision and then treated it with disdain, dismissing the ministers of the extreme
right in order to create an artificial majority in the government.

While the disengagement plan eventually received the necessary majority vote in
the government and the Knesset, as well as the sanction of the High Court of
Justice, Sharon's conduct on the public and formal level was disquieting. If
Ehud Olmert and Amir Peretz do indeed lead a withdrawal from the West Bank, they
must not repeat his mistakes.
Granting the status of a referendum to the elections
places an obligation on all the parties and the public that votes for them.
The emerging balance of parliamentary power will reflect the voters' will and
will give authority to the parties that form the government to act according to
the platforms they presented. On the face of it, this is always the situation at
the conclusion of an election campaign; how much more so when the vote is
considered in advance to be a referendum about a defined disagreement, and when
every party's position has been clearly formulated on the eve of the decision.
These insights are binding on both supporters and opponents of withdrawal.

in a race row over a student newspaper article which refers to Jewish people as

Vice Chancellor Janice Reid has been forced to write to almost 40,000
students and staff stating the article - in the university newspaper The
Western Onion - was unacceptable.

NSW Jewish Board of Deputies president David Knoll has written to Mr Fomiatti
saying the article sought to "dehumanise Jews by resorting to the offensive
language and disgusting illustrations which were a tool of Nazi Germany".
"To say that the Jewish community is appalled by the racist material
that appeared on the front page ... is an understatement," Mr Knoll said.
"If it was an attempt to be funny it failed.
"Your front page followed the example of the Iranian government which
responded to the Danish cartoons by promoting an international competition for
Mr Fomiatti said yesterday he had received hate mail and been threatened with
physical harm, which had been referred to police.
"I wanted to make a point in a strong way... but some students haven't

Jews celebrate censorship
Apparently oblivious to the ever-increasing awareness of their subversive

tribunal that, in effect, outlaws all

Russian Communist leader sees U.S. behind bird
MOSCOW. March 14 (Interfax) - Russian Communist party leader
Gennady Zyuganov has blamed the United States for the spread of avian influenza,
or bird flu, in a number of European countries, including Russia.
"The forms of warfare are changing. It's strange that not a
single duck has yet died in America - they are all dying in Russia and European
countries. This makes one seriously wonder why," Zyuganov said at a press
conference at the Interfax main office on Tuesday.
Zyuganov said that he has good knowledge of war gases as he

ranks, with what's being called the "Virtual Community Patrol."
Soon-to-be-chosen residents will get access to a
a Web site that provides panoramic views of their block, allows
them to type in general complaints, pinpoint a problem location, immediately
send that information to police headquarters, and simultaneously activate
hidden police surveillance cameras, Police Director Jose Cordero said.
The "Virtual Community Patrol" will be the first such project of its
kind in the nation, reports the STAR-LEDGER.
For example, an individual might see suspicious drug activity around a parked
car, get on the Internet, type in a brief description of what's happening, use
a cursor to pinpoint the trouble spot on one of six neighborhood still
pictures that pop up, then transmit that information to the police command
communications center, he said.

U.S.-led raid kills civilians north of Balad
Police, American military differ on number of casualties
BAGHDAD (CNN) -- A U.S.-led raid on a suspected
site of terror network al Qaeda in Iraq killed 11 civilians -- including
five children -- according to Iraqi police, but the U.S. military said
the death toll from the strike north of Balad was four.
In addition to the children, the youngest of whom was 6
months old, the dead included four women and
two men, police said.
A U.S. military spokesman said a suspected
insurgent, two women and a child were killed in the raid on a building about 10
miles (16 kilometers) north of Balad.
U.S.-led forces came under fire as they raided the building, said Maj. Tim
O'Keefe. Air support fired on the site, and the targeted building and a vehicle
were destroyed, O'Keefe said.

"foreign fighter facilitator" was taken into coalition custody and is

to be kosher if only the greater parts of the trachea and esophogus are
severed is based on a faulty understanding of large animal biology
dating to medieval times. Yet Orthodox rabbis – who
have lied about shechita for more than 100 years, including during

Nidre Oath) are more than willing to allow this animal torture,
even though the science of the issue – and the law – are both clear.

A US Congressional committee approved Wednesday a new bill which is intended
to toughen the sanctions against Iran and target
international firms that invest in the Iran energy industry.
The Iran Freedom Support Act was approved in the House International
Relations Committee by a 37 to 3 majority, but
despite the overwhelming support it gained, it is not yet clear when it will be
brought to the House floor for a vote, mainly due to the administration's
opposition to the new legislation.
The proposed legislation, sponsored by Ileana
Ros-Lehtinen (R-FL) and Howard Berman (D-CA) has 347 co-sponsors. It
calls for tightening the existing sanctions against Iran and for action against
foreign firms that conduct business with Iran, in order to exert economic
pressure on the Teheran regime.
The House version of the bill demands that any foreign company that invests
over $20 million in Iran's energy industry be reported and that US firms will be
required to divest from these companies and not to invest in them in the future.
The proposed legislation also toughens the restrictions stated in a former
law - The Iran Libya Sanctions Act (ILSA) which imposes sanctions on foreign
firms that make significant investments in Iran's petroleum industry.
The sponsors of the new bill claim that the administration was too lenient in
imposing sanctions according to the existing law, and that is the reason there
is need for a new legislation which would force the administration to act
against these firms.
Since the ILSA law was passed in 1996 only one firm was found in violation of
its rules. The firm was not sanctioned because former president Clinton used his
waiver and determined that due to national security considerations there should
be no action taken against the firm.
The Bush administration has expressed publicly its opposition to the Iran
Freedom Support Act, claiming it would complicate the US's diplomatic efforts to

legislation concerning Iran is sufficient and that the new proposed bill might

Wednesday following threats by terrorist organizations they would avenge
the capture of the terrorist who killed Tourism Minister Rehavam Ze'evi.
The nation’s police set the public alert at Level Three, the second-highest in
Israel, just below that in which a state of emergency is

specifically on Jerusalem and other city centers where Purim celebrations were
Officials warned the public to be especially wary of possible attempts to kidnap
soldiers or civilians who could be used as hostages for exchange with the

Although Israel had planned to lift its closure of Palestinian
Authority-controlled areas which began last weekend in anticipation of Purim
festivities around the country, security officials decided on Wednesday to
extend it through Saturday.
The threat of revenge attacks by Hamas and the Popular Front for the Liberation
of Palestine (PFLP) is considered a credible and serious matter.
Both terror groups vowed to retaliate after 51-year-old Ahmed Sa’adat, the
PFLP leader who was the target of Tuesday’s raid, was captured by the IDF
together with four co-terrorists.
“Israel will pay dearly for its actions,” promised PFLP officials.
Sa’adat was the mastermind of the assassination of former Tourist Minister
Rehavam Ze’evi in October 2001. He and his team were being held in the Jericho
prison which was jointly run by the PA and international monitors from the U.S.
PA Arabs went on strike on Wednesday to protest the raid which within hours had
set off demonstrations throughout the PA-controlled areas. Shops in Gaza and
PA-controlled areas of Yehuda and Shomron were closed and school children
arrived to find the school doors locked.
Tuesday’s attack came after the monitors were withdrawn by the governments,
citing unacceptable security risks. Israel had long warned the PA that Sa’adat
would be captured or killed if he were to be released.
PA Chairman Mahmoud Abbas cleared the way for just such an event when he
announced last week that he had “no problem” with releasing Sa’adat but
would not take responsibility for his safety. His remarks came in response to a
letters from Britain and the U.S. informing him of their decision to pull their
observers. Neither country gave a specific timetable, however.
More than 200 prisoners were transferred to Israeli jails after the siege in
which the prison was effectively destroyed. Another 100 were released shortly
after questioning by the Shin Bet clarified that they had not been involved in
any terror activities.
