MK Shlomo Beniziri of Shas joined the attack. "What are you thinking, Peretz?" he asked, making a pun in Hebrew on Peretz's name. "You can't deal with the Kassams, but you evacuate a few run-down huts in the outposts to look like a big hero. Keep on this way and you'll be the only person left in Sderot."

Peretz said that Israel was "using all [available] instruments and taking all [available] steps before getting into a massive operation," referring to stopping the continuous fire of Kassam rockets from northern Gaza.

"If that doesn't work," he continued, "I am sure that we will bring back peace to the area-I won't allow the fire to continue. There is no doubt that the organizations active today understand our message. But if this doesn't bring peace, there will be a step-up to more decisive operations. We definitely intend to stop the fire."

Kadima MK Tzahi Hanegbi, chairman of the committee, said that he believes Peretz wants to exhaust a number of more restrained options for calming the area before taking any military action. "Israel is using diplomatic means, but if that doesn't achieve the result we'll strike with full force," he said. He added that he was against a ground operation in Gaza, and believed that Hamas leaders should be threatened instead.

Yesterday eight Kassam rockets were fired at Israel. Two of them fell in Sderot, one of which hit an electric pole and caused brownouts throughout the day. The rest of the rockets caused neither injuries nor damage.

In the end, however, the disengagement from the Gaza Strip, fought tooth and nail every step of the way by settlers and tens of thousands of their supporters, may have actually saved the settlement enterprise as a whole.

In particular, the disengagement may be the factor which enshrines the core project of the settlement movement, the rooting of Jews in the West Bank.

There are a number of reasons for this. Here are 10:

1. Qassams and the case of Sderot

Soon after IDF troops, Israel police and Border Police expelled the thousands of settler families from the Gaza Strip, and after Israeli bulldozers crushed their homes to rubble, armed Palestinian groups moved in to use the rubble for Qassam rocket launch sites.

Among their targets: the Negev town of Sderot, home of Amir Peretz, one of Israel's strongest supporters of a Gaza withdrawal; the leftist kibbutzim near the Gaza Strip, traditionally among Israel's strongest supporters of the cause of Palestinian independence; and areas south of Ashkelon to which settlers were moved after the disengagement.

More than 500 Qassams have rocked Sderot alone since the disengagement, striking day care centers, medical clinics, schools, a library, and many private homes. "This has become a city which is impossible to live in," Sderot Mayor Eli Moyal said Monday, as the whole town prepared to go on strike in protest the daily attacks.


-- A sense in Israel that the Palestinians, including the government which yearns for international recognition and legitimacy, cannot, or are unwilling to, curb attacks on innocent civilian populations within the Green Line.

-- Reinforcement of the Israeli right's argument that withdrawing from territory aids neither peace nor security, only whetting the Palestinians' appetite for more withdrawals.

In April, 2004, then-prime minister Ariel Sharon, in essence trading away Gaza for a landmark new U.S. policy on West Bank settlements, won President George Bush's public ratification of the concept that settlement blocs near the Green Line would eventually become part of the sovereign state of Israel.


Palestinians immediately saw what settlers and the Greater Israel hard right were less anxious to recognize: A sea change in U.S. foreign policy.


For the first time, an American president recognized settlement blocs as "new realities on the ground" and major Israeli population centers, declaring it unrealistic to expect Israel to cede them in a future peace deal.

3. The Hamas election victory

There is every reason to believe that the disengagement helped Hamas, not long ago the prime engine of Palestinian terrorism, and a body formally opposed to the existence of the state of Israel, win its landslide Palestinian Authority election victory in January.


That fact alone could deter many Israelis from backing a major pullout in the West Bank, despite relative higher Palestinian support for Fatah in the area.

4. Arms smuggling
Last week, Palestinian Foreign Minister Mahmoud al-Zahar of Hamas made headlines by returning from a diplomatic swing through Indonesia, Malaysia, Brunei, China, Pakistan, Iran and Egypt, with a suitcase containing $20 million in cash.

Although al-Zahar's cargo was above ground and relatively above board, the main traffic into the Strip remains underground, consisting of arms smuggling on an unprecedented scale.

According to the Shin Bet, since the IDF pulled its forces out of the Strip last September 12, among the weaponry smuggled into Gaza through tunnels dug from the Egyptian half of Rafah into the Palestinian half, were 11 tons of TNT, 3 million rifle bullets, some 10,000 rifles, 1,600 guns, 65 rocket propelled greade launchers (RPGs), 430 RPG shells, and an unspecified number of shoulder-fired missiles.

Further reluctance on the part of Israelis of all stripes to withdraw from more of the West Bank, especially eastern areas which may allow access to smuggling over the Jordan River from Jordan.

5. The costs and hardships of settler resettlement

Some 10 months after the disengagement, Israel has proven itself unable to see to the employment and housing needs of many of the some 1,700 settler families taken out of Gaza.

Experts have also found difficulty in addressing the problems of a sizable number of the evacuated youths, who shown signs of depression and other disorders.

Moreover, the disruption of anti-disengagement protests, coupled with the enormous financial and human cost, the deployment and training of tens of thousands of security forces, and the diversion of those personnel for evacuation operations, proved to be one of the largest non-war efforts in Israeli history.


There is growing concern within Israel that if moving 8,000 settlers in a concentrated area proved so costly and difficult to manage, the costs and hardships of moving tens of thousands would be more than the government, and the society, could bear.

5. Civil War I

The upheaval of the disengagement, the passionate, at times violent, protests, and the estrangement that many rightwing and religious Israelis felt from their government and their fellow citizens, sparked fears that Israeli society would itself come apart at the seams.

Result: A decided reluctance on the part of many Israelis to rip open the same wounds, and new ones as well.

6. Civil War II

When the last Israeli settler and soldier left the Strip, there were hopes among many Palestinians that a Gaza wholly governed by the Palestinian Authority would be a model for reconstruction, and stability.

But the power struggle between Hamas and Fatah spilled over in recent weeks into bloodshed, arson, and chaos, with a number of dead on both sides.

While some in Israel may reap some satisfaction from the sight of Hamas and Fatah gunmen targeting each other instead of Israelis, the anarchy in the Authority bodes poorly for expanding Palestinian sole rule in the West Bank, and little encourages Israelis to foster such a prospect.

7. The Islamic Jihad

The Islamic Jihad, unlike Hamas, Fatah, and other armed Palestinian groups, takes its marching orders from Iran, which is well-served by continuing terrorist attacks within Israel.

When most Palestinian groups, notably Hamas and the Fatah Al Aqsa Martyrs Brigades, declared a taadiya, or unilateral relative truce in attacks on Israelis, the Islamic Jihad vocally disassociated itself from the move.

The Jihad has since carried out uncounted Qassam firings against the Negev, and has repeatedly launched suicide bombings against Israeli cities.


Israelis have seen the Jihad carry out terror attacks largely unchecked by the Palestinian Authority, with Hamas elements said to be covertly aiding Jihad bombing and rocket cells.


There is less and less openness within the Israeli public to the concept of increasing the area in which the Jihad can work undisturbed.

8. Declining support for unilateralism

The fact that the disengagement in Gaza was, in essence, a return to Israel's pre-Six Day War border, allowed the members of the Quartet, Washington, Moscow, Europe and the United Nations, to freely support it, despite an explicit effort by Sharon to represent the move as unilateral ["Israel, acting on its own interests, is taking its future into its own hands"] and in no way a function of negotiations with the Palestinians.

The Quartet, nonetheless, along with such key mediators as Egyptian President Hosni Mubarak, remain firmly committed to a return to Israeli-Palestinian negotiations, and have made it clear that they will not recognize the West Bank border which Prime Minister Ehud Olmert has indicated he intends to set unilaterally.

Result: Olmert cannot expect the international umbrella of support for his convergence plan, that Sharon garnered for the disengagement. In fact, he has been forced to back-peddle on his plans, after receiving pointedly lukewarm responses to the plan in London and elsewhere.

9. Hatred for Gaza

Prior to the disengagement, and for decades prior, Israelis, by and large, viewed Gaza as a foreign entity, a burden to be cast off, a trap, a stronghold for the Philistines, in short, not a part of the Land of Israel.

The West Bank is an entirely different story. Hebron, for all of the problems it poses, was the original capital of the children of Israel, and remains the second most sacred place in Judaism. Shechem (Nablus), Bethlehem, Beit El, Shilo, and many other areas have a strong biblical connection for many Israelis, even among the secular population.


The contrast between Gaza - over which even the settlement movement seemed to exhibit ambivalence - and the West Bank, which also borders on the most populated areas of the country, as well as its major international airport, lessens the desire of Israelis to cede Judea and Samaria
land to the Palestinians.

10. Hippies in Orange

From the standpoint of Orthodox Judaism as a whole, perhaps the most significant legacy of the disengagement was the creation of a now-worldwide counterculture of young people for whom resistance to withdrawal has become a kind of religion in itself.

There is something extraterritorial about this movement which is all about the Land. There is something as fierce and fearless and reckless and righteous as adolescence itself.

It is clear that the young radicals in Orange will fight any and all withdrawal efforts, down to the last illegal private Wild West ranch "crime outpost."


Israelis have good reason to believe that if a further withdrawal is ordered, the protests may reach unprecedented proportions, with blockages of major highways and other actions just the beginning.


The prospect of mammoth protests is also likely to dampen grass-roots support for a withdrawal.

Convergence Plan: Fatah and Hamas Agree on Destroying Israel

Short of civil war, Fatah and Hamas negotiators are finding a common denominator in an effort to set up a national unity government in the Palestinian Authority. The formula: hatred of Israel.

The negotiations are based on the “prisoners' document”, a proposal for a PA state formulated by convicted terrorists serving life sentences in Israeli prisons.

The Hamas has refused to accept the document as a basis for an emerging Arab state because the proposal talks about establishing the state in Judea, Samaria, and Gaza.


 Agreeing to such a state would imply recognition of Israel, an idea anathema to Hamas ideology.

Fatah leader and PA chief Mahmoud Abbas’s bid to adopt the prisoner’s document as official PA policy has led to violent clashes between Fatah and Hamas terrorists. Those clashes reached a peak last week when mobs aligned with the Fatah set PA parliament and cabinet buildings ablaze in Ramallah. The PA parliament and cabinet are controlled by the Hamas.

But now, in an effort to stave off civil war, Fatah officials have been emphasizing that the prisoners' document does not imply tacit recognition of the Jewish state.

Abu Taiyer, spokesman for the Al Aksa Brigades, the military wing of Fatah, said at a press conference in Gaza that his group remains loyal to Fatah’s pre-Oslo charter which calls for “liberating all Palestinian land, and the elimination of the Zionist entity, economically, politically, militarily, and culturally.”

Abu Taiyer’s statement was echoed by a senior Fatah official, Issa Krak’a, who said specifically that the prisoners' document does not express any recognition of the State of Israel.

In another concession to Hamas, Fatah negotiators have agreed to incorporate both the Hamas and Islamic Jihad terrorist organizations into the PLO. Such a move could render mute the PLO’s recognition of Israel, which formed the backbone of the Oslo accords, the legal basis of the Palestinian Authority.

Though terrorist chieftain Yasser Arafat recognized Israel’s right to exist on behalf of the Fatah and the Palestine Liberation Organization (PLO) when he signed the Oslo accords in 1993, the deceased Fatah leader led the PA into war with Israel in September 2000.

Israel's Right to Invade

Israel had a right to invade Gaza and the West Bank and do what it wants with this land ever since February 2005, when a bomb took the lives of Israelis waiting in line outside a Tel Aviv club.

It was an act of war - not on the scale of Pearl Harbor, but still an act of war. The Palestinian Authority has a responsibility to control terrorist activity that originates on its land.

Now, Israel has far more of a right to conduct a full-scale war against the Palestinians than it ever did. I am not necessarily urging such a step, but nobody could blame Israel if it carpet-bombed every inch of the territories, sent in the troops, killed anyone who resisted and evicted the entire remaining population.

The Palestinians have declared war on Israel many times in both deed and word, but over the last two weeks there could be absolutely no mistake as to where the leaders of the Palestinian Authority stood.

Never mind that nobody can say with certainty how eight people on a Gaza beach died on Friday, June 9. Never mind that there was no time for even a preliminary investigation before Palestinian leaders jumped to conclusions about the cause. Never mind that Israel now contends that none of its shells fell short at the time of the tragedy and it may well have been Palestinian arms that killed these victims. And never mind that even if Israel was responsible, it would not have occurred had not the Palestinians been regularly committing acts of war on a daily basis.

Hamas declared in a statement: “The Israeli massacres represent a direct opening battle, and that means the earthquake in the Zionist cities will resume. We will respond at the appropriate place and time.”

Ghazi Hamad, the spokesman for the Hamas-led government, added, “They killed innocent civilians who were enjoying their time on the beach and have nothing to do with military affairs,” he told a New York Times reporter. “So I believe that we, the Palestinians, including Hamas, have the right to respond and defend ourselves.”

Even Palestinian Authority President Mahmoud Abbas, a self-proclaimed moderate, dubbed the explosion “a bloody massacre.”

This collection of responses amount to a declaration of war and defamatory accusations, all unsupported by facts. That means Israel has every right to move into Gaza and the West Bank in full military strength and do whatever it must to secure these lands.

Not only did the Palestinian Authority establish a state of war with Israel, but it intensified a state of war that has raged since Israel became a sovereign nation 58 years ago and decades before then.

Like every other nation, Israel has a right to defend itself and to respond to acts of war in a like-minded manner. Each murderous bombing and each launched rocket is an act of war. This gives Israel the right to give them a war.

I am personally close to being a pacifist and hate even the notion of war, but I still recognize that war cannot always be avoided. This has been one of those situations. Both Gaza and the West Bank are geographic powder kegs ready to blow up. Israel is surely wary of that, and if invading Gaza and/or intensifying military operations in the West Bank is necessary, so be it.

I’m in partial agreement with those who claim Israel was wrong to withdraw from Gaza. They should have left troops there. The Palestinians have fired rockets from at least one former settlement. The retention of troops would have certainly prevented the rocket attacks from expanding.

As Ehud Barak quipped during a talk in center city Philadelphia last year, it is too bad that Israel isn't adjoined by a more civil neighbor, like Canada.


Sderot: Qassams land during president's visit

President: PA leadership directly responsible for rocket attacks. Leaders set to meet with hunger strikers in show of sympathy for residents' distress. Meanwhile, residents agree to end hunger strike at president's request

Hunger strikers in Sderot complied Monday with President Moshe Katsav's request and agreed to end their strike, nine days after it was first declared. However, residents said they plan to carry on with their protest. The strikers' leader, Alon Davidi, stated he was still disappointed that "there is one man afraid of showing up here, and this is the prime minister." 

Two Qassam rockets landed Monday afternoon in the Sderot area at the same time President Moshe Katsav was visiting the southern town with Defense Minister Amir Peretz.

One rocket landed north of the town, while the other fell at the local cemetery. A woman suffered from shock, but no damage to property was reported.

While visiting Mayor Eli Moyal’s Sderot Municipality office, Katsav said that as far as Israel is concerned “the Palestinian leadership is directly responsible (for the rocket fire.) We will not examine each Qassam to determine which faction owns it; the Palestinians have a leadership, they have a chairman, an Authority and a parliament – and they are all responsible.

“Since the disengagement military action aimed at thwarting their activity has become legitimate,” the president added.

Peretz, who accompanied Katsav to Moyal’s office, said “I have no intention of making restraint part of my work plan; restraint has run its course. We have the moral legitimacy to act.” 

The defense minister added that he is making every effort to stop the Qassam fire, adding that the attacks did indeed stop temporarily after he had relayed a harsh message to leaders of Palestinian groups.

“I have the moral legitimacy to act because I am a man of peace,” Peretz said.

“We have answers and we will not put and the area’s children at risk,” he said. "I hope that in the coming days we will see a change in the terror organizations and that they will realize that they must halt their fire; there is no distinction among the factions – this is the message here.

At the entrance to the town, the two were met by Anat Shaviro (47), a resident of Sderot who complained to them of the fragile security situation, but mostly of her financial difficulties. 

“I cannot even have a Bar-Mitzvah for my son,” she said. Katsav and Peres promised to help her.

'I am sure I will bring calm back to the area' 

Peretz and Katsav are set to visit the hunger strikers tent in town, where Sderot residents have been protesting in the last week and-a-half, in a show of sympathy for their distress in face of the ongoing rocket strikes.

The president's visit has postponed for a short while the locals' plans for an escalation of protest activities, but the town's people stated they will go ahead with the plans once Katsav leaves. In the framework of the protest, Sderot members intend to block the entrances to the town and bar all passage into Sderot. 

Earlier Peretz told the Knesset's Foreign Affairs and Defense Committee "We are using all the tools and are implementing all the steps before entering a massive operation," hinting that Israel was working to convey diplomatic messages to Hamas leaders.

If that doesn’t help," Peretz said, "I am sure I will bring calm back to the area. I will not allow the fire to continue." 

"There is no doubt that the organizations operating today understand our message, but if it does not bring calm, we will definitely step up operations and stop the fire," he added.

Sderot children were treated to a field trip on Monday to get their minds off the routine of rocket drills, at least for a little while.

Twelve buses packed with 550 4th-6th graders arrived at the National Yarkon Park and the Fortress of Antipatrus by Rosh Haayin as part of an initiative by the Nature and Parks Authority.


'Power should be shut down in Gaza' 

“My parents are already looking for apartments outside of Sderot and Ashkelon because of the Qassams,” sixth grader Danny Iskov told Ynet. “I don’t want to leave my friends though.” 

Meanwhile, opposition leader Benjamin Netanyahu slammed Prime Minister Ehud Olmert for his treatment of the incessant Qassam rocket fire.

“The prime minister doesn’t see, hear or act because he is abroad all the time,” Bibi said. “He did not even phone the Sderot mayor, and passed by him in a Knesset corridor as if he was air.”

According to Netanyahu, “the power should be shut down in Gaza, not in Sderot. The prime minister’s primary responsibility is to look after the well-being of all the citizens.”

“We are with Sderot,” he said.

North Korea said to have fueled missile for test

WASHINGTON (Reuters) - North Korea is believed to have completed fueling a missile capable of reaching Alaska, raising the probability of an imminent test launch, U.S. officials said on Sunday.

The United States plans to join Japan in a sharp response if the test goes ahead.

Washington has warned Pyongyang against the launch in a message passed to North Korean diplomats at the United Nations but there was no response, American officials told Reuters.

The officials, speaking on condition of anonymity, said Pyongyang could still decide to scrap the launch, but that was unlikely given the complexity of siphoning fuel back out of a missile prepared for launch.

The test is expected to involve a Taepodong-2 missile with an estimated range of 2,175 to 2,670 miles. At that range, parts of Alaska in the United States would be within reach as well as Asia and Russia.

North Korea lacks an operational missile that can hit the continental United States, the California-based Center for Nonproliferation Studies said in a recent report.

Nonetheless it would be Pyongyang's first test of a long-range missile since it stunned the world in August 1998 by firing a Taepodong-1 over Japan that landed in the Pacific Ocean.

The New York Times, quoting American officials, reported on its Web site that booster rockets were loaded onto a launch pad and fuel tanks fitted to a missile. This could not be confirmed, but U.S. and other officials have said satellite images show fuel tanks and key components of a missile positioned at the test site.


The South Korean daily Dong-A Ilbo quoted a Seoul government official as saying the launch could be imminent.

"We think North Korea has poured liquid fuel into the missile propellant built in the missile launching pad. It is at the finishing stage before launching" but the South Korean government did not know if fueling was completed, he said.

Experts say if the missile is not launched 48 hours after fueling, the fuel will start to break down and damage the missile.

The test preparations came as six-country talks on North Korea's nuclear programs are stalemated and international attention has shifted to concerns that Iran is building a nuclear weapon, which Tehran denies.

If they test, the North Koreans "undoubtedly would bring upon themselves tougher sanctions from Japan and a cooling (in relations) from South Korea and China so it's not cost free for them, but it suggests they are not happy where they are in terms of the six-party process," said Michael Green, a former senior Asia adviser to President George W. Bush.

Pyongyang now regrets a joint statement adopted by the six countries participating in the negotiations -- the United States, South and North Korea, Japan, Russia and China -- which requires it to give up its atomic ambitions, he told Reuters.

It is also unhappy with a U.S. crackdown on financial transactions involving cash earned by the North through illegal activities like currency counterfeiting, he said.

Daniel Pinkston of the Center for Nonproliferation Studies said the launch would be portrayed glowingly in official North Korean media and show the country as advancing its military and scientific prowess.

Some of North Korea's leaders may not be too worried about the response from Washington because "they see the U.S. as doing everything already it can to punish North Korea," Pinkston added.

American and Japanese "assets" -- including satellites and a U.S. guided missile ship -- have been moved into position to serve as long-range surveillance and tracking platforms.

Washington and its allies were caught off guard when Pyongyang last tested a missile eight years ago and they are determined to be ready this time to gather critical intelligence on the North's capabilities.

Organizational structure of the Nascent Sanhedrin

The historical government of the Jewish people involves a bicameral parliamentary system.  This includes the Sanhedrin, a deliberative body similar to the upper house or chamber of a legislature, and an ordinary parallel lower house which represents the needs of the population. 

a) The Sanhedrin is a "House of Scholars". Unlike some parliamentary systems, members of this upper house are not elected, nor is their position permanent.  Any scholar, at any time, may gain a place on the legislature by proving a greater level of scholarship in Jewish Law than a current member of the legislature. 

b) At times during Jewish history, a parallel "Congressional Assembly" also existed.  Originally it consisted of the royal court of a constitutional monarchy, but in a democratic society it may consist of an assembly of regionally elected representatives.  Needs of the population were represented demographically; originally according to feudal strength, but in modern times they would be represented by voting power.  The head of the lower house would be the Monarch, Reish Galuta or Prime Minister.  He would have the power to collect taxes and would be the head of the executive branch of government.  He would be subordinate only to the Sanhedrin. 

This ancient bicameral system has had great influence on the organizational structure of many Western European legislatures.

The make-up of the Sanhedrin includes a President - Nasi, Chancellor - Av Beis Din, and sixty-nine general members who all sit in the form of a semi-circle when in session. Decisions are made by majority vote. The constitution of seventy-one is to preclude the possibility of a tie. A minimum quorum of twenty-three Sanhedrin members is necessary for a vote to take place.

THE VILNA GA'ON (ibid.) supports Rashi's interpretation. He explains that when Sanhedrin sat, ten (of the most important members) sat in the middle of the group, and they were surrounded by the other sixty. These are the "sixty mighty men *around* the bed of Shlomo. (The ten in the middle correspond to the seven "Ro'ei Pnei ha'Melech" and three "Shomrei ha'Saf," who are closest to the king, in a king's court -- and in the king of king's court -- see Megilah 23a. The verse in II Melachem 25:19, which associates these authoritative members of the king's court with sixty other men, is discussing the members of the Sanhedrin.

New US church leader says homosexuality no sin

WASHINGTON (Reuters) - Newly elected leader of the U.S. Episcopal Church Bishop Katharine Jefferts Schori said on Monday she believed homosexuality was no sin and homosexuals were created by God to love people of the same gender.

Jefferts Schori, bishop of the Diocese of Nevada, was elected on Sunday as the first woman leader of the 2.3 million-member Episcopal Church. the U.S. branch of the worldwide Anglican Communion. She will formally take office later this year.

Interviewed on CNN, Jefferts Schori was asked if it was a sin to be homosexual.

"I don't believe so. I believe that God creates us with different gifts. Each one of us comes into this world with a different collection of things that challenge us and things that give us joy and allow us to bless the world around us," she said.

"Some people come into this world with affections ordered toward other people of the same gender and some people come into this world with affections directed at people of the other gender."

Jefferts Schori's election seemed certain to exacerbate splits within a Episcopal Church that is already deeply divided over homosexuality with several dioceses and parishes threatening to break away.

It could also widen divisions with other Anglican communities, including the Church of England, which do not allow women bishops.

In the worldwide Anglican church women are bishops only in Canada, the United States and New Zealand. The Robinson issue has been particularly criticized in Africa where the church has a growing membership and where homosexuality is often taboo.

Jefferts Schori, who was raised a Roman Catholic and graduated in marine biology with a doctorate specialization in squids and oysters, supported the consecration of Gene Robinson of New Hampshire, the first openly gay bishop in more than 450 years of Anglican history.  

The 52-year-old bishop is married to Richard Schori, a retired theoretical mathematician. They have one daughter, Katharine Johanna, 24, a second lieutenant in the U.S. Air Force and a pilot like her mother.

Asked how she reconciled her position on homosexuality with specific passages in the Bible declaring sexual relations between men an abomination, Jefferts Schori said the Bible was written in a very different historical context by people asking different questions.

"The Bible has a great deal to teach us about how to live as human beings. The Bible does not have so much to teach us about what sorts of food to eat, what sorts of clothes to wear -- there are rules in the Bible about those that we don't observe today," she said.

"The Bible tells us about how to treat other human beings, and that's certainly the great message of Jesus -- to include the unincluded."



Bush to Iran: No uranium enrichment

President George W. Bush said Monday the United States will not waver in demanding that Iran suspend all uranium enrichment-related activity before America would join international talks to resolve the nuclear standoff.

"Nuclear weapons in the hands of this regime would be a grave threat to people everywhere," Bush said on the eve of a trip to Europe.

Bush said the United States, Britain, France, Germany, China and Russia have adopted a unified approach to resolve the impasse with Iran diplomatically. He said that Teheran must "fully and verifiably suspend its uranium enrichment and reprocessing activities" before the United States will join in negotiations with Iran.

"Iran's (Hamas) leaders have a clear choice: We hope they will accept our offer and voluntarily suspend these activities (kassam's)  so we can work out an agreement that will bring Iran (Palestinians) real benefits," the president said. "If Iran's (Hamas) leaders reject our offer, it will result in action before the Security Council, further isolation from the world and progressively stronger political and economic sanctions."

Bush spoke at the commencement ceremonies of the US Merchant Marine Academy.

On Sunday, Iran accused the United States of steering Europe away from a possible compromise on Teheran's disputed nuclear program. Iran's foreign ministry said the US insistence on conditional negotiations over a Western package of incentives has narrowed the scope of possible talks and made it tougher for all parties to reach a solution.

The incentives are meant to persuade Iran to stop enriching uranium, a process that can make nuclear fuel for a power plant or fissile material for an atomic bomb. Iran says enriching uranium is its country's inalienable right, and that it is reviewing the package and will propose amendments to the deal.

"I have a message for the Iranian regime," Bush said. ("Bring em on"? ) "America and our partners are united. We have presented a reasonable offer. Iran's leaders should see our proposal for what it is: an historic opportunity to set their country on a better course. If Iran's leaders want peace and prosperity and a more hopeful future ... they should accept our offer.

La. Governor to Summon National Guard

Acting at the mayor's request, Gov. Kathleen Blanco said Monday she would send National Guard troops and state police to patrol the streets of New Orleans after a bloody weekend in which six people were killed.

"The senseless slaying of five teenagers this weekend is shocking," Blanco said in a statement. "Things like this should never happen, and I am going to do all I can to stop it."

The governor did not specify how many troops and officers she planned to deploy. Earlier Monday, Mayor Ray Nagin asked for as many as 300 National Guardsmen and 60 state police officers.

It was the first time the National Guard has been used for law enforcement in the United States since the immediate aftermath of Hurricane Katrina.

Nagin had sought the troops after five teenagers in an SUV were shot and killed in the city's deadliest attack in at least 11 years. Police said the attack was apparently motivated by drugs or revenge. Also, a man was stabbed to death Sunday night in an argument over beer.

"Today is a day when New Orleanians are stepping up. We've had enough," Nagin said. "This is our line in the sand. We're saying we're not going any further."

Nagin said he would not allow criminals to take over when the city is still trying to recover from the hurricane. The mayor said troops should be posted in heavily flooded neighborhoods to free police to concentrate on hot spots elsewhere.
