Israel calls Hizbollah capture of soldiers act of war

MARJAYOUN, Lebanon (Reuters) - Hizbollah guerrillas captured two Israeli soldiers and killed up to seven Israelis in violence on either side of the Lebanese border on Wednesday, further inflaming Middle East tensions.

Israeli Prime Minister Ehud Olmert described the Hizbollah attacks as an "act of war" by Lebanon and promised a "very painful and far-reaching" response.

Two Lebanese civilians were killed and five people wounded in retaliatory Israeli air strikes after Hizbollah announced it had captured the Israelis.

Israeli ground forces crossed into Lebanon to search for the captured soldiers, Israeli Army Radio said. Hizbollah and the Lebanese authorities said there was no large-scale incursion.

Israeli troops have not struck deep into Lebanon since they withdrew from a southern border strip in 2000 after waging an 18-year war of attrition with Hizbollah's Shi'ite fighters.

Israel is already engaged in an expanding military offensive in the Gaza Strip launched after Palestinian militants captured a soldier in a cross-border raid on June 25.

"Fulfilling its pledge to liberate the (Arab) prisoners and detainees, the Islamic Resistance ... captured two Israeli soldiers at the border with occupied Palestine," the Syrian- and Iranian-backed Hizbollah said in a statement.

"The two captives were transferred to a safe place," it said, without stating what condition the soldiers were in.

A senior Lebanese political source said Hizbollah was willing to discuss exchanging prisoners held in Israel with the two Israeli soldiers captured on Wednesday. A Hizbollah spokesman refused to comment.


Hizbollah said later it had destroyed an Israeli tank that had entered Lebanon after its cross-border raid, inflicting casualties on its crew. Al Jazeera television said a total of seven Israelis had been killed in Wednesday's border violence.

Defense Minister Amir Peretz said Israel held the Lebanese government responsible for the two soldiers' fate because it let Hizbollah operate freely against Israel from its territory.

"Israel sees itself as being free to employ any means it deems fit, and the army has been instructed accordingly," he said in a statement, hinting at a broad military response.

Hizbollah, the only Lebanese faction to retain its weapons after the 1975-90 civil war, is also a political party with 14 members in the Beirut parliament and two cabinet ministers.

Israel began calling up reserve troops, signaling a large-scale campaign to retrieve the two soldiers, Israel's Channel 10 television said.

In Cairo, U.S. Assistant Secretary of State David Welch (Talmudic Jew) condemned what he called a "dangerous escalation" and called for the release of the Israeli soldiers.

The Israeli medical rescue service ZAKA said three Israelis were killed and eight wounded in the Hizbollah attacks.

Hizbollah earlier fired dozens of Katyusha rockets and mortar bombs at Israeli border posts and a town. Israeli gunners hit back with artillery fire near four Lebanese border villages.

Israeli planes bombed three bridges in southern Lebanon, killing two Lebanese civilians and wounding four civilians and a soldier, Lebanese security sources said.


Olmert called a special cabinet session for 7 p.m. (1600 GMT) to discuss further military action.

"It is an act of war by the state of Lebanon against the state of Israel in its sovereign territory," he told a news conference.

"We are already responding with great strength ... The cabinet will convene tonight to decide on a further military response by the Israel Defense Forces," Olmert said, threatening "very painful and far-reaching" action.

Hizbollah supporters set off fire crackers and distributed sweets in the streets of Beirut after the Islamist group issued its claim. Similar scenes were reported across Lebanon.

In Gaza, Israel targeted Hamas guerrilla commanders in an air strike that killed nine Palestinians and destroyed a building where the militants were believed to be meeting.

The Israeli military said the air raid wounded Mohammad Deif, leader of the governing Hamas's armed wing. A spokesman for Hamas's Izz el-Deen al-Qassam Brigades denied Deif was hurt.

It coincided with an armoured sweep into the central Gaza Strip, part of an offensive aimed at freeing captured Israeli corporal Gilad Shalit and halting cross-border rocket fire.

His seizure by Hamas's armed wing and allied fighters prompted Israel to launch its first ground attacks in Gaza since quitting the territory last year. More than 65 Palestinians have been killed so far in the Gaza operation.

Israel has rejected calls from Hamas for a prisoner swap for the 19-year-old tank gunner, whose seizure has triggered the worst fighting between Israelis and Palestinians since 2004.

'Israel may have to take alarming force'

"Israel may have to take alarming force as an outcome of the latest attacks, which may even result in the disarming of the Hizbullah," Professor Gerald Steinberg, Senior Research Associate at the Begin Sedat Center for Strategic Studies said on Wednesday in response to the escalation on Israel's northern frontier.

According to Steinberg, "Lebanon continues to allow these terrorist activities to take place within her borders and therefore the Lebanese government plays a key role in the reoccurrence of these events."

Steinberg added, "Israel's leaders will have to decide how to act next along its borders as well as with Syria. They cannot sit back and allow terrorist organizations to dictate the situation. The primary focus must be military."

According to Steinberg, "Hizbullah's latest attack was initiated in order to show support for the Hamas and the situation in the Gaza Strip."

Brig. Gen. (ret.) Shlomo Brom, former head of the Strategic Planning Division in the Planning Branch of the General Staff and senior research associate at the Jaffee Center for Strategic Studies, was of the opinion that it would be very difficult for Israel to make any sort of comprehensive deal with the Palestinians or Hizbullah.

"Israel will no longer be able to absorb continuous terror attacks including the kidnapping of more soldiers and the firing of Kassam rockets into civilian populated areas. This may result in further action against Hamas as well as against Hizbullah, and perhaps against Syria. These actions will be taken in order to intimidate and cause those supporting terrorism to understand that Israel cannot allow these events to continue," he said.

According to Brom, Israel will have no choice but to exchange Palestinian prisoners in return for the kidnapped troops.

IDF issuing callup orders for reservists

The IDF began calling up reservists on Wednesday afternoon following Hizbullah attacks on IDF forces along the northern border.

Earlier, Israel rejected a cease-fire request made by the Lebanese government via the UN after IDF troops entered its territory to rescue two soldiers captured by Hizbullah earlier Wednesday.

A very high ranking military officer said that if the soldiers were not returned in good condition, Israel would turn Lebanon back 20 years by striking its vital infrastructure.

Defense officials said that Peretz has instructed the IDF to take all the necessary steps to retrieve the kidnapped soldiers.

After IDF Chief of General Staff Lt.-Gen. Dan Halutz concluded his security briefings in the Kiryah in Tel Aviv on Wednesday afternoon, a senior IDF officer said the military was preparing for a large operation against Lebanon. Regarding Hizbullah's initial offer to release the soldiers, as well as Gilad Shalit for thousands of security prisoners, the officers explained that it only proved what the military has been saying all along: that Hizbullah and Hamas were working in cooperation and were connected to one another.



The IDF vowed to hold the Lebanese accountable for the attacks.

"The IDF holds the Lebanese government responsible for any act of terror launched from Lebanon at Israel," a statement released by the IDF spokesperson read.

Report: Abbas threatens to resign

Palestinian Authority Chairman Mahmoud Abbas has threatened to resign, dismantle the Authority and leave the Territories, the London-based A Sharq al Awsat reported Wednesday.

Abbas made the statements during a telephone conversation with US Secretary of State Condoleezza Rice, who requested that he use his authority to help free Cpl. Gilad Shalit. Abbas responded that he no longer had any authority.

Abbas had accused Israel Tuesday of military escalation in the Gaza Strip, saying Israeli forces were targeting civilians and worsening Palestinian hardship.

"The situation is extremely difficult," he told reporters in Amman following talks with Jordanian Prime Minister Marouf al-Bakhit.

"The Israelis are continuously escalating. They are targeting civilians on the one side and the infrastructure of the Palestinian Authority on the other," said Abbas.

Abbas, who was on an impromptu visit to brief Jordanians on the situation in Gaza, later met with Jordan's King Abdullah II. (The Hashem-ite the Dragon)

In the meeting, Abdullah pledged again to "work tirelessly, and in cooperation with all international sides, to ensure the cessation of [Israeli] military operations and ease the tragic situation faced by Palestinians," according to a statement by the king's office.

"Returning to the peace process is now an imperative in order to get out of the current crisis," the king told Abbas, according to the statement.

ANALYSIS: Israel prepares for widespread military escalation

On the 18th day since the abduction of Corporal Gilad Shalit, the picture has become all the more complex. From limited fighting on a single front (the Gaza Strip), the Israel Defense Forces is now approaching what might evolve into a near outright war on two fronts.

This is the most complex crisis Israel has faced since Operation Defensive Shield in 2002, when Israel successfully curbed Hezbollah's bid to spark a confrontation on the northern border in response to the IDF occupation of West Bank cities.

The winning formula for resolving the crisis consisted of military actions combined with diplomatic pressure.

In some respects, however, the situation now is even more complicated than in 2002, because terror groups are holding three soldiers captive: Gilad Shalit in the Gaza Strip, and two other soldiers who were captured Wednesday morning on the northern border.

The attack on Israel's northern border was an impressive military achievement for Hezbollah and a ringing failure for the IDF. Despite Israel's intelligence analyses and despite wide operational deployment, Hezbollah has succeeded in carrying out what it has been threatening to do for more than two years - and it couldn't have happened at a more sensitive time.

Israel has until now responded with restraint by bombarding bridges in central Lebanon and attacking Hezbollah positions along the border.

Senior officers in the IDF say that the Lebanese government is responsible for the soldiers' abduction. According to the officers, if the kidnapped soldiers are not returned alive and well, the Lebanese civilian infrastructures will regress 20, or even 50 years.

Lebanon has invested considerable resources in the rehabilitation of its civilian infrastructures from the damage sustained during its civil war in the 1970s and the years of war with Israel throughout the 1980s and 1990s.

If Israel is having difficulty in deterring Hamas in Gaza, and certainly if it is unable to bring the crisis to a conclusion, indeed Hezbollah is a much more sophisticated and experienced rival than its Palestinian counterpart.

It is safe to assume that Hezbollah planned the abduction months in advance, and that the Shi'ite organization has made every effort to conceal the location where the kidnapped soldiers are being held.

From another perspective, however, the opening of a new front somewhat eases Israel's dilemma. It now seems that the government may be able to stop acting like it is walking on eggshells, as it has thus far.

There is every indication that Israel is on its way to a wide escalation of its military operations, both in the north and in the Gaza Strip.

Killed in IAF strike on Gaza City house; IDF moves into central Gaza

Thirteen Palestinians have been killed in the Gaza Strip since early Wednesday morning, when the Israel Defense Forces expanded its operation in Gaza, entering the central Strip for the first time since it began its offensive there two weeks ago.

The Israel Air Force struck at the home of a Hamas activist in Gaza City before dawn Wednesday, killing seven people and wounding top Hamas commander Mohammed Deif, Palestinians said.

The seven dead were all members of the same family - two parents, including senior Gaza Hamas figure Dr. Nabil al-Salmiah, and their five children - Palestinian hospital officials said. Rescuers said four other people were still missing and at least 24 people were wounded.

"We know he [Mohammed Deif] was injured, but not to what degree," said an
IDF spokeswoman, without giving details as to the source of the information. "He was in the building," she said. Despite a denial from a spokesman for Iz al-Din al-Qassam, Hamas' military wing, Palestinian sources confirmed Deif was moderately wounded.

Meanwhile, six other Palestinians were killed in separate incidents in Gaza on Wednesday, as the IDF troops moved into central Gaza just after midnight.

Three militants were killed in the afternoon by an IAF missile while trying to plant explosives near Kissufim; an Islamic Jihad militant was killed in the early afternoon by an IDF arillery shell near Dir el-Balah; a Palestinian security officer was killed early Wednesday morning in an exchange of fire between IDF forces and armed Palestinians; and a Hamas man died in another predawn air strike near Khan Yunis.

An IDF spokesperson said the Hamas activist al-Salmiah, his wife, and their five children were killed by an IAF missile targeting high-level Hamas commanders in their house who were discussing future attacks on Israel at the time.

Nervous Hamas officials carefully inspected the bodies being brought into the hospital but refused to comment. Abu Anas al-Ghandour, commander of Hamas' armed wing in northern Gaza, was also moderately wounded. Army Radio said he was involved in the Palestinian raid at Kerem Shalom in which IDF soldier Gilad Shalit was kidnapped. Raed Sayed, the head of Hamas' military wing in Gaza City who was in a vehicle outside the house at the time of the strike, apparently escaped. His condition is unknown.

From the force of the blast, the three-story structure collapsed, burying people under the rubble. The family killed in the strike was on the house's upper floor. Hamas activists said additional victims might be buried in the basement.

Hamas official Ismail Radwan pledged to hit back at Israel. "It was a terrible, bloody massacre, and the Zionists will pay a heavy price for it," he said.

David Baker, an official in the Prime Minister's Office, said Wednesday morning, "Israel is engaged in an on-going war to thwart Palestinian terrorism and stop it in its tracks before it reaches the hearts of our own communities.

The IDF expanded its action in the Gaza Strip shortly after midnight Tuesday, when infantry soldiers and tanks entered central Gaza for the first time since Operation Summer Rains began two weeks ago.

The ground operations resumed after a hiatus of a few days, as a combined force of infantry, armored forces and engineering corps seized control of the road leading from the Kissufim checkpoint to the former Gush Katif settlements.

By controlling the corridor around this road, which leads from the Gaza-Israel border to the Mediterranean Sea, the military effectively cuts the Strip in two.

To the sound of gunfire, dozens of armored vehicles trundled into central Gaza down the same road from which troops pulled out less than a year ago.

The IDF returned to Gaza in the operation that began two weeks ago to press for the release of abducted soldier Gilad Shalit and to halt Qassam rocket fire into southern Israel.

The decision to expand the the military operation in Gaza was made during consultations between Prime Minister Ehud Olmert and Defense Minister Amir Peretz.

"Our main target is the terrorist infrastructure - the rocket crews, the gunmen, the arms caches," said an IDF commander.

"But of course we are here to show that if, God forbid, any of us is captured by the enemy, the army will do everything to secure his return."

IDF troops rolled into Gaza from the Kissufim crossing, once the main access point to Jewish settlements, and an access road four kilometers to the south, menacing the nearby city of Khan Yunis and town of Dir al-Balah.

Palestinians said that IDF bulldozers were leveling farmland in the area, and the military ordered Palestinian security forces to leave their forward positions.

Residents and an Associated Press reporter said IDF forces took over radio frequencies used by Hamas and Islamic Jihad in Khan Yunis and broadcast messages to civilians, blaming Hamas for the violence and warning them to stay away from the fighting.

Palestinians fired two Qassam rockets that landed south of Ashkelon on Wednesday morning. There were no casualties. IDF troops arrested 15 wanted Palestinians in West Bank before dawn on Wednesday, Israel Radio reported.

Following Israel's assassination of Hamas military wing chief Salah Shehadah in 2002, Deif has been considered to head both the Hamas military wing and Israel's most wanted list. Deif's involvement in a number of terror attacks, dating back to suicide bus bombings in 1995 and 1996 made him a well-known figure in Israel.

Deif, 36, was born in the Khan Yunis refugee camp in the Gaza Strip. He was active in the first Intifada and was jailed briefly in Israel, where he met Fatah activist Mohammed Dahlan. The two kept in touch even after Dahlan was appointed as head of preventive security in Gaza.

Deif managed to avoid arrest during most of the period when the Palestinian security establishment was pursuing and arresting Hamas activists from 1996-2000. Some attribute this to his connections with Dahlan. There were even rumors that he had escaped to Egypt. Deif was detained briefly in 2001.

Deif, who was released from a Palestinian prison early in the intifada, established an infrastructure so secret that other Hamas activists and operatives, from the military as well as political wings, were also ignorant of its activities

“I condemn without reservations the attack in southern Lebanon, and demand that Israeli troops be released immediately,” Annan said after a meeting in Rome with
Premier Romano Prodi. 

Annan spoke hours after Hizbullah captured two Israeli soldiers in a cross-border raid, triggering an Israeli assault with warplanes, tanks and gunboats against southern Lebanon as Israeli troops crossed the frontier to hunt for the captives.

”We would not want to see an expansion, an escalation of conflict in the region,” Annan said. Israeli Prime Minister Ehud Olmert called the Hizbullah raid ”An act of war” and held the Lebanese government responsible, vowing that the Israeli response “Will be restrained, but very, very, very painful.” 

Lebanese Prime Minister Fouad Siniora phoned Annan and asked that he “prevent Israeli aggression” against Lebanon following the kidnappings. 

Siniora also called on the international community to assist the casualties of the Israeli bombings. 

Syria said Israel was responsible for the operation by its ally Hizbullah. 

"Occupation is what provokes the Palestinian and Lebanese people," Vice President Farouq al-Shara told reporters. 

Al-Sharaa made the comments at a press conference with Ali Larijani, Iran's top nuclear negotiator, whose country is also a top backer of Hamas and Hizbullah.


"When the Zionist entity attacks and slaughters the Palestinian people ... Resistance is necessary," Larijani said. 

Geir Pedersen, the UN representative in Lebanon, asked Hizbullah to release the two IDF soldiers immediately, as did the EU and US Assistant Secretary of State David Welch.

These calls were made by Israel Our Home leader Avigdor Lieberman and National Union-NRP MKs Zvi Hendel and Benny Elon. 

MK David Tal of Kadima joined the calls.

Asked to respond to the calls, Prime Minister Ehud Olmert said: "In these hours I am busy coordinating with and ordering the security establishment and the IDF on the operation in Lebanon. This issue is not on the agenda at the moment."

An emergency government was formed on the eve of the 1967 Arab-Israeli war.

Calls to form a government of the kind were heard last summer ahead of the disengagement from Gaza.

Politicians from the right and left of Israel's political spectrum have called for the establishment of an emergency government which will include as many Zionist parties as possible.

Hezbollah seizes two soldiers,
opening second front against Israel

JERUSALEM, July 12 (JTA) — Hezbollah has opened up a second front in the kidnapping campaign against Israel, raising the prospect of a regional war that could draw in Lebanon and Syria.

Under cover of a massive artillery barrage against northern Israel on Wednesday morning, Hezbollah militiamen seized two Israeli soldiers as they were on border patrol. Several other troops were killed. Four residents of the Western Galilee were wounded.


Prime Minister Ehud Olmert, preoccupied with a military sweep of the Gaza Strip aimed at recovering a soldier abducted by Palestinian gunmen June 25, spoke of the Hezbollah raid as an unprecedented act of aggression.

“The murderous attack this morning was not a terror attack but an act of war,” he told reporters. “The Lebanese government, of which Hezbollah is a part, is trying to shake regional stability. Lebanon is responsible and Lebanon will bear the consequences of its actions.”

Israeli forces were quick to respond to the Hezbollah raid. Artillery units and warplanes shelled bridges in southern Lebanon that could be used to smuggle the captive soldiers northward.

On the ground, armored columns rolled across the border and engaged in running battles with Hezbollah gunmen. At least two Lebanese were killed. An Israeli tank was reported to have hit a mine, with serious injuries to the tank crew.

It was the biggest such incursion since Israel withdrew from southern Lebanon in 2000, dismantling its security zone there.

With the Israeli military mobilizing thousands of reserve troops, and facing serious security challenges on the Palestinian front, experts predicted a spectacular offensive in Lebanon aimed as much at restoring Israel’s deterrent image as at returning the two soldiers.

“Israel’s nerves are already on edge. This is going to convince a great deal of people that something drastic needs to be done to re-establish some kind of credibility,” said Mark Heller of Tel Aviv University’s Jaffee Center for Strategic Studies.

Gerald Steinberg, head of the Program on Conflict Management at Bar-Ilan University, said Israel had a major military response in store.

“This is a major escalation and Israel will respond by escalating. This is not going to be a localized incident,” he said. “The international community is powerless because they have acted weakly and allowed Hezbollah to stay armed.”

“The question is whether this will now escalate into Syria,” Steinberg added. Syria and Iran are Hezbollah’s main sponsors.

Damascus did little to quell Israel’s ire. Syrian Vice President Farouk Shara said the Hezbollah raid, like Palestinian attacks, were “provoked” by Israeli “occupation.”

Hezbollah, for its part, was quick to propose a diplomatic solution of sorts to the crisis it had caused.

Lebanese Energy Minister Mohammed Fneish, the only Hezbollah member of the Lebanese Cabinet, said his militia aimed to secure the release of Arab terrorists held in Israeli prisons.

Israeli officials had no immediate comment on the proposal.

Olmert has ruled out Palestinian demands for the release of hundreds of prisoners before any information is offered on Cpl. Gilad Shalit, who was snatched from an army base inside Israel close to Gaza.

Analysts say such a deal could put cracks in the U.S.-led diplomatic embargo against the Hamas-led Palestinian Authority.

But Israel already has dealt with Hezbollah, albeit through German mediators. In 2004, Israel freed more than 400 Lebanese, Palestinian and other terrorists from its jails in return for a kidnapped Israeli businessman and the bodies of three Israeli soldiers killed in a border clash.

Israeli public pressure for similar negotiations to retrieve Wednesday’s captives is likely to be heavy, given evidence that they were taken alive. One television report said government officials had voiced interest in renewing German mediation.

WASHINGTON, July 11 (JTA) — When is it kosher for Jewish leaders to consort with lawmakers, and when does it become payback for political pork?

The propriety of appearances with politicians is once again an issue in an election year, with a focus on the re-election campaign of Sen. Rick Santorum (R-Pa.) in November.

At issue are what the rules should be when dealing with incumbents up for election. Some argue that as long as Jewish groups avoid events that expressly endorse a candidate, the timing of their appearances is of little import.

Others argue for stricter rules as an election approaches to avoid giving the impression that the politician has the group in his pocket.

“I am trying to get the message out to every Jewish nonprofit: Do not be used,” said Ira Forman, executive director for the National Jewish Democratic Council, which has led the campaign.

In a recent action alert to members, the NJDC targeted Jewish groups that have hosted Santorum or that have agreed to appear at a Jewish Leadership Summit he’s holding July 18.

“In a true sign of political deviousness, Santorum has roped the Orthodox Union and the Jewish Institute for National Security Affairs (JINSA) into this recent political charade,” the e-mail said. “And in doing so, he and Republicans are playing games with the tax-deductible status of Jewish not-for-profit organizations.”

Nonsense, said Santorum, who notes that he long has hosted such forums for constituents.

In a letter of reassurance to Nathan Diament, who heads the O.U.’s Washington office and who will appear at the event, Santorum expressed his “dismay” at charges that the event is political.

“This is an official Senate function, and speakers will discuss the policy-related issues of the day,” Santorum wrote. “Since 1997, my office has hosted various coalition days in Washington, D.C. to introduce my constituents to lawmakers and experts in the nation’s capital.”

Also scheduled to appear are Daniel Pipes, who leads the Philadelphia-based Middle East Forum, and Shoshana Bryen of JINSA. They dismissed Forman’s concerns.

“There is no fund-raising involved,” Bryen said. “I have spoken before many, many groups of people, Republicans and Democrats. What I do is engage in American security policy as endorsed by JINSA. We do not support electioneering or candidates.”

In his letter to Diament, Santorum outlined a number of events he has hosted, in election years and non-election years, for a variety of constituencies, including African Americans, Asian Americans, women and Hispanic Americans.

Diament said he was comfortable with his appearance.

“The O.U. does not engage in political campaign activities, it does not endorse political candidates and we’ll be talking about the issues,” he said.


He noted a May event hosted by Sen. Hillary Clinton (D-N.Y.), who is also up for re-election this year.

“I don’t think because the president of AIPAC gave a presentation at that meeting that it was an endorsement,” he said.

Forman argues that the Clinton event was different because it was private, and because although Clinton led the event, the Senate Democratic leadership organized it. Additionally, Clinton is virtually assured victory, while Santorum is trailing his Democratic rival, Bob Casey, and needs every vote he can get.

Republicans say such vagaries make the question of what’s proper and what’s not difficult to determine, and set a burdensome standard.

Matt Brooks, Forman’s counterpart at the Republican Jewish Coalition, said Forman’s proposals threaten to choke off dialogue.

“It stifles the ability of elected leaders and organizations in the community to engage the wider community in discussion on important policy matters,” Brooks said. “Santorum is absolutely correct in wanting these conversations with the Jewish community.”

Democrats scored a success recently with the Washington office of the United Jewish Communities, the umbrella body for Jewish federations, after its monthly e-mail newsletter featured an interview with Gov. Robert Ehrlich, a Republican who faces a tight re-election race in November.

The interview lauded Ehrlich for his role in distributing state homeland security funds to Jewish groups.

The newsletter had run similarly friendly interviews with Democrats in the past, but after Jewish Democrats complained about the Ehrlich interview, UJC made it a policy not to write about politicians in an election year.

“We’ve decided that we will only highlight public officials not seeking public office within 12 months of the publication of the e-newsletter,” said William Daroff, the top UJC official in Washington and a former RJC official.

That standard is overly burdensome, said Hadar Susskind, Daroff’s counterpart at the Washington office of the Jewish Council for Public Affairs, the umbrella body for community relations councils. For example, it cuts off members of the U.S. House of Representatives, who serve two-year terms, for half of their time in Congress.

“Congressmen are always running,” he said. “We inevitably invite people up for re-election to our plenums.”

Still, there is room for precautions, Susskind said. In such situations, JCPA advises constituents to make sure to invite not just incumbents but their opponents, he said.

“Anyone campaigning is always in campaign mode,” he said.

Orthodox become U.S. mayors

NEW YORK, July 11 (JTA) — As Orthodox Jews build increasingly large communities in suburban America, a new status indicator has developed: the Orthodox Jewish mayor.

The wealthy Orthodox neighborhood of Lawrence, N.Y., has one; the fervently Orthodox enclave of Lakewood, N.J., has one; and now the modern Orthodox community in Teaneck, N.J., has one as well.

Elie Katz, owner of the local restaurant Chopstix, was elected Teaneck mayor by his fellow township council members last week, after receiving 60 percent of constituents’ votes in his race for the council seat.

Katz, 31, who is not only Teaneck’s first Orthodox mayor but also its youngest mayor ever, told JTA that he has “been active in the town for the last 15 years,” and was also the town’s youngest-ever council member when he was first elected nine years ago.

Katz is quick to say that he’s not bringing a specifically Orthodox agenda to the mayoralty, and that his two primary agenda items — increasing town revenues while reducing homeowners’ tax burden and making government agencies “more user-friendly” — aren’t particularly tailored to a group that, he notes, represents just “13 percent of the community.”

Just a few miles south of Teaneck is Englewood, a city that elected Michael Wildes as its first Orthodox mayor in 2003. Wildes faces his first re-election contest this year.

Wildes is believed to be the only Orthodox mayor of a U.S. city since Norman Ciment served as mayor of Miami Beach a few decades ago. Comparing his city to other places with Orthodox mayors, Wildes notes, “Lakewood’s a village, Teaneck’s a township and Englewood’s a city.”

Wildes is the only currently serving Orthodox mayor who was elected directly by constituents; in the towns and villages where the others serve, the local council chooses the mayor.

While it has become common to have Orthodox elected officials in densely Jewish areas of Brooklyn — New York City Councilman Simcha Felder and New York State Assemblyman Dov Hikind are two examples — or in almost exclusively Orthodox New York towns like Kiryas Joel and New Square, the new crop of mayors is distinct because Orthodox Jews are not a majority of voters in their towns, even if they may have disproportionate political influence.

That’s certainly the case in Lakewood, where Meir Lichtenstein was inaugurated as mayor in January. Orthodox Jews make up nearly half of the village’s 70,000 residents, and they often vote as a bloc, with a council of leaders determining whom they should support.

Katz and Wildes downplay the role of faith in winning votes.

“I think the people that were elected who are Orthodox were elected not because of their religion, but because of their experience,” Katz said of himself and two other Orthodox members elected to Teaneck’s council. “They happen to be Orthodox, but they’re active members of the community.”

In some areas with an increasing Orthodox presence, battles over schooling take place as Orthodox Jews who send their children to private schools are seeking to limit education budget increases for a shrinking public school population.

In Lawrence, where there are more students in private schools than public schools, the Orthodox community successfully advocated this year to have officials who oppose budget increases elected to the school board.

That approach was already tried in Englewood, where it failed. The issue has yet to become a problem in Teaneck.

Still, just because these Orthodox mayors aren’t paying special attention to specifically Jewish issues, it doesn’t mean they don’t expect to get treated differently by their Orthodox brethren. After he was elected, Wildes said, “it was impossible for me to go to shul and not have someone sit next to me and ask me about a pothole while I was davening.”

Wildes said he sought the advice of the most prominent observant U.S. elected official, Sen. Joseph Lieberman (D-Conn.).

Lieberman told him that “our community does take greater liberty with their own,” Wildes said.

Wildes hopes to join Lieberman as the second Orthodox Jew elected to Congress, and the first in the U.S. House of Representatives, in 2008.

Even if putting Orthodox candidates into the mayor’s office doesn’t bring great changes for the Orthodox community, it does tend to have a slight effect on how government works. Teaneck mayoral inaugurations always take place July 1, and when that fell on Saturday this year, the event, usually held at midday, was pushed back until 10 p.m., after Shabbat.

For Wildes, his observance has meant he will “often walk on Shabbos four to five miles to pay my respects to someone who, God forbid, lost a family member.”

Sometimes, though, the hikes are for less morbid events, as when he “had to walk a couple months ago to hand a key to the city to Tony Bennett and Billy Joel.”

WASHINGTON - Two groups of tourists were robbed at gunpoint on the National Mall, just hours after the police chief declared a crime emergency in the city in response to a string of violence that included the killing of a British activist.
The activist, Alan Senitt, was attacked in the Georgetown area on Sunday, his throat was slit and police say the attackers attempted to rape his companion. It was the 13th homicide in the city this month. Robberies are up 14 percent, and armed assaults have jumped 18 percent in the past 30 days.
On Wednesday, U.S. Park Police were looking for connections between the latest Mall robberies and three similar incidents in the area in late May. There have been no arrests in any of those cases.


On Tuesday night, two women from Texas were robbed at gunpoint by two men dressed in all black, said U.S. Park Police Sgt. Scott Fear

About 15 minutes later, a family of four from Missouri was robbed by suspects with the same description, he said.


Though no one was injured, Fear said there were similarities to three violent attacks on the National Mall in May. In one case, a 17-year-old woman was sexually assaulted.


"We try to prevent this from happening," Fear said. "We're going to reallocate our resources. We're going to see what improvements we can make."


District of Columbia Police Chief Charles Ramsey declared a crime emergency in the city after Senitt, (Hassidic Jew)  a volunteer for the potential presidential campaign of former Virginia Gov. Mark R. Warner, was killed.


The crime emergency declaration allows commanders more flexibility to adjust officers' schedules and reassign them to high-crime areas.
The tourist-friendly National Mall, which is under the jurisdiction of Park Police rather than D.C. police, is usually considered safe. But the recent crimes against tourists have raised calls for a larger police presence.
Police are asking Mall visitors to "be our eyes and ears," Fear said. "We're going to ask them to be vigilant."

The foreign ministers of the United Nations (UN) Security Council's five permanent members plus Germany have began meeting in Paris to decide on their next move in the nuclear stand-off with Iran.

The talks started shortly after 1400 GMT, gathering French Foreign Minister Philippe Douste-Blazy, his US counterpart Dr Condoleezza Rice, Britain's Margaret Beckett, Russia's Sergei Lavrov, Germany's Frank-Walter Steinmeier and the Chinese deputy foreign minister Zhang Yesui.

World powers are seeking a rapid response from Iran on a package of economic and political incentives designed to persuade it to freeze uranium enrichment - a process that can be used to make a bomb - proposed to Tehran on June 6.

The European Union's foreign policy envoy Javier Solana was to brief the meeting on the Iranian position towards the Western offer, a day after holding talks with Iranian nuclear negotiator Ali Larijani.

Dr Rice warned earlier that world powers may be forced to refer Iran to the Security Council, if it appears, based on Mr Solana's account of his talks with Mr Larijani, that Tehran is refusing to enter negotiations.

Mr Douste-Blazy is due to make a statement to the press, in the name of the six powers, at the end of the meeting.

The leader of Lebanon's militant Hezbollah has said two captured Israeli soldiers will only be returned through talks and a prisoner exchange.

Hussein Nasrallah said if Israel wanted to escalate the crisis his forces were ready for confrontation.

Israel launched an assault in southern Lebanon using planes, tanks and gunboats following the capture.

Three Israeli troops were killed in Hezbollah's cross-border raid and four more died in the subsequent offensive.

The second incident occurred when a tank involved in the ground operation hit a mine.

Roads and Hezbollah outposts were hit and two civilians killed as Israeli forces entered Lebanon, in their first incursion since 2000.

Israel's PM Ehud Olmert described Lebanon's actions as an "act of war".

He said he held Beirut responsible for the fate of the two soldiers and that it would pay a "heavy price".

Meanwhile US Secretary of State Condoleezza Rice said Hezbollah's actions undermined regional stability.

The news of the clashes comes as a major Israeli offensive is under way in the Gaza Strip.

"We are not seeking escalation, we don't want to lead the region into war. However, if the Israeli enemy wants escalation, we are ready for the confrontation."

He said what Hezbollah had done was the "only feasible path" to freeing detainees in Israeli jails, and "our natural right".

The operation had been planned for several months, he added, long before the capture of Cpl Shalit in Gaza.

Mr Olmert called an emergency cabinet meeting for Wednesday evening to discuss further action, although he has already ruled out negotiations.

"The Lebanese government, of which Hezbollah is a part, is trying to shake regional stability," he said.

"This morning's events are not a terror attack but the action of a sovereign state which attacked Israel without any reason."

UN Secretary General Kofi Annan both condemned Israel's Lebanon offensive and called for the soldiers' release.

Israeli troops entered southern Lebanon to search for the two soldiers, for the first time since Israel ended its occupation of the area six years ago.

Army Chief of Staff Lt-Gen Dan Halutz said the Israeli military would "turn back the clock in Lebanon by 20 years" if the soldiers were not returned.

Several thousand reservists will be deployed along the border, officials say.

The call-up signals a large-scale campaign, as operations continue to free the soldier seized in Gaza.

The events in Lebanon unfolded as follows:

  • On Wednesday morning, Hezbollah launched dozens of Katyusha rockets and mortar bombs at the Israeli town of Shlomi and at Israeli outposts in the disputed Shebaa Farms area
  • Later Hezbollah said its fighters had destroyed an Israeli tank attempting to cross the border. An Israeli military spokeswoman said there had been a number of casualties
  • Two civilians were killed when Israeli planes bombed a road bridge on a major route though southern Lebanon.

But the BBC's Kim Ghattas in Beirut says the Lebanese government must have been taken by surprise by the capture of the soldiers. It has not reacted so far to the news.

Beirut is under intense pressure to disarm Hezbollah, she says, but wants to do so by peaceful means to avoid internal conflict.

Hezbollah is a member of the government, represented by one minister.

"Last chance" for peace in Iraq, PM says

BAGHDAD (Reuters) - Prime Minister Nuri al-Maliki told Iraqis on Wednesday they had one "last chance" for peace as U.S. Secretary of Defense Donald Rumsfeld held talks with Iraqi leaders on the escalating sectarian violence in the country.

The U.S. commander in Iraq said Shi'ite "death squads" were fuelling a spike in the violence in which scores of people have been killed in street fighting, reprisal attacks and bombings in Baghdad neighborhoods in the past few days. The U.S. ambassador said communal bloodshed was now a bigger threat than al Qaeda.

Several hours after Maliki spoke, clashes erupted between gunmen armed with rocket-propelled grenades and police and residents in Um al-Maalif, a mainly Shi'ite neighborhood in southern Baghdad. Police said at least two people were killed.

Security forces said the bodies of 20 bus drivers kidnapped earlier in the day from a bus station in Miqdadiya north of Baghdad were found in a village to the north. They had been blindfolded, bound and shot in the back of the head.

Major General Ghassan al-Bawi, the police chief of Diyala province, said the kidnappings aimed to undermine a recent reconciliation accord agreed by Sunni and Shi'ite tribes in the area. He said 10 of the drivers were Sunni, the rest Shi'ite.

Maliki told parliament a national reconciliation plan he has promoted was Iraq's "last chance" to stem the violence.

"If it fails, I don't know what the destiny of Iraq will be," he told the assembled Iraqi lawmakers, including representatives of the minority Sunni community who had staged a week-long boycott in protest at the kidnapping of a colleague.


Maliki said Iraqi security forces had defeated a coordinated attempt in recent days by gunmen to occupy Baghdad districts west of the Tigris. Gunmen have fought in the streets and battled security forces in several districts in the past week

TORONTO - If Judaism can’t thrive in total freedom, it doesn’t deserve to survive, according to author and radio personality Dennis Prager.

Speaking at a tribute to the late Lubavitcher Rebbe, Rabbi Menachem Mendel Schneerson, Prager, a self-described non-denominational Jew, said that rational, intellectual reasons must exist for identifying as Jewish.

“If we need anti-Semites to keep us Jewish, we [Jews] are not worthy of surviving,” the Los Angeles-based Prager told the full house at the Toronto Centre for the Arts on June 26. “I don’t want to rely on Arafat or on Nazis to stay Jewish.”

Though not wishing to proselytize, Prager said he believes the Torah’s innate wisdom is relevant to all peoples.

Raised in an Orthodox (Talmudic) home in Brooklyn, Prager said he resented the fact his yeshiva world lacked “an ability to take the non-Jew and the non-Orthodox Jew seriously. It seemed the only people to be taken seriously thought and talked and observed like they did.”

The occasion of Prager’s lecture was the June 29 yahrzeit of the Lubavticher Rebbe. He lauded Chabad’s choice to “just say no: No, we are not going to judge Jews by how many hours they keep between milk and meat – in fact, if they keep any at all. [Chabad] has achieved something remarkable here: they don’t measure Jews by their observance.”

He said he disagrees with Orthodox Jews who say discussing Jewish values with the rest of the world is futile.

If the focus is only on Jews who have left Judaism, “you’ll never find them,” he cautioned. “We [Jews] have to announce to the world what we stand for. Then, Jews will find us.

“The moment you say only Jews can prosper from what Judaism has to say, you are in effect saying to most alienated Jews that Judaism is ethnicity, not wisdom. But it is wisdom.”

Addressing the title of his talk, “Why be Jewish,” Prager said the answer can be found by examining what he called Judaism’s “trinity”: “It’s God, Torah and Israel. Those are the three dimensions of Judaism. You can’t have two. That is what Judaism consists of, along with chosenness.”

Prager said his phone has yet to ring.

“I get many calls from atheists, but I never got a call to answer that,” he said. “It is not possible to be sensitive to human suffering, not believe in God and not go a little nuts.”

He added that what keeps him sane is the belief that there is a good God ultimately governing the universe. “Can I account for every instance of unjust suffering? Of course I can’t.”

It’s unreasonable to think that God would meddle in every injustice, Prager said. “If God interfered every time, we would be robots.”


Prager explained the Torah’s (Talmud) relevance using a modern analogy: “One day, I realized why I never learned to program my VCR, which I had owned for years. It was because I never read the instruction book.

“Then it dawned on me: If I need an instruction book for something trivial like my VCR, I need one for how to live life. It is dangerous to believe we’re naturally good – if we are, then we don’t need an instruction book. The Torah is so relevant. How do I know what position to take on any given subject? By asking my heart? I don’t trust my heart.”

Prager said he believes the Torah (Talmud Bavli)  is a divine book, a confession that he called “a big deal, coming from a Jew who can’t call himself Orthodox.”

If men had written the Torah, he said, Jews would have come out looking much better.

“The Christians of the New Testament are terrific. The Muslims of the Koran are terrific. The Jews of the Jewish Bible stink. Why on earth would people portray themselves so negatively? That’s the greatest single argument for the divinity of the Bible.”

Ultimately, Prager maintains that there are intellectual reasons for being Jewish, and that “if you showed the Jews the relevance of Judaism, they wouldn’t leave.”

Medical sources: Israeli forces killed 17 Palestinians since dawn this morning in the Gaza Strip

Doctors are reporting 17 Palestinian deaths at the hands of continual Israeli attacks on the Gaza Strip since dawn this morning. Among the dead are nine members of the same family. Israeli forces killed the rest in air and ground attacks on various parts of the Strip.

In another attack, Israeli tanks launched a raid east of the mid-Gaza Strip town of Deir Al Belah, targeting a group of Palestinian armed resistance members. Medical sources at Nasser Hospital Medical City in the southern Strip’s Khan Younis, two of the killed are hospitalized, while another two are unable to be recovered. Their bodies are out on the ground and Israeli forces are targeting the ambulance crews who attempt to recover them.

Palestinian medical sources reported that Israeli tanks shelled and killed a Palestinian and seriously injured another in Deir Al Belah while two people drove in a car along Salah Addin Road. The doctors said that the young 19 year old Tareq Nassar died from his injuries, while young 21 year old Hamza Al Jawarni is in surgery with injuries described as critical.

And Israeli forces killed a Palestinian security officer during another Israeli incursion east of the town of Deir Al Belah in the mid-Strip. The attack was on members of the Palestinian armed resistance who intended to fight back against the invasion from Khan Younis in the southern Gaza Strip. Acting in accordance with international law with their right to defend themselves against the occupier, the group intended to launch a homemade projectile at the Israelis.

The United States blamed Syria and Iran on Wednesday for the kidnapping of two Israeli soldiers by Hezbollah militants and the ensuing violence.

ROSTOCK, Germany — The United States blamed Syria and Iran on Wednesday for the kidnapping of two Israeli soldiers by Hezbollah militants and an eruption of violence along the southern border of Lebanon.

The White House called for the immediate and unconditional release of the two soldiers.

"We condemn in the strongest terms Hezbollah's unprovoked attack on Israel and the kidnapping of the two Israeli soldiers,'' National Security Council spokesman Frederick Jones said as President Bush flew here for a visit. He said Hezbollah had also launched unprovoked rocket attacks on civilian targets in Israel as part of its offensive.

Israel sent troops, warplanes, tanks and gunboats in a military offensive into southern Lebanon after Hezbollah militants crossed into Israel and captured two Israeli soldiers. Israel said seven of its soldiers had been killed in the violence.

Southern Lebanon became the second front in the fight against Islamic militants by Israel, which already is waging an operation to free a soldier captured by the Palestinian militant group Hamas in the Gaza Strip.

Syria's vice president, Farouk al-Sharaa, blamed Israel for the violence both in Lebanon and the Palestinian territories and denied that his country had a role in the abductions of the soldiers.

"For sure, the occupation (of the Palestinian territories) is the cause provoking both Lebanese and Palestinian people, and that's why there is Lebanese and Palestinian resistance,'' he said.

Some of Hamas' top leaders live in Syria, putting Damascus at the center of blame by Israel and the United States.

  IDF tanks and ground troops entered Lebanon in response to the kidnapping of two soldiers and killing of 7 others. The army is calling up reserves to report to Israel's northern border.

Air Force planes bombed bridges leading northward from Lebanon’s southern border with Israel, in order to prevent the movement of the kidnappers. Meanwhile, IAF helicopters and Unmanned Aerial Vehicles (UAVs) were combing the air above Lebanon searching for the captured soldiers as well.

By mid-day Wednesday, Israeli bombers were spotted flying over the Lebanese capital of Beirut. Massive shelling by IDF artillery on both land and sea was reported – striking at least 17 targets across southern Lebanon.

Defense officials reportedly are seeking approval for a much wider offensive, which may be granted following Prime Minister Ehud Olmert's emergency Cabinet session scheduled for Wednesday evening. Sources in the IDF Chief of Staff's office quoted COS Dan Halutz calling for Lebanon's infrastructure to be reverted back fifty years.

This is the first time the IDF has launched a large-scale re-entry into Lebanon since then-Prime Minister Ehu Barak initiated a unilateral IDF retreat from the region in May, 2000. Since then, Hizbullah has kidnapped three soldiers, launched several cross-border attacks and fired missiles at northern Israeli towns. The group has thousands of missile batteries deployed all along the border facing Israel.

As of noon, a full IDF division had already received their "Order 8s" - immediate emergency call-up orders for reservists. The IDF Spokesman's office refused to confirm the report, but did confirm that individual units were being called up.

The Hizbullah terror group launched a series of attacks on Israeli military positions and northern towns Wednesday morning. During the course of the attacks, two soldiers were captured, with Hizbullah telling Arabic news agencies that “at least one” of the soldiers is still alive.

Channel 10 reports Hizbullah is demanding the release of thousands of imprisoned terrorists, forming a united front with the kidnappers of Cpl. Gilad Shalit in their demands. The government has stated that it will hold the Lebanese government accountable for the attacks and welfare of the soldiers.

Israelis Attack Just 10 Miles From Beirut

BEIRUT, Lebanon

Israeli warplanes and gunboats struck a Palestinian guerrilla base 10 miles south of Beirut late Wednesday, Lebanese security officials said, in the closest raid to the Lebanese capital since fighting erupted in southern Lebanon after guerrillas captured two Israeli soldiers.

Warplanes flew over the Naameh base in the hills overlooking the Mediterranean, about 10 miles (16 kilometers) south of Beirut. Gunboats sailed facing the position, and explosions rang out across the area.

The base is run by the Syrian-backed Popular Front for the Liberation of Palestine-General Command and was a frequent target of Israeli attacks in the past.

The latest attack comes after Israeli warplanes pounded more than 30 targets in southern Lebanon and Israeli leaders promised Lebanon a painful response for the capture of the soldiers.

There was no immediate word on casualties at Naameh.

Hezbollah said its guerrillas destroyed two Israeli tanks that attempted to cross the border into Lebanon on two different occasions Wednesday.

Israeli ground troops entered southern Lebanon on Wednesday to search for two soldiers captured earlier in the day by Hezbollah guerrillas, Israeli government officials said.



IAF strikes Sheba Farms and Kfar Shuba in Lebanon

In a series of air strikes late Wednesday evening, IAF aircraft bombed Kfar Shuba and Sheba Farms in Lebanon. The communications infrastructure connecting Beirut to the south of the country was also damaged by IAF strikes.

The strikes followed an attack by IAF warplanes and navy gunboats on a Palestinian terrorist base south of Beirut late Wednesday in the closest raid to the Lebanese capital since fighting erupted in southern Lebanon after the kidnapping of two IDF soldiers.

All residents along Israel's northern border from Nahariya in the west to Kiryat Shmona in the east were ordered into bomb shelters on Wednesday night.

"This is a new situation. The residents of Israel need to know that we are going into a period that would require resilience," Minister Issac Herzog said after the emergency cabinet meeting Prime Minister Ehud Olmert convened on Wednesday night in Tel Aviv in light of the events on the northern border.

According to Herzog, Israel is holding Lebanon responsible for the attack, which was carried out from its territory.

OC Northern Command Maj.-Gen. Udi Adam said the IDF was preparing for a widespread operation not only against Hizbullah but also against the Lebanese government. The IDF, The Jerusalem Post learned, has drawn up plans to bomb main infrastructure, including power stations in Lebanon.

"The IDF is responding with its full might by the air, the sea and the ground," Adam said. "We are also preparing for a massive operation to defend Israeli citizens and stop the terror."

PARIS, France (AP) -- World powers agreed Wednesday to send Iran back to the United Nations Security Council for possible punishment, saying the clerical regime has given no sign it means to negotiate seriously over its disputed nuclear program.

The United States and other permanent members of the powerful U.N. body said Iran has had long enough to say whether it will meet the world's terms to open bargaining that would give Tehran economic and energy incentives in exchange for giving up suspicious activities.

"The Iranians have given no indication at all that they are ready to engage seriously on the substance of our proposals," French Foreign Minister Philippe Douste-Blazy said on behalf the United States, France, Britain, Russia and China, the five permanent Security Council members, plus Germany and the European Union.

Expressing "profound disappointment," the ministers said, "we have no choice but to return to the United Nations Security Council" and resume a course of possible punishment or coercion that the powers had set aside in hopes of reaching a deal.

Any real punishment or coercion at the Security Council is a long way off, but the group said it will seek an initial resolution requiring Iran to suspend its uranium enrichment. Debate could begin as soon as next week.

If Iran does not comply, the group said it would then seek harsher action. The group's short statement did not give any specifics, but it cited a section of the world body's charter that could open the door to economic or other sanctions.

Though Russia and China signed on to Wednesday's statement, the two traditional commercial partners of Iran have previously stated their opposition to imposing the toughest of sanctions on Tehran.

Undersecretary of State Nicholas Burns, the Bush administration's chief negotiator on the Iran issue, said the United States is pleased by what it called strong action by the Security Council group.

"This is a significant decision that frankly reflects the disappointment and frustration of our countries over the lack of a serious response."

The group said it could stop the Security Council actions at any time should Iran cooperate. The U.N.'s nuclear watchdog agency has already told Iran it must put uranium enrichment and related disputed activities on hold, and doing so is the condition for opening negotiations on the incentives package presented to Iran last month.

If Iran agrees to the group's terms for negotiations, it would mean the first high-level face-to-face talks between the United States and Iran after more than a quarter century of estrangement.

Iran ruled out responding this week to international incentives to suspend disputed portions of its nuclear program. The United States and other nations wanted an answer by Wednesday on whether Iran would meet terms to begin negotiations on a package of economic and energy incentives for Iran in exchange for at least the short-term end to Tehran's rapidly advancing program to enrich uranium.

"The indications are that Iran's response has been disappointing and incomplete," Rice had reporters aboard her flight here.

Iran repeatedly has said it will not respond to the offer before August.

The six countries had been pushing for an agreement before world leaders meet this weekend in Russia for the Group of Eight summit of leading industrial democracies.

Enrichment can produce fuel for a civilian reactor or fissile material for a bomb. The U.S. and its allies suspect Iran's nuclear program is cover for a weapons program, despite Tehran's repeated denials.

Whatever can be said about Hizbullah, one cannot deny that the party's leaders are true to their word. During a prisoner exchange between Hizbullah and Israel in 2004, Sayyed Hassan Nasrallah vowed that if all Lebanese detainees were not freed from Israeli jails, Hizbullah would eventually abduct more Israeli soldiers. Fulfiling this pledge, Hizbullah on Wednesday captured two Israeli soldiers in an operation dubbed "Truthful Promise."

During a news conference on Wednesday, Nasrallah made another vow: that "no military operation will return" the two soldiers, and that only another prisoner swap will secure their freedom. Only a fool would doubt that Nasrallah now means what he says. The Israelis must therefore carefully weigh two difficult questions. Is it really worth it for them to continue keeping three Lebanese prisoners in jail? And is the mere chance of saving two soldiers really worth spilling more Israeli blood in another deadly military adventure in Lebanon?

Nasrallah initially tried to secure the release of Lebanese prisoners through a second phase of prisoner-exchange negotiations, but these high-profile talks abruptly fell apart. This begs the question of whether the current crisis could have been avoided, had these negotiations been carried out to the very end.

Israeli Prime Minister Ehud Olmert, who has already painted himself into a corner over the crisis in Gaza, is now in an even tighter spot. Although he has billed himself as a man of peace and a negotiator, he has ruled out any talks with Palestinian militants on a prisoner exchange. The coming days will tell whether he will choose to negotiate with the Lebanese or opt to repeat the senseless military mission in Gaza.

Most Lebanese view Hizbullah's latest operation as a dangerous gamble. Although they do not have much sympathy for the Israelis, who destroyed their country during a brutal invasion and occupation, they do fear Israel's signature brand of retaliation - collective punishment - at a time when their country is already passing through a period of instability. They are dangerously exposed because their leaders have failed to forge a sense of cohesion and unity during the national dialogue.

Lebanese civilians, who have absolutely no control over the events that are unfolding, and who once again find themselves in the eye of the storm, are now bracing for the very worst. Their darkest fear is that as they helplessly repeat the act of watching history unfold on their land, this time the promise of Lebanon's resurrection will itself become history.
