The countdown for Olmert has begun
Whatever way you analyze UN Security Council Resolution 1701 and the cease-fire that might have broken out at 8 a.m. Monday morning, and even if you accept the government's claims that it's good for Israel, there is no way that it can be good for Prime Minister Ehud Olmert.
This was the war that was going to establish him as a bona fide leader. During the first few weeks, his popularity ratings soared sky-high as the public expressed its trust in the government's decision to go after Hizbullah. There was a great deal of disappointment and skepticism regarding the IDF's conduct following the twin kidnap debacles at Kerem Shalom on June 25 and two weeks later at Biranit, but for once the politicians seemed to be calling the right shots.
The war was backed by a consensus spanning everyone but the far-right and far-left. The opposition, apart from the Arab parties, was at it's most loyal and the public, despite almost a quarter of it's members being forced to live in mortal danger, was stoically supporting its leaders.
And the nation didn't waver, even when the war turned out to be a far cry from the quick and elegant air operation that had been envisaged at the start. There was not as much as an protest, even when serious question marks began to arise about the strategic wisdom directing the campaign. Israelis accepted that they had to make terrible sacrifices, even pay for their leaders' mistakes, for the greater good. That we seemed to have Uncle Sam's full support made the choice even easier.
Now the feeling is that while the public was prepared to grin and bear it, it was the politicians, especially Olmert, who weren't able to go the extra mile. The cabinet's decision on Wednesday to extend the operation by at least two more weeks and to make an all-out push for the Litani, with the evident casualties that would be part and parcel, was supported, according to all the opinion polls, by a wide majority. But the order to halt the troops pending a diplomatic solution in New York was already too much for an overpatient public.
Why did Olmert and his ministers falter at the last minute? Was he unable to withstand international pressure at the critical moment? Was the scepter of lengthening casualty lists too much for him?
The answer to these questions will probably be stuff for historians, but now many Israelis, including those who sat for a month in stifling bomb shelters, reservists who dropped everything and reported to their units and the families who anxiously awaited a telephone from their sons in Lebanon and dreaded the knock of the local IDF liaison are feeling that their sacrifice has been betrayed.
After years of dismissing the UN as an ineffectual and anti-Israel organization, how can Israelis believe that of all the possibilities, it will be the one to make sure that Hizbullah never again threatens our northern towns and villages.
Despite all its failings, including the recent ones, there remains only one institution that Israelis firmly trust, and that is the IDF. Now Olmert will go down in history as the prime minister who didn't let the army finish the job.
It doesn't matter whether he was right or not to accept the UN resolution. It might well be the best deal Israel could have gotten in the circumstances, that is not how the public perceives it. And if anyone thought that the generals were going to be loyal to their political masters, all you have to do is read the headlines quoting anonymous senior officers telling the media that the government tied their hands. Everyone knows that the generals made a ton of mistakes themselves, without any help from the cabinet, but ultimately, in the popularity sweepstakes, the military beats the politicians hands down, every time.
The cease-fire in the north, if it is implemented at all, also signals the end of the political cease-fire. Politicians on the Right and Left are already clamoring for Olmert's head, both wings claiming, from their own point of view, that at least 120 lives have been sacrificed for no real purpose.
Of course that doesn't mean that Olmert is about to commit political hara-kiri. Anyone who observed his nine years as mayor of Jerusalem knows that he is quite comfortable swatting away public criticism and a hostile press. He will pay no heed to those in the media who began calling for his resignation over the weekend, and he is more than willing to take on his political rivals.
Meanwhile, his coalition seems stable. All the parties' leaders were partners to the war decisions and they will find it hard to jump ship. It's also difficult to see who can mount a real opposition to Olmert.
The Left is still powerless, with scant public support. On the Right, Binyamin Netanyahu has yet to regain his credibility, almost totally destroyed in the last election.
Of course Netanyahu has acted as an admirable spokesman for Israel, giving the government his unstinting support throughout the crisis, but his efforts were mainly targeted at the foreign audience and it has yet to be seen whether that will be enough to reduce the deeply-held suspicion held toward him in what was formerly the Likud electoral heartland. He would be wise not to pounce too quickly and open himself to accusations of political opportunism at the expense of our soldiers. Right now, he seems to prefer a wiser, long-range strategy, and if he manages to enlist former chief of General Staff Moshe Ya'alon, he will start on the long road to political recovery.
Meanwhile, it's hard to see where Olmert goes from here. Save for a dramatic military operation, perhaps a well-deserved attack on the Iranian nuclear project, he has no way to regain his lost credibility.
A month and a half ago, the IDF and police were preparing to dismantle three settler outposts, a dress rehearsal for Olmert's master-plan, realignment. Few believe that in the current public climate, especially since the settlers' share in the war's death-toll has been so high, Olmert can go ahead with what was the main plank of his electoral platform.
Painful retreats and peace-plans are only possible under popular prime ministers - Menachem Begin with the Egyptian treaty, Yitzhak Rabin at Oslo and Ariel Sharon and his disengagement. A discredited prime minister going ahead with such a controversial plan, whatever its merits, is a recipe for chaos and even civil war. And without realignment, the entire justification for Olmert's premiership will have dissolved. Less than six months since the election and once this war is over, Olmert's sole aim will be to survive as PM. The moment that happens to a prime minister, it's a sure sign that the countdown to his departure has begun.

The officials said the working assumption at the Prime Minister's Office was
that Hizbullah would not honor the agreement and that the world
would then comprehend Israel's predicament more than ever. At press
time, the Lebanese cabinet had not given final approval to the cease-fire.
"When Hizbullah violates the cease-fire, the
world will see who the aggressor is and will understand us," a
source close to Olmert said. "We will insist that the agreement be
implemented. It's a good agreement for Israel and Hizbullah's
opposition is proof."
Foreign Minister Tzipi Livni said that the cease-fire included a clause
allowing an international force to be given expanded powers if the agreement
were violated. Livni spoke late Sunday with US Secretary of State Condoleezza
Rice and French Foreign Minister Phillipe Douste-Blazy and told them how
important it was for Israel that both sides be held to the agreement. A joint
Foreign and Defense Ministry delegation to Russia on Monday will deliver a
similar message and will complain about Russian-made missiles that downed an
Israeli helicopter on Saturday.

less control over what the Arab side does. If there are violations on the Arab

international legitimacy to destroy Lebanese infrastructure.
But UN Security-General Kofi Annan sent a letter to the government over the
weekend warning that if one side was fired upon, the other side should not
respond except in immediate self-defense. A source in the Prime
Minister's Office called Annan's letter unacceptable and said a team
was working on a letter in response that would reiterate the IDF's right to
respond to Hizbullah if it broke the cease-fire.
Livni called a press conference following Sunday's cabinet meeting to defend
the cease-fire. She said that Israel's position was dramatically better than
before Hizbullah started the war on July 12 because the Lebanese army and
international forces would be on the border instead of Hizbullah.
"I am not naive, I live in the Middle East and I know that not every
decision in the Middle East gets implemented," she told reporters at the
Foreign Ministry in Jerusalem. "But I still say it's good for Israel.
It can lead to the real change in the Middle East that we have all been waiting
for if the international community implements the decision."
Livni said the UN decision came at Israel's initiative and was not forced
upon Israel. She said Israel asked for international forces to be placed in
southern Lebanon when it became clear that the Lebanese government was too weak
to take over southern Lebanon from Hizbullah. She said that Israel also
succeeded in obtaining an enforced arms embargo on Hizbullah and that its demand
for the IDF to remain in Lebanon until the international force arrived was
accepted. "Hizbullah will no longer be a country within a country, and the Lebanese
government from now on will have to take responsibility for what comes out of
their country," Olmert told the cabinet. "The UNIFIL force
that will arrive in Lebanon will not be like the UNIFIL that we knew before.
There will be a major change in the force, which will now be made up
mostly of people from NATO countries who will have the authority to
enforce the cease-fire."
Defense Minister Amir Peretz said tough questions would have to be asked
after the war. "The war exposed many issues, both regarding the fighting
and the home front, that require review and drawing of conclusions," he
He told the ministers that the current IDF operation in southern Lebanon
would enable the demilitarization of the region and its transfer to the control
of the UN and the Lebanese army.
According to Peretz, "The main question is how Hizbullah will react; in
any case, we are preparing for all the scenarios."
He said Israel was in contact with UNIFIL to establish a mechanism that would
coordinate the deployment and IDF withdrawal from southern Lebanon.
Vice Premier Shimon Peres praised the UN decision, saying that it
"restores the authority to the Lebanese government, ends the weapons supply
to Hizbullah and distances Hizbullah from the border, brings the deployment of
30,000 Lebanese soldiers and international forces, and calls unequivocally for
the release of the kidnapped soldiers."
Mofaz told the cabinet that he favored a cease-fire but the agreement was
unsatisfactory. He said he could not vote for an agreement that would not bring
home the kidnapped soldiers or guarantee the end of Hizbullah.
"We cannot be left with a piece of paper in our hands that will not be
implemented," Mofaz said. "There is nothing specific about dismantling
Hizbullah so it will not be dismantled. Any other country that had more than
4,000 missiles fired upon its people would not accept a draft whose

"There was never an agreement more favorable to Israel," said Israeli defense minister Amir Peretz about the United Nations (UN) 'ceasefire' agreement. Such words sound ominous to the ears of the Lebanese people, who suffered under eighteen years of military occupation by Israel due to a number of agreements 'favorable to Israel'. Palestine Liberation Organization (PLO) Executive Committee Political Bureau member, Taysir Khalid, is inclined to agree that the agreement favors Israel, saying it "gives Israel a green light to continue its aggression against the Lebanese people."
Khalid said Saturday that UN Security Council Resolution 1701, which calls for an immediate cessation of hostilities between Israel and Hezbollah leaves the doors open to military and political manipulation, a fact that was recognized and lauded by a number of Israeli leaders, including the above-quoted Defense Minister, Amir Peretz.
"The government of Israel immediately recognized that the resolution does not prevent it from continuing its aggression and hence the decision to expand the scope of its war and areas of hostilities, leading at the minimum to Lebanon’s Litani River. Israel will be able to impose its own interpretation of the resolution and its implementation mechanisms. There will now be enough time for Israeli forces to continue the attacks against the people of southern Lebanon, destroy the resistance, and take the country itself into political upheaval."

Amid the political and diplomatic fallout from Israel’s faltering invasion of Lebanon, some Israeli officials are privately blaming President George W. Bush for egging Prime Minister Ehud Olmert into the ill-conceived military adventure against the Hezbollah militia in south Lebanon.
Bush conveyed his strong personal support for the military offensive during a White House meeting with Olmert on May 23, according to sources familiar with the thinking of senior Israeli leaders.
Olmert, who like Bush lacks direct wartime experience, agreed that a dose of military force against Hezbollah might damage the guerrilla group’s influence in Lebanon and intimidate its allies, Iran and Syria, countries that Bush has identified as the chief obstacles to U.S. interests in the Middle East.
As part of Bush’s determination to create a "new Middle East" – one that is more amenable to U.S. policies and desires – Bush even urged Israel to attack Syria, but the Olmert government refused to go that far, according to Israeli sources.
One source said some Israeli officials thought Bush’s attack-Syria idea was "nuts" since much of the world would have seen the bombing campaign as overt aggression.
In an article on July 30, the Jerusalem Post referred to Bush’s interest in a wider war involving Syria. Israeli "defense officials told the Post last week that they were receiving indications from the US that America would be interested in seeing Israel attack Syria," the newspaper reported.
While balking at an expanded war into Syria, Olmert did agree on the need to show military muscle in Lebanon as a prelude to facing down Iran over its nuclear program, which Olmert has called an "existential" threat to Israel.
With U.S. forces bogged down in Iraq, Bush and his neoconservative advisers saw the inclusion of Israeli forces as crucial for advancing a strategy that would punish Syria for supporting Iraqi insurgents, advance the confrontation with Iran and isolate Hezbollah in Lebanon and Hamas in Gaza.
But the month-long war has failed to achieve its goals of destroying Hezbollah forces in south Lebanon or intimidating Iran and Syria.
Instead, Hezbollah guerrillas fought Israeli troops to a virtual standstill in villages near the border and much of the world saw Israel’s bombing raids across Lebanon – which killed hundreds of civilians – as "disproportionate."
Now, as the conflict winds down, some Israeli officials are ruing the Olmert-Bush pact on May 23 and fault Bush for pushing Olmert into the conflict.
Soon after the May 23 meeting in Washington, Israel began to ratchet up pressure on the Hamas-led government in the Palestinian territories and on Hezbollah and other Islamic militants in Lebanon. The tit-for-tat violence led to the Hamas seizure of an Israeli soldier on June 24 and then to Israeli retaliatory strikes in Gaza. That, in turn, set the stage for Hezbollah’s attack on an Israeli outpost and the capture of two more Israeli soldiers on July 12.
Hezbollah’s July 12 raid became the trigger that Bush and Olmert had been waiting for. With the earlier attacks unknown or forgotten, Israel and the U.S. skillfully rallied international condemnation of Hezbollah for what was called an unprovoked attack and a "kidnapping" of Israeli soldiers.
Behind the international criticism of Hezbollah, Bush and Olmert justified an intense air campaign against Lebanese targets, killing civilians and destroying much of Lebanon’s commercial infrastructure. Israeli troops also crossed into southern Lebanon with the intent of delivering a devastating military blow against Hezbollah, which retaliated by firing Katyusha rockets into Israel..
However, the Israeli operation was eerily reminiscent of the disastrous U.S. invasion and occupation of Iraq. Like the U.S. assault, Israel relied heavily on "shock and awe" air power and committed an inadequate number of soldiers to the battle.
Israeli newspapers have been filled with complaints from soldiers who say some reservists weren’t issued body armor while other soldiers found their equipment either inferior or inappropriate to the battlefield conditions.
Israeli troops also encountered fierce resistance from Hezbollah guerrillas, who took a page from the Iraqi insurgents by using explosive booby traps and ambushes to inflict heavier than expected casualties on the Israelis.
Channel 2 in Israel disclosed that several top military commanders wrote a letter to Lt. Gen. Dan Halutz, the chief of staff, criticizing the war planning as chaotic and out of line with the combat training of the soldiers and officers. [Washington Post, Aug. 12, 2006]
One Israeli plan to use llamas to deliver supplies in the rugged terrain of south Lebanon turned into an embarrassment when the animals simply sat down.
Reporter Nahum Barnea, who traveled with an Israeli unit in south Lebanon, compared the battle to "the famous Tom and Jerry cartoons" with the powerful Israeli military playing the role of the cat Tom and the resourceful Hezbollah guerrillas playing the mouse Jerry. "In every conflict between them, Jerry wins," Barnea wrote.
Back in Israel, some leading newspapers have begun calling for Olmert’s resignation.
"If Olmert runs away now from the war he initiated, he will not be able to remain prime minister for even one more day," the newspaper Haaretz wrote in a front-page analysis. "You cannot lead an entire nation to war promising victory, produce humiliating defeat and remain in power.
"You cannot bury 120 Israelis in cemeteries, keep a million Israelis in shelters for a month and then say, 'Oops, I made a mistake.’" [See Washington Post, Aug. 12, 2006]
For his part, Bush spent July and early August fending off international demands for an immediate cease-fire. Bush wanted to give Olmert as much time as possible to bomb targets across Lebanon and dislodge Hezbollah forces in the south.
But instead of turning the Lebanese population against Hezbollah – as Washington and Tel Aviv had hoped – the devastation rallied public support behind Hezbollah.
As the month-long conflict took on the look of a public-relations disaster for Israel, the Bush administration dropped its resistance to international cease-fire demands and joined with France in crafting a United Nations plan for stopping the fighting.

The veteran investigative journalist Seymour Hersh writes in the current issue of the New Yorker magazine that Israeli government officials travelled to the US in May to share plans for attacking Hizbullah.
Quoting a US government consultant, Hersh said: "Earlier this summer ... several Israeli officials visited Washington, separately, 'to get a green light for the bombing operation and to find out how much the United States would bear'."
The Israeli action, current and former government officials told Hersh, chimed with the Bush administration's desire to reduce the threat of possible Hizbullah retaliation against Israel should the US launch a military strike against Iran.
"A successful Israeli Air Force bombing campaign ... could ease Israel's security concerns and also serve as a prelude to a potential American pre-emptive attack to destroy Iran's nuclear installations," sources told Hersh.
Yesterday Mr Hersh told CNN: "July was a pretext for a major offensive that had been in the works for a long time. Israel's attack was going to be a model for the attack they really want to do. They really want to go after Iran."
An unnamed Pentagon consultant told Hersh: "It was our intention to have Hizbullah diminished and now we have someone else doing it."
Officials from the state department and the Pentagon denied the report. A spokesman for the National Security Council told Hersh that "The Israeli government gave no official in Washington any reason to believe that Israel was planning to attack."
Hersh has a track record in breaking major stories. He was the first to write about the abuses at Abu Ghraib prison in Iraq and has written extensively about the build-up to the war in Iraq. He made his name when he uncovered the massacre at My Lai during the Vietnam war. Most recently he has written about US plans for Iran, alleging that US special forces had already been active inside the country.

Biometric Device May Have the Answer
At airport security checkpoints in Knoxville, Tenn. this summer, scores of departing passengers were chosen to step behind a curtain, sit in a metallic oval booth and don headphones.
With one hand inserted into a sensor that monitors physical responses, the travelers used the other hand to answer questions on a touch screen about their plans. A machine measured biometric responses -- blood pressure, pulse and sweat levels -- that then were analyzed by software. The idea was to ferret out U.S. officials who were carrying out carefully constructed but make-believe terrorist missions.
The trial of the Israeli-developed system represents an effort by the U.S. Transportation Security Administration to determine whether technology can spot passengers who have "hostile intent." In effect, the screening system attempts to mechanize Israel's vaunted airport-security process by using algorithms, artificial-intelligence software and polygraph principles.
Neither the TSA nor Suspect Detection Systems Ltd., the Israeli company, will discuss the Knoxville trial, whose primary goal was to uncover the designated bad guys, not to identify threats among real travelers. They won't even say what questions were asked of travelers, though the system is generally designed to measure physical responses to hot-button questions like "Are you planning to immigrate illegally?" or "Are you smuggling drugs."
The test alone signals a push for new ways to combat terrorists using technology. Authorities are convinced that beyond hunting for weapons and dangerous liquids brought on board airliners, the battle for security lies in identifying dangerous passengers.
The method isn't intended to catch specific lies, says Shabtai Shoval, chief executive of Suspect Detection Systems, the start-up business behind the technology dubbed Cogito. "What we are looking for are patterns of behavior that indicate something all terrorists have: the fear of being caught," he says.

Security specialists say such technology can enhance, but not replace, existing detection machines and procedures. Some independent experts who are familiar with Mr. Shoval's product say that while his technology isn't yet mature, it has potential. "You can't replicate the Israeli system exactly, but if you can incorporate its philosophy, this technology can be one element of a better solution," says Doron Bergerbest-Eilon, chief executive of Asero Worldwide consulting firm and a former senior official in Israel's security service.
To date, the TSA has more confidence in people than machines to detect suspicious behavior. A small program now is using screening officers to watch travelers for suspicious behavior. "It may be the only thing I know of that favors the human solution instead of technology," says TSA chief Kip Hawley.
The people-based program -- called Screening Passengers by Observation Technique, or SPOT -- began undergoing tests at Boston's Logan Airport after 9/11 and has expanded to about a dozen airports. Trained teams watch travelers in security lines and elsewhere. They look for obvious things like someone wearing a heavy coat on a hot day, but also for subtle signs like vocal timbre, gestures and tiny facial movements that indicate someone is trying to disguise an emotion.
TSA officers observe passengers while consulting a list of more than 30 questionable behaviors, each of which has a numerical score. If someone scores high enough, an officer approaches the person and asks a few questions.
"All you know is there's an emotion being concealed. You have to find out why the emotion is occurring," says Paul Ekman, a San Francisco psychologist who pioneered work on facial expressions and is informally advising the TSA. "You can find out very quickly."
More than 80% of those approached are quickly dismissed, he says. The explanations for hiding emotions often are innocent: A traveler might be stressed out from work, worried about missing a flight or sad because a relative just died. If suspicions remain, the traveler is interviewed at greater length by a screener with more specialized training. SPOT teams have identified about 100 people who were trying to smuggle drugs, use fake IDs and commit other crimes, but not terrorist acts.
The TSA says that, because the program is based on human behavior, not attributes, it isn't vulnerable to racial profiling. Critics worry it still could run afoul of civil rights. "Our concern is that giving TSA screeners this kind of responsibility and discretion can result in their making decisions not based on solid criteria but on impermissible characteristics such as race," says Gregory T. Nojeim, associate director of the American Civil Liberties Union's Washington legislative office.

Mr. Shoval, the Israeli entrepreneur, believes technology-based screening is the key to rolling out behavior-recognition techniques in the U.S. With experience in counter-terrorism service and the high-technology industry, Mr. Shoval developed his Cogito device with leading former Israeli intelligence officials, polygraph experts and computer-science academics.
Here is the Cogito concept: A passenger enters the booth, swipes his passport and responds in his choice of language to 15 to 20 questions generated by factors such as the location, and personal attributes like nationality, gender and age. The process takes as much as five minutes, after which the passenger is either cleared or interviewed further by a security officer.
At the heart of the system is proprietary software that draws on Israel's extensive field experience with suicide bombers and security-related interrogations. The system aims to test the responses to words, in many languages, that trigger psycho-physiological responses among people with terrorist intent.
The technology isn't geared toward detecting general nervousness: Mr. Shoval says terrorists often are trained to be cool and to conceal stress. Unlike a standard lie detector, the technology analyzes a person's answers not only in relation to his other responses but also those of a broader peer group determined by a range of security considerations. "We can recognize patterns for people with hostile agendas based on research with Palestinians, Israelis, Americans and other nationalities in Israel," Mr. Shoval says. "We haven't tried it with Chinese or Iraqis yet." In theory, the Cogito machine could be customized for specific cultures, and questions could be tailored to intelligence about a specific threat.
The biggest challenge in commercializing Cogito is reducing false results that either implicate innocent travelers or let bad guys slip through. Mr. Shoval's company has conducted about 10 trials in Israel, including tests in which control groups were given terrorist missions and tried to beat the system. In the latest Israeli trial, the system caught 85% of the role-acting terrorists, meaning that 15% got through, and incorrectly identified 8% of innocent travelers as potential threats, according to corporate marketing materials.

The company's goal is to prove it can catch at least 90% of potential saboteurs -- a 10% false-negative rate -- while inconveniencing just 4% of innocent travelers.

Next year, Israeli authorities plan to test Cogito at the country's main international airport and at checkpoints between Israel and the West Bank, where the goal will be to catch genuine security threats while testing the logistics of using the system more broadly. The latest prototype costs about $200,000 a machine.
Even though his expertise is in human observation, U.S. behavior-recognition expert Dr. Ekman says projects like Cogito deserve a shot. He expects technology to advance even further, to devices like lasers that measure people's vital signs from a distance. Within a year, he predicts, such technology will be able to tell whether someone's "blood pressure or heart rate is significantly higher than the last 10 people" who entered an airport.

Olmert: Resolution 1701 changes strategic situation
Prime Minister Ehud Olmert told the Knesset on Monday that UN Security Council Resolution 1701 "will change fundamentally our strategic situation on the northern border."
The war in Lebanon has demonstrated that "we will respond with force to every terror act, from the north or the south, from land or sea ... and that the State of Israel won't suffer any harm to come to its sovereignty or citizens," Olmert declared.
According to the prime minister, the resolution's main achievement was that "the entire international community agrees that the terror state in Lebanon must be annihilated," he said. "The Security Council decided unanimously that there are only Israel and Lebanon - no longer a state within a state, no longer a terror organization permitted to act inside Lebanon as the long arm of the axis of evil that stretches from Teheran to Damascus and uses Lebanon in its weakness as a tool in its war."
Olmert also said he took full responsibility for the conduct of the war. The government "did not mislead ourselves or anyone else" going into the conflict, he declared.
"At long last," Olmert told the MKs, "the single address for our policy in the North has been decided: the government of Lebanon. The international system in its entirety is committed to this."

Former prime minister Ariel Sharon's condition, already in very serious condition at the Sheba Medical Center, has declined further, according to a rare medical bulletin issued Monday by the hospital.
The magnetic resonance imaging (MRI) scan of his brain produced "more severe findings," while his urine function "declined significantly during the last 24 hours." In addition, he has developed pneumonia in both lungs, the hospital said.
