IDF: Operations to continue until UNIFIL deploys

An IDF officer was killed during a commando operation in eastern Lebanon early Saturday morning. The family of the officer was notified of his death.

Another officer was seriously wounded and a third sustained light wounds. The two were taken to a hospital inside Israel to receive medical treatment.

While Hizbullah claimed that it had foiled an IDF commando raid near the town of Baalbek, Israeli sources said the operation had already been successful when the gun battle between the IDF force and Hizbullah fighters began.

Israeli officials also told Israel Radio that the operation was approved at the "highest levels," and that officials had believed the chance of its becoming known was small.

According to a Lebanese army spokesman, two IDF vehicles were landed by IAF helicopters some 30 kilometers east of Baalbek. He added that the vehicles then drove eastward until they encountered the Hizbullah force at the town of Boudai.

Three Hizbullah gunmen were killed during the incident, though the terrorist organization denied it suffered any losses.

The army said its commandos entered Lebanon "to prevent and interfere with terror activity against Israel, especially the smuggling of arms from Iran and Syria to Hizbullah." The army said the force completed its mission successfully, and that such operations would be carried out until a multinational force was in place to prevent Hizbullah's rearmament.

A member of the Lebanese parliament representing Hizbullah ordered his organization to also violate the UN-brokered cease-fire in response to what he claimed was an Israeli violation.

Earlier, it was reported that the IDF conducted an aerial attack in Boudai.

The French news agency reported that IAF planes attacked an uninhabited area next to the city of Baalbek, saying that low-flying IAF helicopters shot four missiles in the area.

Reuters stated that among the alleged targets were hills and roads leading to the town of Boudai in eastern Lebanon.

Voice of Lebanon radio claimed that the IDF struck a power station in the town, while witnesses said Israeli missiles destroyed a bridge during the fighting.

The IDF confirmed the flights but stressed that the planes did not open fire on targets in Lebanon since the cease-fire went into effect on Monday. Still, the army said the incident was being investigated.

It noted that IAF flyovers in Lebanon were not a violation of the cease-fire.

Police in Lebanon claimed that anti-aircraft fire chased away the IAF aircraft, but that to their knowledge there had been no IAF missile attack.

Lebanese Prime Minister Fuad Saniora called United Nations Secretary-General Kofi Annan to protest what the prime minister termed Israeli violations of the cease-fire.

Earlier, Annan urged Israel to immediately lift the air and sea blockade on Lebanon, so that hundreds of thousands of Lebanese caught up in the 34-day Israeli-Hezbollah war can quickly receive aid.

Defense Minister Elias Murr said Israel's raid in the eastern Bekaa Valley early Saturday was a violation of a UN-imposed cease-fire that ended fighting between Israel and Hizbullah.

"If there are no clear answers forthcoming on this issue, I might be forced to recommend to the Cabinet early next week the halt of the army deployment in the south," he told reporters after a meeting with UN representatives.

Murr said the IDF operation deep inside Lebanon could spark retaliation, which in turn could lead to Israeli reprisals. He suggested Israel might be trying to provoke a response, so it could have an excuse to attack the Lebanese army.

"We will not send the army to be prey in an Israeli trap," he said.

He said he believed Hizbullah was committed to the cease-fire, but said he worried Israel was trying to provoke retaliatory attacks from "any group that wants to cause a problem for Lebanon." He did not elaborate on which group that could be.

"It could be that they (the Israelis) are pushing it (any group) to fire a rocket on northern Israel, so that Israel can come and attack the Lebanese army," Murr said.

He said he was waiting for a response from the UN later Saturday.

Siniora: Baalbek raid a 'naked violation' of UN cease-fire

Lebanese Prime Minister Fouad Siniora said the raid was a "naked violation" of the UN truce.

A few hours later, senior UN envoy Terje Roed-Larsen said that if media reports about an Israeli raid in Lebanon were true, it would constitute a clear violation of the UN-brokered truce that halted the war between Israel and Hezbollah.

"We had no independent means to verify ... what has happened. But if what has been reported is correct, it is of course a clear violation of the ceasefire," Roed-Larsen told Lebanon's LBC television.

Parliament Speaker Nabih Beri, Hezbollah's main ally in government, said he also raised the incident with the envoys.

"If Lebanon had launched a similar act, wouldn't the Security Council have met to impose tough sanctions against it?" he asked, adding that he saw the raid as an attempt by Israel to provoke Hezbollah into retaliation and foil the deployment of the Lebanese army in south Lebanon.

"I'm sure that the resistance (Hezbollah) has enough awareness and realization of the
conspiracy to refrain ... from retaliating ...," he said.

United States President George W. Bush is thinking about the legacy his term will bequeath to coming generations - but he is thinking slowly. He has only two and a half years left in the White House, and he still has not decided where to build the presidential library where his papers and documents will be stored. His predecessor, Bill Clinton, made these decisions more than three years before the end of his term.

The American weekly National Journal last week dedicated a detailed article to this library. Will it be part of a university, as Bush's father chose to do, or an independent institution? Bush also wants a research institute named after him, similar to that which bears the name of a Republican president from long ago, Herbert Hoover - the president who left the White House battered and beaten, after responding too late to the outbreak of the Great Depression. But Hoover's institute does a great deal to strengthen the Republican agenda, and even today influences the decision makers.

In any case, the decisive factor in the Bush legacy will be war. The war against terror, the war in Iraq. And Bush is still convinced that history will be kind to him. At the beginning of the week, when he was talking about his foreign policy, the president sounded like someone who was far from changing his mind about the path he has chosen. "Some say America caused the current instability in the Middle East by pursuing a forward strategy of freedom, yet history shows otherwise... The freedom agenda did not create the terrorists or their ideology. But the freedom agenda will help defeat them both."

The disappointment with President Bush and the hostility toward him have strengthened the influence in the Democratic Party of groups among whom Israel is not popular.

Last Thursday Foreign Minister Tzipi Livni was attending the wedding of the son of a friend, businesswoman Israela Stier. The guests saw Livni standing near the entrance to the event with her bodyguard alongside her, conducting an angry conversation on her cell phone. They did not know that Prime Minister Ehud Olmert had ruined Livni's evening: She had planned to continue from the wedding to Ben-Gurion International Airport, on her way to a meeting of the UN Security Council in New York. But Olmert grounded her, signaling his dissatisfaction with her silence during the war in Lebanon.

The next day working relations between the prime minister and his deputy were renewed; they also conducted parallel discussions with senior U.S. government officials during the hours preceding the decision about the cease-fire. Olmert celebrated a small victory, and his Knesset speech on Monday publicly praised the foreign minister, as well as Defense Minister Amir Peretz - "for their balanced and responsible conduct" during the war. One could have thought of more enthusiastic compliments (after all, what did he expect? That they would behave irresponsibly?), but that is Olmert's cynical way of showing his ministers who's boss.

On Tuesday Livni went to visit cities that were shelled during the war, while Olmert joined several other ministers in Carmiel for a meeting with the heads of the northern local councils. That morning the foreign minister received the desired permission for the takeoff to New York, and she went to meet UN Secretary-General Kofi Annan. But meanwhile, she was preceded by Shimon Peres, the prime minister's new political bodyguard. While Livni was being photographed in the Galilee, Peres was being photographed in Washington with U.S. Secretary of State Condoleezza Rice. It was his second visit to the city in only two weeks.

The large number of meetings and discussion channels raises the question of who is now in charge of Israel-U.S. relations. In the previous government, these relations were concentrated in the hands of the adviser to the prime minister, Dov Weissglas, who traveled to Washington once every few weeks and was in almost daily phone contact with Rice and with National Security Adviser Stephen Hadley and his deputy Elliot Abrams.

Now there are parallel channels. Livni opposite Rice, Yoram Turbowicz opposite Hadley, and ambassador Danny Ayalon (for whom a replacement has yet to be found) opposite Nick Burns, Rice's deputy. It is not clear whether this division of labor serves the relations or harms them. But no substitute has been found as yet for the warm and unique personal relationship that existed between Weissglas and Rice.

Washington: Victory

While the Israeli government is falling apart politically, while the whirlwind is also sweeping the leaders of the army in its wake, on the diplomatic front there is an almost-suspicious calm. A moment of seeing the messages clearly, of understanding the need to look confident, was registered in Jerusalem, Washington and New York: The UN Security Council decision is good for Israel. Israel won. Hezbollah was beaten. The international community is being tested. Lebanon will be rebuilt and will recover. That is what senior and petty officials kept emphasizing.

That is the message they tried to convey to diplomats in New York who are engaged in forming the multinational force. That is also what Condoleezza Rice heard and what she wrote in the Washington Post, and what the president told the public, and what Rice's assistant, David Walsh, told the press.

That is how Bush's concern for his legacy fits in with the propaganda war surrounding the end of the Lebanon war. And just as Bush believes the future will prove he was right in Iraq - "I'm not holding a popularity contest here," said Walsh about the hostility towards the United States in the Arab world

Peres also believes the future will judge Israel and its war in Lebanon positively. "As time passes and the analyses cool off, the picture will change," he said this week in the United States. He thinks the Americans certainly will not be disappointed with the results for long, (Once Amaraka is attacked again) since who knows as well as they how complex the war against terror is. Malcolm Hoenlein, the executive vice chairman of the Conference of Presidents of Major American Jewish Organizations, says that in his talks with senior administration officials he did not hear any words of disappointment or a tone of anger from them. In the U.S. administration - as in the Israeli government - they tried to convey an atmosphere of returning to normal.

experts sat and discussed the chances of success of the international force in Lebanon. James Dobbin, a member of the Rand Corporation, said organizations like Hezbollah win the moment they don't lose - and governments lose the moment they don't win. Israel as well as the United States, he said, lost the war according to this criterion.

Shaba. A dispute

A week before he left for Washington in May, Olmert convened a preparatory discussion concerning Lebanon. In attendance were the leaders of the defense establishment and the Foreign Ministry. A great deal of time was devoted to the question of arming the Lebanese Army: why Israel could agree to it and why not. It was decided not to oppose the supply of light arms. The Americans already then were preoccupied with ways to strength the Siniora government. Giora Eiland, the National Security Adviser at the time, presented his plan for an agreement with Lebanon: Israel would withdraw from the Shaba Farms, release Lebanese prisoners and stop flying sorties beyond the Blue Line (the international Israeli-Lebanese border), in exchange for a deployment of the Lebanese Army in the south and pushing Hezbollah out of the area. The army people, and others who participated in the discussion, were opposed. They said Syria does not and will not recognize an Israeli-Lebanese deal over the Shaba Farms, an area that has been a subject of dispute between the Lebanese and the Syrians for years. They also said the area of Shaba Farms has not been defined and marked, and looks different on every map.

Olmert concluded the discussion with a compromise. If asked in the White House about Shaba, he would give a vague answer. He would say he does not reject withdrawal from there, but that it must be part of a broad agreement that would include the disarming of Hezbollah and the deployment of the Lebanese Army in the south. That is what he told Bush and French President Jacques Chirac - but the U.S. Administration heard the "yes" and put aside the "but."

This vagueness cost Israel an unpleasant dispute. When Rice came to Jerusalem, she tried to extract a renewed promise from the prime minister to withdraw from Shaba, but Olmert refused, and sent Rice home without the achievement she wanted. Shimon Peres, in talks with the French, explained that Shaba "is not part of our homeland" - in other words, Israel has no objection to evacuating the area in the future - but he said the evacuation could certainly not be carried out at a time when it would mean "awarding a prize to Hezbollah." Rice's assistant David Walsh, who also confronted officials in Jerusalem on the issue of the farms, was asked about it this week and refused to answer. In Jerusalem they are wondering whether the "iron lady" will forgive Israel for the refusal, and some believe she will find an opportunity to get back at Olmert.

Ramallah. Disengagement

In talks that Olmert held with Rice during the crisis in Lebanon - as well as in his phone conversation with Bush on Saturday night - Olmert heard sounds that were music to his ears. They asked what would now happen to the nice plan he had presented to them before the outbreak of the war, for a withdrawal from most of the West Bank. Their words warmed his heart: There is someone else who takes the convergence plan seriously. The world leaders have apparently not read the surveys and the media reports in Israel, which buried the plan. Or else they haven't internalized the fact.

Olmert adhered to his position that the Palestinian problem is Israel's greatest problem, rather than Lebanon or Syria. The question is whether he believes he is capable of convincing the public to support the evacuation of dozens of settlements, when no answer has been found as yet to the firing of rockets, and when the expenses of the war in Lebanon have emptied the government coffers, leaving no money for compensating the settlers. His deputy, Shimon Peres, believes this is not the time for such plans. It will be difficult to pass decisions about evacuation at this time, when the need to "preserve national unity" has only increased. In his opinion, intensive negotiations with Palestinian Authority Chairman Mahmoud Abbas (Abu Mazen) are the only way open to the Israeli government.

Olmert knew already two months ago that the implementation of the convergence plan involved very serious security problems and an astronomical financial cost, and that Israel would not receive international recognition for the claim that it signals "the end of the occupation" and a release from Israel's responsibility for the Palestinians. That is what he was told by the Abramowitz committee, which was appointed in order to map Israeli interests in the West Bank and the considerations that must be taken into account in a decision about withdrawal. Anyone who read the committee report reacted almost automatically with
"Oy, vey!" For Livni it raised increasing doubts as to whether the convergence plan will in fact serve Israel's interests.

Livni appointed the committee, in coordination with Weissglas, several weeks after the withdrawal from Gaza. The appointment was kept secret, so that it would not contradict Sharon's declarations to the effect that "there will not be another disengagement." Its members were enlisted from the Finance Ministry, which was under Olmert's control at the time, from the Justice Ministry, which was headed by Livni, and from the IDF. The only one who refused to take part in the discussions was Yuval Diskin, the head of the Shin Bet security services.

In any case, the Americans did not wait for this committee. Their attitude toward the convergence plan became increasingly cool even before the fire erupted in Lebanon, and in light of the lower-intensity crisis in Gaza. David Walsh said this week, in a briefing to journalists, that the United States must redouble its attention - that this is the time for a renewed interest in the situation between Israel and the Palestinians. But it is doubtful whether he was referring to a swift implementation of the convergence plan. The one who will soon be receiving a dose of encouragement from the Americans is Abu Mazen. Israel will have to talk to him seriously. And the only thing that can release Israel from that is the formation of a new Hamas government that will torpedo the move. Or the collapse of the present Israeli government.

White House: Won't condemn Israel's operation in Baalbek

The White House announced that it won't condemn the IDF action in Baalbek, Lebanon Friday night, as reported by Sky News. Earlier, France and Sweden condemned the operation in which an IDF officer and three Hizbullah operatives were killed. (Ynet)

Iranian army training: Preparing for 'insane' enemy

Comander-in-chief of Iran's army, Ataollah Salehi, said Saturday that the armed forces of his country are prepared for any operation Israel may launch against Iran. He spoke in a press conference during the largest, most extensive exercise the Iranian army has ever held.

According to him, "What we know about this enemy up until now is that it is insane. Therefore we must always be prepared in the face of this insane enemy."

General Salehi added that Israel was taken by surprise by Hizbullah's response: "The enemy went mad, made erroneous calculations and attacked Lebanon. Of course, it received a decisive blow from Hizbullah when it was surprised by Hizbullah's capabilities. There are two options: either this revolting enemy learned a lesson, or it didn't."

The Iranian general detailed the objectives of the exercise, which is not limited time wise: "This exercise is part of an extensive exercise being held throughout Iran with the objective of evaluating the professional capability of the army in all areas."

All the arms of the Iranian army – air, land, and sea forces – are participating in the exercise during which exercises combining air operations, parachuting infantry from helicopters, air defense and hand-to-hand combat will be carried out. During the exercise, it is likely that the Iranian army will try out missiles and weaponry of local make.

Iran is very concerned about an aerial attack on its nuclear facilities by Israel, and especially the United States. Commander of the Iranian land forces said that in the coming days the military will hold experimental launches of surface-to-air missiles. 

According to him, "We succeeded in achieving such capabilities that won't allow any air force to stand up against the Iranian army in such a wide geographical area." He said that some of the rockets to be launched have a range of upwards of 1,200 kilometers at aerial targets. 

The Commander of the Iranian land forces said that the purpose of the exercise is to present the operational capability of the army and to shorten the response time of its forces.

Gay Jewish porn star to visit Israel to show solidarity with country, perform for gay community 

A gay Jewish porn star is to visit Israel at the end of the month to show solidarity with the country and perform and entertain for the gay community as well as raise awareness of gay issues. 

New York-based Michael Lucas who is the owner and star of Lucas Entertainment will be in Israel from August 29 to September 4 where he will be performing a live show with free admission to Israeli soldiers.

"It will be my fourth trip to Israel, and my third time to perform there," he said on his blog. "I am very proud to be going to my home away from home and entertain gay Israelis in a time of war."

As well as entertaining the gay community and soldiers, Lucas sees another reason for him being there. 

"People need to see the faces of war, and I plan to shed light on the world where gay Israel exists," said Lucas. "I will expose the reality that the people of Israel face right now, especially that of gay Israelis who are targeted by the hate of Hizbullah."  

 

Lucas, 34, was born Andrei Treivas in Russia and prior to arriving in the States studied law in Moscow.

NEW ORLEANS, Aug. 15 (JTA) — One year after “the storm,” as New Orleanians refer to Hurricane Katrina, Jewish communal leaders describe the health of the community with certain expected terms — loss, trauma, devastation and challenge.

Unexpected is the word “blessed,” used repeatedly in reference to the outpouring from the American Jewish community of financial support, volunteerism and donations of everything from teddy bears to challah covers.

Funds from the United Jewish Communities, the umbrella of the North American federation system, and the national religious movements have kept New Orleans’ Jewish agencies and synagogues afloat this past year and are expected to do so through 2007.

To date, the UJC has contributed more than $17 million to the rebuilding efforts; the Reform movement has contributed some $800,000 to local Reform congregations, with another $800,000 available for recovery efforts not covered by insurance. Other movements have sent funds as well, though exact figures were not available.

What will happen in 2008 and beyond is the worry that both drives many planning meetings during the day and keeps communal leaders up at night.

“Fortunately, the Jewish community has not had to depend on the help of government, given its failure at all levels,” said Allan Bissinger, president of the New Orleans federation. “UJC has taken the place of what the government should normally have done.”

Roselle Ungar, interim executive director of the federation, said, “What UJC and the many generous contributions from individuals across the country have given us is the opportunity to take a deep breath, step back and take the time to make the hard decisions that will be necessary, so that in 2008 we can stand on our own two feet again.”

A community-wide task force is in the beginning stages of implementing a recovery plan. The plan focuses on such issues as how to retain current residents while encouraging new ones to resettle here. It also is determining how the organized Jewish community can work smarter to make the best use of limited dollars.

One of the positive outgrowths of the storm has been the burgeoning spirit of cooperation among all the New Orleans Jewish institutions. Beth Israel Congregation, the Orthodox synagogue that took on 10 feet of water, is now holding a Shabbat minyan at the Reform Gates of Prayer Congregation.

The Anti-Defamation League is sharing federation office space. Interagency programs are on the upswing, and a Hebrew free loan program is in the works. The JCC is getting needed revenue by renting out its facilities to community groups.

Tackling the population issue will not be as easy. Current estimates are that the Jewish community will stabilize at about 65 percent its pre-storm strength of about 10,000 individuals.

Although there are no hard and fast data about the population exodus, the increasing number of “For sale” signs attests to residents’ continued impatience with the slow pace of recovery, frustration with the government and concern about the rising crime rate. And it would be difficult to exaggerate the impact another hurricane would have on people’s decisions to move.

Although all age groups have joined this exodus, one particular cohort — those in their 60s and 70s with grown children in other communities — has been leaving in large numbers.

Communal officials count the loss of these individuals particularly troublesome because these are the big machers — those with the money and the time to make significant contributions. Every institution has lost some of its biggest donors and officers.

At the same time, each of the five synagogues surveyed has reported new members, mostly young people drawn by the pioneer spirit of rebuilding and the opportunity to make a difference.

Indeed, despite the loss of members, synagogue attendance seems to have remained stable. As Rabbi Andrew Busch of the Reform congregation, Touro Synagogue, put it, “In their new lives after the storm, people have a greater need to come together in the synagogue.”

Rabbi Ted Lichtenfeld of Shir Chadash Conservative Congregation agreed. “Though I have not had people battering down my door for pastoral counseling, in a sense, the storm underlines everything. Fortunately, very few of my congregants lost family members to the storm, but most are rebuilding their homes and almost everyone’s job was affected in one way or the other. That is taking up so much of their energy. They come to synagogue to be in community.”

Undaunted by the storm, Chabad-Lubavitch of Louisiana has committed to build a new student center at Tulane University; the cornerstone ceremony is scheduled to be held Aug. 27, two days before the storm’s anniversary.

The New Orleans Jewish Day School, a community school supported by the federation, has been hit hard by the population exodus. From a pre-storm enrollment of nearly 90 children in kindergarten through eighth grade, it will begin the coming school year with 23 children in just two classes: a combined kindergarten-first grade and a second-third grade class. This precipitous decrease comes despite a halving of tuition, made possible by outside contributions.

Because the local Jewish Family Service helps individuals cope with the challenges in their lives by providing counseling and financial support, it has been a lead agency in the post-storm year.

And it has transformed its way of doing business.

Although it had always provided small grants of $500 to $1,000 to individuals in need, that activity increased exponentially over the past year, when it distributed $900,000 in UJC funds directly to individuals affected by the storm, according to agency officials.

By requiring individuals to come to the JFS office to pick up their checks, JFS staff had the opportunity to see how they were doing, to hear their concerns and to offer help that went beyond the financial.

Anne Freedman, associate director of JFS, said of its clients: “All that some people needed was the chance to cry and tell their story to the staff, people who really understood them because they had gone through the same thing.

“Many people were so used to giving to others that they were embarrassed about accepting aid. I would tell them that the sooner they were made whole, the sooner they could be back to their traditional role of helping others.”

The traditional counseling role of JFS has changed as well. With many families now living with several generations while their homes are being repaired, more clients are coming in for family counseling. In Baton Rouge, which received many older evacuees, JFS plans social events that bring isolated older adults together; the JCC in New Orleans puts on similar activities.

The agency’s suicide prevention and education program, Teen Life Counts, is needed more than ever. One volunteer reported that pre-Katrina, when she would ask high-schoolers what they thought of teens who committed suicide, they would characterize them as selfish and foolish.

This past year, the responses were much more sympathetic. She heard students say, for example, that peers who committed suicide “must be real sad because their parents were crying all the time.”

Yet, even against the backdrop of government incompetence and uncertain levees, many residents are buoyed by optimism.

On Sunday, community members gathered in the afternoon for a chanukkat habayit, a home dedication ceremony in which a mezuzah is hung, for Georgette Somjen, a physician moving to town. Later, a brit milah, or circumcision, was celebrated for the son of Gary and Susan Lazarus, who are committed to remaining in New Orleans.

Dan Alexander, a fourth-generation New Orleanian, and his wife, Lazelle, also a native, attended both celebrations.

Katrina destroyed their home and surrounding neighborhood, where they had lived for 43 years. The house was bulldozed a few weeks ago.

An 81-year-old retired public schoolteacher, Dan Alexander, said, “When you lose your home, it is like losing a relative.”

Buying and moving into a new house was “the farthest thing from my mind,” he said. “But what’s the alternative? You have to move on and establish a whole new type of existence.”

Declaring that he and his wife are satisfied in their new home, he added: “I couldn’t have made these changes without the support of Lazelle and my family and the community. We just have to be strong and work together as a team.”

Danish Muslim sentenced for threats
A Muslim leader who threatened the Danish prime minister and called for the killing of Jews was sentenced to jail.

Fadi Abdullatif, spokesman of Hizb ut-Tahrir, was sentenced to three months in prison by a Copenhagen court for distributing fliers in 2004 that threatened Prime Minister Anders Fogh Rasmussen and other Western leaders who he claimed wanted to prevent Muslims from fighting for the liberation of Iraq, Reuters reported. He also was found guilty of breaking the law by calling for the killing of Jews on Hizb ut-Tahrir’s Web site.

Representative reassures Jewish leaders

A Democratic congressman reassured local Jewish leaders after criticizing the Bush administration and Israeli policy on Lebanon.

Rep. Chris Van Hollen (D-Md.) told the leaders in a Maryland suburb last week that he still supported Israel despite his July 30 letter to the U.S. secretary of state, Condoleezza Rice, arguing that a “continuation of the bombing campaign as it is being carried out is against the interests of Israel and the United States,” Washington Jewish Week reported.

Van Hollen also called for an immediate cease-fire, while suggesting that the U.S. should have asked Israel to limit its attacks to “clear, identifiable Hezbollah military assets.”

US And Israel Need
To Rethink Strategy

If there is anything more obvious on the global scene today than US and Israeli efforts to goad Syria or Iran into war, it could only be Israeli efforts to goad the Palestinians into a constant state of revolt. Events in Iraq and Lebanon make it clear that any country either Israel or the United States chooses to assault will be treated to the fully panoply of modern warfare, including uses of illegal or indiscriminate weapons such as cluster bombs and depleted uranium projectiles against civil populations.
 
In the run-up to war with Iraq, threats, repeated bombings in the no-fly zones and constant verbal harassment never once caused Saddam Hussein to issue a threat or to do anything that looked threatening.  From start to finish, Saddam played as one who knew he was totally outgunned, and it is clear now that US leaders knew that equally well.  The US attacked anyway, and, using shock and awe air bombardments of cluster bombs and depleted uranium weapons, virtually destroyed a country that they knew in advance could not fight back. Now, however, enough Iraqis are fighting back so forcefully that the only safe place for foreigners is inside Baghdad's "green zone," while Iraqis in general live in fear.
 
Israel repeated that game plan in Lebanon. Israel knew that Lebanon had no forces to fight back on land, water or air. It had ample reason to expect that Hezbollah would operate largely in southern Lebanon.  But Israel chose to destroy the infrastructure of the entire country, in effect, inflicting on the whole of Lebanon the pattern of collective punishment it uses against Palestine. 
 
While the alleged plan was to root out Hezbollah, the Israeli campaign to destroy Lebanon's infrastructure was really a plan for the IDF to do target practice on undefended civilians and public infrastructure.  The goal was to sow fear and paranoia among the people to deter future efforts to fight back, and to provide a flashy, shock and awe, example to all Muslims.
 
Now that the shooting has stopped, having destroyed an undefended country, Israel is still unable to declare victory because the insurgents haven't given up, nor are they likely to do so.  In Palestine nearly sixty years of similar treatment--since the Palestinians never had armed forces--has produced generation after generation of Palestinians who refuse to quit fighting back.
 
Leaders of nominal learning will have gotten the point of this appraisal by now. It might have occurred to the actors in these campaigns that such extreme punishment of innocent people produces a growing cadre of individuals and groups who will seek revenge.  Lately discovered schemes to blow up airliners enroute from London's Heathrow to US destinations--even though some analysts suggest the plans were defective--are only the latest examples of things angry people and their sources of support can do.
 
American, Coalition, and Israeli actions in the past three years have caused enough mayhem in Iraq, Afghanistan, Palestine and Lebanon to supply the world with terrorists for many years. Under this plan of global hostility renewal, the new generation is likely to be more determined, harbor larger senses of injury, and receive more widespread support than any previous generation of insurgents to date.
 
What they are fighting against has nothing to do with so-called Islamic fascism, as George Bush put it, or hate for Americans--even though that is obviously growing. The families, friends, co-religionists, and countrymen of the people injured or killed by American and Israeli actions are driven by motives that are simply human.   The victim charges are blunt. Consider this a summary quote: "You are destroying our homes, our families, our livelihoods, our societies, and you belittle our beliefs; we have every right to fight back by whatever means we may contrive, and some of us will do so."
 
But evidence continues to mount that the events to date are a side show, maybe a foretaste, of actions the neo-cons and the Israelis would like to provoke.  Neither Syria nor Iran has threatened the United States. Their threat to Israel centers on their support for the Palestinians and Hezbollah. Both Syria and Iran have made private and conciliatory moves toward the United States. Hezbollah is charged with attacks against the US in Lebanon two decades ago, and a number of overseas attacks, e.g., against the Israeli Embassy in Buenos Aires, Argentina. But no mention is made of the provocative activities of Mossad in neighboring countries or of the IDF in Palestine and Lebanon.
 
The operative assumption in both Washington and Tel Aviv seems to be that Hezbollah is solely an agent of Syria and Iran.  Since neither Syria nor Iran represents a threat to the United States, the US/Israeli argument is that both are using Hezbollah to threaten Israel. However, as Lebanese Shi'a who lived through Israeli occupation and have just endured the Israeli attacks on Lebanon, members of Hezbollah need no promptings from outside to act against Israel wherever they can.
 
With extravagant US financial and military support, the Israelis sow anger and paranoia among the Palestinians and Lebanese Shi'a. That may seem perverse, but the Israelis need the violent reactions of Hamas and Hezbollah to maintain their carefully cultivated victim status in the United States. While they would like to destroy Hezbollah and Hamas so that the Palestinians will no longer interfere with plans to occupy the whole of Palestine, Israel actually needs lethal looking and active enemies to execute this plan.

The big problem with Hamas is that it has a clear view of what is and is not possible with the Israelis, and Hamas is prepared to fight for the Palestinian people. The big problem with Hezbollah obviously is the amount of trouble it makes for northern Israel, but that is mostly irritating to Israel because Hezbollah consistently has interfered with Israel's decades-old plans to annex the Litani River and southern Lebanon. Destruction of Lebanon in the effort to eradicate Hezbollah has made enemies of most of the Lebanese people. Israel's game plan appears accordingly to have been set back.
 
The follow-on Israeli/US game comes down to an effort to drive both Syria and Iran to behavior that is paranoid enough to cause either or both to make mistakes that can be used as a pretext for war. Both Syria and Iran seem amply conscious of this dangling trap.  However, both have ample reasons to prepare for the worst, and it appears that is what they are doing. In the case of Syria, the virtual destruction of Lebanon on the other side of the Lebanon Mountains is probably meant as a demonstration of what Israel could do to Syria--with ample US support-- if given an excuse. The lesson for Iran is no less apparent in the awesome destruction that mainly the US Air Force wrought on Iraq for no real military purpose.
 
Given their behavior to date, both Syria and Iran have demonstrated a prudent control over their emotions and reflexes. Bashar has largely kept his head down and cooperated with the United States where that was sought, including reported provision of torture camps for so-called extraordinary renditions of prisoners.  Ahmadinejad has been outspoken at times, but he appears to have stuck closely to nuclear activities that are defensible under the Nuclear Nonproliferation Treaty. Meanwhile, he has made several efforts to create a dialogue with the United States, all of which have been rebuffed. In short, momentum appears to have grown everywhere except in Washington and Tel Aviv for diplomatic approaches to Syria and Iran.
 
Both Syria and Iran look prepared to go very deliberately about their defenses if challenged. That means any encounters are likely to be expensive to both sides. What Hezbollah has done to the Israelis in Lebanon--for example disabling more than 20 of their new generation tanks--can be done elsewhere. In that sense, prudence, maybe even a bit of paranoia about possible Syrian or Iranian reactions to attack, seems entirely in order for both Washington and Tel Aviv. Unfortunately, the detachment or the will to assure that appears lacking in both places.
