Britain stops talk of 'war on terror'

Foreign Office has asked ministers to ditch the phrase invented by Bush to avoid stirring up tensions within the Islamic world

Cabinet ministers have been told by the Foreign Office to drop the phrase 'war on terror' and other terms seen as liable to anger British Muslims and increase tensions more broadly in the Islamic world.

The shift marks a turning point in British political thinking about the strategy against extremism and underlines the growing gulf between the British and American approaches to the continuing problem of radical Islamic militancy. It comes amid increasingly evident disagreements between President George Bush and Tony Blair over policy in the Middle East.

Experts have welcomed the move away from one of the phrases that has most defined the debate on Islamic extremism, but called it 'belated'.

'It's about time,' said Garry Hindle, terrorism expert at the Royal United Services Institute in London. 'Military terminology is completely counter-productive, merely contributing to isolating communities. This is a very positive move.'

A Foreign Office spokesman said the government wanted to 'avoid reinforcing and giving succour to the terrorists' narrative by using language that, taken out of context, could be counter-productive'. The same message has been sent to British diplomats and official spokespeople around the world.

'We tend to emphasise upholding shared values as a means to counter terrorists,' he added.

Many senior British politicians and counter-terrorism specialists have always been uneasy with the term 'the war on terror', coined by the White House in the week following the 9/11 attacks, arguing that the term risked inflaming opinions worldwide. Other critics said that it was too 'military' and did not adequately describe the nature of the diverse efforts made to counter the new threat.

Though neither Blair nor Margaret Beckett, the Foreign Secretary, has used the term 'war on terror' in a formal speech since June, President Bush continues to employ the term liberally. The American leader spoke of how he hoped that Iraq would become 'an ally in the war on terror' during a joint press briefing with Blair in Washington last Friday.

A spokesman for the US State Department yesterday told The Observer that there was no question of dropping the term. 'It's the President's phrase, and that's good enough for us,' she said.

The White House website has a page devoted to explaining the 'war on terrorism', the terminology preferred by the Pentagon, and how it will be won. In April this year Bush compared the 'war on terror' to the Cold War in a keynote speech.

Not all British government figures are abiding by the advice, issued by the Foreign Office's Engaging with the Islamic World Unit. Writing in the Sun recently, Gordon Brown, the Chancellor of the Exchequer, referred to 'our police and armed forces in the front line of the war on terror'.

'One of the problems will be getting all parts of government to abide [by the new guidelines],' said Hindle, the RUSI expert. 'Whether the Home Office will want to follow remains to be seen. And politicians all have their own agendas.'

NEW YORK – Jewish officials are greeting the selection of Ban Ki-moon as the next U.N. secretary-general with cautious optimism, hopeful that the South Korean foreign minister will use the office to push for fairer treatment of Israel and more equitable application of international human rights standards.

The Security Council endorsed Ban, 62, by acclamation on Monday, choosing him from a field of seven candidates. The General Assembly confirmed him last Friday afternoon.

"If the selection process is any indicator, then the journey of his tenure might be smoother than what we’ve seen until now," said Rabbi Levi Shemtov, director of American Friends of Lubavitch and Chabad’s chief envoy in Washington, who met with Ban and other U.N. candidates. "There’s something smooth, quiet, yet effective about him, and as we get to know him better, I hope it’s going to bring us closer to a better and more peaceful world."

Ban will succeed Kofi Annan of Ghana, who has a mixed record on issues of Jewish concern. U.N. observers say it’s difficult to predict whether Ban will fare any better, particularly given his reputation as a moderate who prizes consensus-building.

Hillel Neuer, executive director of the Geneva-based U.N. Watch, says powerful groups like the Non-Aligned Movement — an alliance of developing countries that includes the 56-member Muslim bloc — could obstruct any significant changes Ban seeks to implement.

"It would be naive to expect radical change," Neuer said. "The most important decisions are made by members states which are organized into certain powerful alliances." If the Non-Aligned Movement (Non Noahide slavery) "wants to play the spoiler role, the secretary-general is limited in what he can accomplish," he said.

Neuer’s skepticism echoes criticism aimed at Ban ahead of his selection. Some said he was too weak for the U.N.’s top job, chosen more for his inoffensiveness than his potential to reform an organization still tarnished by the oil-for-food scandal and allegations of sexual misconduct by U.N. peacekeepers.

As Ban emerged as front-runner, U.N. staff reportedly worried that the career diplomat lacked the mettle to take the organization out from under the cloud of controversy that has marred Annan’s second term. Annan will step down as secretary-general Dec. 31.

Ban earned a B.A. in international relations from Seoul National University in 1970, and holds a master’s degree in public administration from Harvard University’s Kennedy School of Government.

Often described as soft-spoken and lacking charisma, Ban rose steadily through the ranks of South Korea’s Foreign Ministry, becoming foreign minister in January 2004. His previous postings include New Delhi, Washington, Vienna, and New York, and in 2005 he became the first South Korean foreign minister to visit Israel.

"He seems to be a good man and has all the necessary qualifications to be a good secretary-general," said Aaron Jacob, associate director of international affairs for the American Jewish Committee, who met with Ban in late September.

At the meeting, Ban was noncommittal in response to AJCommittee concerns about Iran, human rights, and reports that U.N. peacekeepers in southern Lebanon are narrowly interpreting their mandate. Given the Security Council’s imminent vote on his nomination, however, that reticence was to be expected, Jacob said.

"He said that he understood our concerns, but understandably did not go into details," Jacob said.

Ban has said he would make reforming the United Nations — a cause close to the hearts of Jewish organizations who say the world body treats Israel unfairly — a top priority. He also has pledged to try to broker a settlement to the Israeli-Palestinian conflict.

The U.N. Charter "was crafted to give the member states ample flexibility in adapting the U.N. machinery to respond to novel threats in a changing world," Ban told world leaders in September at the opening of the U.N. General Assembly in New York. "But our tools need sharpening." Unlike Neuer, who would like the new secretary-general to take a bold stance on key issues, many of those who have met Ban believe a more subdued approach — unlike the very public pronouncements that have been a hallmark of Annan’s tenure — may be more effective in achieving long-term change.

"Although he doesn’t come across as a high-profile champion of causes, he does have a human-rights background and has been able to advance some of those issues behind the scenes," said Shai Franklin, director of international organizations for the World Jewish Congress. "It would be a mistake to dismiss his low-key public style as a lack of interest or resolve on human rights or other issues that we as Jews take very seriously."

WASHINGTON, Sept. 18 (JTA) - As the U.N. General Assembly opens, diplomats vying to be the world’s top peacekeeper are taking the time to consult with a group that has emerged as a critical constituency: American Jewish leaders.

At least three of the favored candidates to replace Kofi Annan as U.N. secretary-general have met in recent months with leaders of the U.S. Jewish groups that routinely deal with the United Nations, JTA has learned.

“It’s a recognition that we’re part of the equation and the political calculus,” said David Harris, executive director of the American Jewish Committee, who acknowledged “several” meetings with prospective candidates.

“It’s clear that no candidate can win without the support of the five permanent members, and there is thinking that American Jewry would have some impact on the thinking of the United States.”

The United States, Russia, France, China and Britain are the five permanent members wielding veto power on the U.N. Security Council, the body that recommends a candidate for secretary-general to the General Assembly for confirmation.

The casting call comes because Kofi Annan’s term lapses at the end of this year, and Jewish leaders are considering the disappointments of his term as well as its highlights.

Many of the issues that characterized the last part of Annan’s 10-year term — the Iranian nuclear threat, the aftermath of the Lebanon war and the prospect of reviving Israeli-Palestinian peace talks — will feature high on the Jewish agenda the week that world leaders arrive to address the General Assembly during its opening session.

“We want to gauge the international mood toward Israel post-summer conflict and get a sense of whether there’s any traction of rumors of resumption of peace talks,” said Harris, who said his organization planned 60 meetings with world leaders this week and next. “We’ll be talking about the challenges of anti-Semitism.”

After two Africans in the job - Annan is from Ghana and his predecessor, Boutros Boutros-Ghali, was from Egypt - the assumption is that an Asian will now get the position.

Of the declared candidates, Shashi Tharoor, a U.N. undersecretary-general backed by his native India, and Surakiart Sathirathai, Thailand’s deputy prime minister, have met with Jewish groups.

Another candidate, Ban Ki-Moon, South Korea’s foreign minister, has also met with Jewish leaders and is in the process of setting up a second meeting, and Jewish groups have strong ongoing relations with another candidate, Prince Zeid al-Hussein, Jordan’s envoy to the body.

Community leaders were loath to endorse a particular candidate, but Tharoor at least made a favorable impression.

“We should take him seriously as a candidate,” said Shai Franklin, director of international organizations at the World Jewish Congress. “He was instrumental in putting the Holocaust on the U.N. agenda.”

The 2005 commemoration of the 60th anniversary of the liberation of Auschwitz, and subsequent Holocaust memorials, are counted among the highs of Annan’s time at the United Nations.

Lows include Annan’s failure to directly confront Iran’s leaders on their Holocaust denial and what is perceived as his eagerness to rush to blame Israel for civilian casualties in its recent war with Hezbollah in Lebanon.

“We wanted to make him understand how the community felt, how important the U.N. was in dealing with Israel issues, and some of the disappointment we felt in the past in how the United Nations could have dealt with those issues,” Jess Hordes, director of the Anti-Defamation League’s Washington office, said of the Sept. 7 meeting with Tharoor.

The ADL has virtually cut off Annan because of his statements during the war with Hezbollah.

Another disappointment is the Human Rights Council that Annan initiated. It replaced the stridently anti-Israel Human Rights Commission, but if anything, in its first three months the new body has been even more persistent in criticizing Israel, a problem Annan himself has acknowledged.

“Right out of the box it went back to business as usual,” said Dan Mariaschin, executive vice president of B’nai B’rith International, who also attended the meeting with Tharoor.

“I tell diplomats, ‘Because you all go along with these resolutions, you raise expectations from Palestinians and alienate Israel. From a standpoint of making the system work, you’re not accomplishing anything.’ ”

Such concerns were shared by the United States.

The secretary-general “doesn’t represent a national government, and so the important thing is that we have a leader who’s going to help make the U.N. an effective organization in supporting democracy-promotion efforts and in defending human rights,” Kristen Silverberg, assistant secretary of state for international organizations, said last week.

“We’ve been disappointed, really profoundly disappointed, by the quality of the resolutions that are coming out of the Human Rights Council,” Silverberg continued. “We think they have an unconstructive focus on Israel, and that they really need to turn their attention to some of the key human rights problems in the world.”

In a straw poll conducted by the 15-member Security Council last week, Ban of South Korea came first, followed by Tharoor of India and Sathirathai of Thailand.

Jordan’s Hussein came a distant fourth because, according to insiders, he is an Arab who has warm ties with Israel — an outcome that underscored reluctance in the Jewish community to reveal recent meetings with candidates.

In fifth place came Jayantha Dhanapala, the top U.N. disarmament official, from Sri Lanka. A dark horse not on last week’s ballot is Chan Heng Chee, Singapore’s ambassador to the United States. U.S. officials reportedly favor her because, among other reasons, she would be the first woman in the job.

Tharoor’s meeting with Jewish leaders in Washington was organized by Chabad-Lubavitch, representing another development in the evolving U.N.-Jewish relationship.

The fervently Orthodox outreach group recently has assumed a high profile at the United Nations, and is interviewing for staff to deal full time with the world body.

“I can speak for a movement with an energetic, ongoing presence in 73 countries,” said Rabbi Levi Shemtov, Chabad’s envoy in Washington, who organized the Tharoor meeting and is spearheading the effort to establish a permanent Chabad presence at the United Nations.

Chabad’s participation is the latest signal that the movement, which for years shunned mainstream Jewish alliances, is now forging them.

Officials at other organizations said Chabad and the United Nations made a natural match because of Chabad’s permanent presence in nations that otherwise lack any Jewish presence.

Chabad has an effective international network of Jews,” said the WJC’s Franklin.

Mariaschin of B’nai B’rith International said the more Jewish organizations involved at the United Nations, the merrier.

“We’re such a small community, and it’s a big world out there,” he said.

Ki-Moon condemns Iran's Shoah denial

Incoming Secretary-General Ban Ki-moon said Thursday that Iran's call for Israel's destruction and its dismissal of the Nazi Holocaust were "unacceptable," and he expressed concern at the regional and global implications of Teheran's nuclear program.

In the strongest comments at a news conference after being sworn in as the eighth secretary-general of the United Nations, the former South Korean foreign minister urged all countries to reject calls for the elimination of any state or people.

He was asked about Iran's nuclear program immediately after a question about North Korea's nuclear weapons and indicated that Teheran's nuclear ambitions posed a greater problem than Pyongyang's. Ki-moon dealt extensively with efforts to dismantle the North's nuclear weapons program as foreign minister and said the issue would remain "a high priority" in his new job.

Ki-moon will take the reins of the United Nations on Jan. 1 when Secretary-General Kofi Annan steps down after 10 years at the helm.

Asked about Iran's calls to wipe Israel off the map and its denial of the Holocaust, Ki-moon said, "Denying historical facts, especially on such an important fact as the Holocaust, is just not acceptable, nor is it acceptable to call for the elimination of any state or people."

An Israeli reporter noted that the United Nations was founded after World War II because of the Holocaust and asked Ki-moon whether the UN was going to address the issue of Holocaust deniers.

Ki-moon noted that Annan had visited Iran and discussed the issue with the Iranian leadership and others.

His swearing-in ceremony at the General Assembly followed a two-day conference in Teheran organized by the country's hard-line President Mahmoud Ahmadinejad for people who question and deny the Holocaust. At Tuesday's opening, Ahmadinejad said Israel will one day be "wiped out" just as the Soviet Union was.


Ahmadinejad has repeatedly referred to the Holocaust as a "myth" used to impose the state of Israel on the Arab world. His anti-Israeli rhetoric has been aimed at rallying anti-Western supporters at home and abroad, particularly in Asia and the Middle East.

The Teheran conference was touted by participants and organizers as an exercise in academic freedom and a chance to openly consider whether 6 million Jews really died in the Holocaust, away from Western taboos and the restrictions imposed on scholars in Europe, where some countries have made it a crime to deny the Nazi genocide during World War II.

"Whenever, and when and if situation requires me to do, I'm also prepared to engage in dialogue with the Iranian leadership people," he said.

As for Iran's nuclear program, Ki-moon noted that the UN Security Council is currently discussing a resolution that would impose sanctions on Teheran for refusing to halt uranium enrichment.

"I hope that the issue can be resolved at the negotiating table in a timely manner," he said.

"I think that this Iranian nuclear development issue presents a much greater implications on the situation in the region and globally," Ban said without elaborating.

"Therefore I would urge the authorities of Iran to engage in negotiations as they had been with European Union plus the three countries" that have also been involved, the US, Russia and China, he said.

"The most desirable way is to resolve ... all the pending issues in a peaceful way."

High Court: International law does not forbid targeted killings

The High Court of Justice ruled Thursday that the Israel Defense Forces policy of targeted killings of militants does not categorically violate international law, and the legality of each targeted killing must be evaluated on an individual basis.

The decision is former Supreme Court president Aharon Barak's final ruling, and is expected to serve
as a legal precedent in international law and war crime law.

According to the ruling, terrorist operatives are not legally defined as combatants and therefore must be considered civilians. The court rejected the state's argument that international law currently recognizes a third category comprising "unlawful combatants."


Nonetheless, the court ruled that civilians involved in terror activities are not afforded the same protections granted to innocent civilians under international law.

The court also ruled that, since a targeted killing is essentially an attack on a civilian that is engaged in hostile activities, the attack is only justified if carried out against a civilian currently involved in terrorism. Therefore the IDF cannot target former terror operatives who have distanced themselves from terror activity.

The ruling essentially denied a petition against the targeted killings filed in January 2002 by the Public Committee Against Torture in Israel and the Jerusalem-based LAW (The Palestinian Society for the Protection of Human Rights and the Environment).

A US politician is calling on Prime Minister Ehud Olmert to resign, stating Olmert's premiership is "dangerous" for Israel and his alleged mismanagement of the war in Lebanon this past summer harmed American interests and US-Israeli relations.

The Israeli Defense Forces reportedly has petitioned for a large-scale operation in the Gaza Strip to stem the rocket firing, halt the regular smuggling of weapons from neighboring Egypt and dismantle the terror infrastructure in Gaza.

Instead, Olmert earlier this month agreed to a cease-fire with the major Palestinian terror groups in Gaza. The truce called for a halt of smuggling activity by Palestinians and a cessation of rocket attacks launched by militants in Gaza aiming at nearby Jewish communities in exchange for Israel withdrawing its ground troops from the Strip and halting anti-terror activity in the territory.

A number of commissions here and many leaders of the IDF publicly have blamed Olmert's government for Israel's losses in the summer.

Israeli military officials tell WND that from the start of the Jewish state's campaign in Lebanon July 12, the IDF petitioned for the deployment of up to 40,000 ground troops to advance immediately to the Litani River and from there work their way back to the Israeli border while surrounding and then cleaning out Hizbullah strongholds under heavy aerial cover.

The Laitani is about 18 miles from the Israeli border, encompassing the swath of territory from which Hizbullah fired most of its rockets into northern Israel.

But Olmert, at first, only approved aerial assaults, they say. After Hizbullah retaliated by firing large numbers of rockets into Israel, the Olmert government approved a smaller ground offensive of up to 8,000 soldiers who, according to military officials, were not directed to advance to the Litani.

The IDF was charged with cleaning out Hizbullah's bases within about three miles of the Israeli border.

IDF leaders told WND they suffered in "very specific" ways on the battlefield because of a lack of sufficient ground troops. They cited instances in which they claimed there were not enough soldiers to surround key villages, such as Bint Jbail in southern Lebanon, allowing Hizbullah fighters to infiltrate cities after the IDF began combat inside the areas.

After nearly four weeks of fighting, Olmert's cabinet in August approved the larger assault the IDF had petitioned for, authorizing about 40,000 troops to enter Lebanon and advance to the Latani River.

The IDF estimated it would need about three days to reach central Lebanon and another four to six weeks to successfully wipe out the Hizbullah infrastructure in the areas leading back to the Israeli border.

But less than three days after the Israeli army was given a green light to advance, a cease-fire was imposed, and the Jewish state suspended operations.

In one of the most serious charges against Olmert, military officials told WND on several occasions during the Lebanon war that while heavy diplomacy seemed to be gaining momentum, such as during Secretary of State Condoleezza Rice's visits here, the IDF was asked by the political echelon to halt most operations and troop advances for up to 36 hours while negotiations ran their course.

Military leaders charge some troop battalions, instructed to hold positions outside villages but not to advance, became sitting ducks for Hizbullah anti-tank fire, which killed at least 35 Israeli soldiers.

Circumcision halves a man’s risk of contracting AIDS from heterosexual sex, a study found.

…The state Health Department issued its own ban on the mohel in February 2005, but withdrew it in April, after receiving a written assurance from a Hasidic businessman, Jacob Spitzer, that the community was instituting its own self-policing procedures, according to documents obtained by the Forward.

[New York City Health Commissioner Thomas] Frieden briefly considered relaxing his ban, but reversed himself in November, after an infant was hospitalized with a herpes infection that had spread to his spinal column according to sources in the city government and the Orthodox community. The state health commissioner, Antonia Novello, reached an agreement in separate negotiations with Hasidic leaders in June to continue under an agreed-upon safety protocol.


 However, an investigation by the Forward has found that the protocol adopted by Novello relied on measures that medical experts say would do little to reduce the risk of orally transmitting the herpes virus.

Novello, a Republican, served as surgeon general in the late 1980s, during the first Bush administration. She was appointed New York state health commissioner in 1999 by Pataki, (jew) who later touted her as a “strong candidate” to challenge Senator Hillary Clinton for re-election. Pataki has been known for his extremely strong ties to the Orthodox community since his days as a state senator, when he represented heavily Orthodox Rockland County.

State records show that at her January 18 meeting with Hasidic leaders, Novello proposed a protocol closely mirroring suggestions that had been circulating for months in the Hasidic world. The drug is used to treat herpes symptoms in those carrying the virus, and experts say it has no impact on the transmission of the virus.
