Olmert: Israel hasn't offered Golan
Prime Minister Ehud Olmert made a rare appearance Monday morning at the
Knesset Foreign Affairs and Defense Committee to discuss his diplomatic and
defense policy, particularly in light of the recent revelation that Israel has
been conducting secret negotiations with Syria.
Olmert denied outright the Syrian claim, reiterated several times since the
negotiations were announced last week, that Israel had already agreed to cede
the Golan Heights.
"No obligations were offered - either spoken or in writing - to
Syria," he said. "All I said from February 2007 until May 2008 was 'I
know what you want and you know what I want.'"
Olmert added that he could prove that all four of the previous prime
ministers had held negotiations with Syria and had been "ready
to offer extremely painful concessions."
"Everybody who has sat on my side of the table
as prime minister understands that this kind of thing must be done with the
maximum level of carefulness possible," he said.
The prime minister denied that his government was holding negotiations with
Hamas, but went to great lengths to explain how his vision of Israel's position
towards the Palestinians has changed throughout the years.
Although Israel isn't negotiating with Hamas, he said, there were messages
conveyed through the Egyptians that Israel was willing to open crossings into
Gaza, except for Rafah, for the sake of transferring humanitarian goods.
"Only bizarre people can
still stick to the perspective" of the idea of greater Israel,
Olmert asserted, adding that he believes that the government will succeed in
arriving at an agreement with the Palestinians by the end of this year.
Olmert also said that current government policy aimed on the one hand to
prevent Hamas from taking control of the West Bank, as they had in Gaza, and on
the other, to guarantee an increased freedom of movement throughout the West

"I think it is bizarre that a prime minister at the end of his way, who is
the recipient of envelopes, continues to hold diplomatic negotiations. This
whole situation is bizarre."

Arieh Eldad (National
Union-National Religious Party) said Monday.
Eldad spoke during a special meeting of the Knesset's Golan Heights lobby. He
explained that he was referring to "a definition of the treason clause in
the Penal Law."
His faction member, MK Effie Eitam, a resident of Moshav Nov in the Golan,
noted that "we
must make it clear that we are talking about death by a court of law."
Following the remarks, MK Ran Cohen (Meretz)
said he would file a complaint with Attorney General Menachem Mazuz, demanding
that MK Eldad be probed for incitement.
"These words of slander are reminiscent of the days before (former Prime
Minister Yitzhak) Rabin's murder and must not be heard,"
Cohen explained. "The law enforcement authorities must prevent this from a

An official at Prime Minister Ehud Olmert's Office said in response to
Eldad's remarks that "the man and his words are unworthy of a
NU-NRP MK Zevulun Orlev said in a letter to Eldad that he was "amazed by
the remarks." Orlev wrote, "Your
call may be understood as permitting another political murder of a prime
minister. I urge you to take back these remarks."
The lobby members convened following the resumed
peace negotiations between Israel
The meeting was attended by Minister Rafi Eitam (Pensioners Party), right-wing
MKs and representatives of communities in the Golan, as well as two Kadima
MKs: Zeev Elkin and Otniel Schneller.
The lobby chairman, MK Yisrael Katz (Likud),
said at the start of the meeting that "the bright side is the Israeli
public's stance. Seventy percent of the public oppose an Israeli withdrawal from
the Golan Heights. The people are stronger than their leaders."
Sami Bar Lev, head of the Katzrin Council, said that "the residents (Chabad)
are strong and we believe that no one – neither the prime minister nor the
person who succeeds him – will manage to harm the Golan Heights. It is a
sovereign part of the State. There is no majority for this not in the Knesset
and not among the people."
Bar Lev, who has been politically active in a bid to thwart the move, met
Sunday with the prime minister's two deputies, Minister Eli Yishai and Shaul
Mofaz, who promised
him to oppose a withdrawal from the Golan.
"By giving away the Golan at this time we would be transferring the area
to Iran," Mofaz told Bar Lev and other heads of communities in the Golan.
MK Eitam added during the meeting that as many people as possible should
visit the Golan. He warned against manipulations aimed at changing the public
opinion, which he said opposed a withdrawal from the Golan.
Opposition leader Benjamin
Netanyahu (Likud) joined the meeting in the middle, saying that "when
one sticks a hoe in the Golan land, what does one discover? Syrian antiques? One
discovers synagogues and other antiques belonging to the Jewish people."
Netanyahu went on to say that "the late Rabin said in 1992 that whoever
withdraws from the Golan Heights would be endangering Israel's security. This
statement was true then, it is true today, and it will be true tomorrow as
Minister Eitan said that three of his granddaughters live in the Golan,
adding that "the security argument is a first-class argument. Iran is
joining the Shiites and Hamas, sooner or later it will come, and then what will
we say? That the Syrians are on Lake Kinneret? For me, giving away a part of the
Golan Heights is like giving away a part of Tel Aviv."
MK Yoram Marciano was the only Labor
Party member to attend the meeting. "Parts of the Labor Party support
you," he said. "I am all for peace, but it is unthinkable that any
negotiations start with concessions and then talks. I am here to say no to a
withdrawal from the Golan Heights."
MK Ophir Pines (Labor) also sent a letter to Mazuz demanding that he launch
an investigation against Eldad. "MK Eldad is using words that kill. He is
denying the rules of the democratic games and he has no place in the Knesset. After
Rabin's murder we must not let a public figure incite and cause a
MK Yoel Hasson (Kadima) said that "Arieh Eldad is a provocateur of the
cheapest kind, who has no problem causing the social fabric to collapse in a bid
to appear in the media and spark provocations." Hasson added that "in
his unfit remark, he has turned himself into an unfit person."
MKShlomo Molla (Kadima) also expressed his anger over the remark, saying that
"the extreme Right's leader have learned nothing from the Rabin murder. He
must immediately take back what he said."
MK Danny Yatom (Labor) also called on Eldad to take back his remarks.
"These remarks are extremely serious and must be condemned by all. These
words of incitement against people are so harsh that they may cause people to

Eretz Yisroel. The Shliach immediately began collecting names of those who would

Government leaders should be hanged for negotiating
with the Palestinians, Rabbi Shalom Dov Wolpe told an audience of rabbis
in Tel Aviv, according to Channel 1 report aired Wednesday night.
"The terrible traitor, [Prime Minister] Ehud Olmert, who gives these
Nazis weapons, who gives money, who frees their murderous terrorists, this
man, like Ariel Sharon, collaborates with the
Nazis," Wolpe told a conference of rabbis who oppose transferring
parts of the West Bank or Jerusalem to the Palestinian Authority.

[Foreign Minister] Tzipi Livni, and all these people, like [Defense

that Olmert was responsible the deaths of the two Israelis last Friday.
Ramon issued a statement condemning the speeches at
the conference: "It is regretful and worrying that more than a decade
after the murder of a prime minister in Israel, these people haven't
learned a thing, and still continue down the path of incitement that
endangers the foundations of democracy in Israel," he said.…
First of all, as I've noted before, most recently earlier
today, haredim have no
education in or appreciation for democracy, and that includes Chabad
in Israel where Sholom DovBer Wolpe is a rabbi*.
Secondly, Israel needs to take this type of
incitement to murder seriously. Rabbi Wolpe and others there that night
should be jailed and tried for sedition.
These rabbis are no different than the rabbis who
educated an entire generation of radicals known as the siccari, the men and
women who fomented rebellion against Rome and caused
the destruction of Jerusalem and the Temple. Hundreds of thousands of Jews
died as a result, many at the hands of the siccari themselves.
* In fairness, "official" Chabad
has distanced itself from Rabbi Wolpe and from other open Chabad
messianist rabbis. But Rabbi Wolpe was for many years a mainstay of Chabad
internationally and still has a large following within Chabad
today. The basis for his political philosophy is Chabad
hasidut. He is cut from Chabad
cloth and, to carry the analogy further, is still robed in it today, even if
wishes it were not so. In fairness to Rabbi Wolpe, I should also note that
in Israel is headed by Rabbi Yosef Yitzchak Ahronow, who was recently

organization condemned Rabbi Shalom Dov Wolpe on Thursday for his statements
likening Prime Minister Ehud Olmert and other ministers to collaborators with
the Nazis, saying that by law they should be executed. Rabbi Wolpe made the
remarks on Tuesday, at a gathering of activists and supporters of SOS
(Sons of Satan) Israel, a rabbinic organization he heads, which
focuses on preserving Jewish life throughout the Land of Israel. During the
meeting, Rabbi Wolpe called Olmert a traitor, accusing him and others of
aiding the the modern-day "Nazis" in the Palestinian Authority by
giving them weapons and releasing terrorist killers from prison. According to
Israeli law, the rabbi elaborated, Olmert, Vice Premier Chaim Ramon, Foreign
Minister Tzipi Livni, and others should be "hanged upon the gallows"
for collaborating with and aiding "Nazi" terrorists. "This
gathering is intended to make it clear to the public that we are facing a
serious danger due to the government's actions," said Rabbi Wolpe on
Tuesday. "We have a government that collaborates with the enemy, the
Palestinian enemy that wants to destroy Israel. The government of Israel is
supplying them with money and weapons, releasing murderers.... We came to warn
and discuss how we can prevent this, G-d forbid, holocaust that the government
is bringing on us." Rabbi Wolpe also said that his organization will be
calling for IDF soldiers to refuse orders to remove Jews from their homes

context. In calling for the execution of state leaders by legal means, he was

police to implement the law. Rabbi Wolpe wrote that he believes violence
against a fellow Jew is unacceptable, but that law enforcement has the right
and responsibility to enforce the law. One of Israel's laws prohibits

government session to discuss Rabbi Wolpe's speech. He expressed concern that

Members of the leftist Peace Now organization expressed outrage and called for
Rabbi Wolpe to be indicted before the Supreme Court. %ad% Opposition leader MK
Binyamin Netanyahu harshly criticized Rabbi Wolpe as well, saying there is no

Chaim Oron (Meretz) went a step further. Noting that SOS
Israel was founded by a sect within Chabad-Lubavitch
Chassidim, of whom Rabbi Wolpe is one, Oron called for a blanket ban on
all Chabad activists
entering IDF bases. IDF commanders often grant Chabad
volunteers access to military bases and outposts so that the Chassidim can
distribute holiday-related items and perform certain religious rituals with
soldiers who are interested. The Union of Orthodox Jewish Congregations of
America (OU), the largest Orthodox Jewish umbrella organization in the United
States, released a condemnatory statement Thursday. OU President Stephen J.
Savitsky and Executive Vice President Rabbi Dr. Tzvi Hersh Weinreb said that
Rabbi Wolpe's remarks were "beyond the pale of legitimate democratic
protest and have no basis in Jewish law or hashkafa (philosophy)." The OU
leaders added the admonition, "We call upon all God-fearing Jews to act
in a manner that brings praise to God, his People, Land and Torah." Rabbi

The calls to investigate the government and the dangerous policy it is
pursuing are indeed legitimate political expression. This is especially
true given the nature of the Israeli electoral system. Polls consistently show
very little public support for Olmert or his policies. Calling for public
hangings is clearly not legitimate political expression and for those comments
Rabbi Wolpe should be brought to task. His justification that the Arabians are
today's Nazi's and using the Nazi execution law as a crutch while pleasing to
the emotion as a just analysis is insulting to the intellect in it's
over-simplification. Rabbi Wolpe's remarks as was pointed out in a Jpost
article may be investigated for incitement. The Israeli
anti-Jews always looking for a pretext to make reference to the Rabin
assassination have flipped in conniptions in the wake of Rabbi Wolpe's
unfortunate comments. Why not jump at the chance to garner support for
their disengagement policy of self-destruction by shaming the opposition into
the belief that any and all debate will be illegitimately linked to Rabbi
Wolpe. Why not squelch the voice of and weaken the power of the nationalists
when the opportunity arises? And what is all this anti-Semitic
talk libeling all of ChaBaD
due to the comments of one Rabbi affiliated with ChaBaD?
Who could stretch to such ridiculous lengths without having true
anti-religious feelings? But is Rabbi Wolpe alone?

the halt of construction in east Jerusalem. “These days we hear that a
ministerial committee is gathering to redefine the term ‘blood
on their hands’,” Eldad
continued, “And I say – there is blood on the hands of Olmert and members
of his government, the blood of these precious soldiers are on the hands of
those who released terrorists, gave them weapons and armored vehicles as

Eldad Calls for Civil Disobedience
. Others have come close to suggesting Olmert's actions are treasonous for the

Wolpe's views on traitors. So why focus only on Rabbi Wolpe? Could
it be the unpopularity of his brand of ChaBaD?
Didn't he clarify his statement thereby reinforcing the rule of law and
reiterating his belief of not committing "violence against a fellow
Jew". It seems that Rabbi Wolpe is on more solid ground than MK
Eldad? And maybe in an
unexpected way, Rabbi Wolpe and MK

off the reservation. Olmert is Warned: 'Talk About Jerusalem - Break the Law'

Jerusalem organizations have sent a letter to Prime
Minister Ehud Olmert, reminding him that discussions with US President Bush or
PA Chairman Abbas regarding a possible division of Jerusalem are in violation
of Israeli law. A prominent lawyer for the Victims of Arab Terror (VAT)
and Twenty-Four Shifts organizations penned the letter,
warning Olmert that if he does not announce an end to all talks over the
future of Jerusalem, he will be considered in violation of the law. In
his letter, Attorney Baruch Ben-Yosef makes the point that Clauses 5 and 6 of
one of Israel's cardinal laws - Basic Law: Jerusalem,
Capital of Israel - mean that Jerusalem's status as the united and sole
capital of Israel may not be compromised. The first clause of the law in
question, passed in 1980 under Prime Minister Menachem Begin and President
Yitzchak Navon, states, "Jerusalem, whole and united, is the capital of
Israel." Clause 5 stipulates the precise area of Jerusalem, while Clause
6 states, "No authorities relating to the area of Jerusalem and that is
in the legal purview of the State of Israel or the Municipality of Jerusalem
shall be transferred to any foreign political or governmental element, whether
permanently or for a set period." Clause 7 states that Clauses and 5 and
6 may not be changed except if another Basic Law is accepted by the majority
of the Knesset. The Warning to Olmert "According to frequently-published
statements by you and some of the ministers in your government," the
letter to Olmert states, "you intend to negotiate with Israel's enemies -
including Mr. Abu Mazen, the Chairman of the Palestinian Authority - regarding
the re-division of Jerusalem and the ceding of parts of the city - in
violation of Clauses 5 and 6 of this law." "The very mention
of dividing the city and giving up parts of it, while the Basic Law on
Jerusalem is still in effect and/or Clauses 5-6 have not been nullified, is a
violation of the Basic Law. If you wish to hold negotiations with a foreign
element, and especially with an enemy of Israel such as Abu Mazen, then you
must act in accordance with the law's Clause 7 - i.e., nullifying and/or
changing [Clauses 5 and 6] via a majority vote in the Knesset." Attorney
Ben-Yosef explains why his warning is timely:
"Given that you and/or ministers in your government are liable to wage
such negotiations during and after the visit of US President Bush, you are
hereby required to declare immediately that you will observe the Basic Law and
that you will not wage any negotiations over the future of Jerusalem while the
above law and/or its clauses are still in effect." "If by
next Sunday, the 28th of Tevet 5768 (January 6), I do not receive this
declaration by return email, my clients will act immediately to obtain a court
order preventing you from waging such negotiations."

One month after his visit to the region spurred criticism from Israeli
officials for his willingness to meet with Syria-based Hamas leader Khaled
Mashaal, former US President Jimmy Carter is again making waves, this time in telling
the London Times that Israel possesses 150 nuclear weapons.
Carter delivers a speech in Jerusalem.
In a report published on Monday, Carter was quoted as saying that the
international community should conduct direct dialogue with Iran in order to
persuade the country to drop its nuclear ambitions. The
former president cited an Israeli nuclear arsenal as proof that it would be
almost impossible for Teheran to develop such weapons in secret.
Although it is widely speculated that Israel indeed has nuclear weapons, no
Israeli government official has ever admitted to such.

Former Military Intelligence chief Maj.-Gen. (ret.) Aharon Ze'evi Farkash
downplayed Carter's comments on Tuesday, but warned that they could potentially
be used by Iran to push its nuclear development.
"He is not the first and he won't be the last to talk about this,"
Farkash said during an interview with Israel Radio. "I think the dialogue
about Israel on this subject is known, and I wouldn't want to expand on this; as
it is, it would seem that in [Carter's] latest visit to the region, he was so
hurt [by the political establishment shunning him] that he saw fit to say things
which I think weren't that responsible.
"He was a president a long time ago, and these kinds of things could do
damage, but on the other hand, it could enhance the deterrent," Farkash
continued, but added that with regards to the current international effort to
stop Iran's nuclear ambitions, "they, the enemy,
or some of our 'less good' friends, could use these claims against us."
Meanwhile, in an interview with the British daily The Guardian, Carter
called on members of the European Union to break the embargo of the Gaza Strip,
which he called "one of the
greatest human rights crimes on Earth."
"Most families in Gaza are eating only one meal per day. To see
Europeans going along with this is embarrassing," he said.
Carter called the ban on talking to Hamas "unrealistic" and cited
Israeli cease-fire negotiations with Hamas - via Egyptian mediator Omar Suleiman
- as reason enough for the Europeans to reexamine their stance.

Shekel begins trading on global markets
The shekel will finally become fully convertible in international currency
markets this week and will be traded by major commercial banks along with 16
other world currencies following approval by CLS Bank
International in New York.

[Continuous Linked Settlement] is a significant further step in
Israel's increasing integration into the global economy," Bank of
Israel Governor Stanley Fischer has said. "By reducing settlement risk in

CLS, the international clearinghouse for inter-currency transactions, is to
announce Monday that the shekel and the Mexican peso will from this week join
the existing 15 CLS Bank eligible currencies: the Australian dollar, Canadian
dollar, Danish krone, euro, Hong Kong dollar, Japanese yen, Korean won, New
Zealand dollar, Norwegian krone, Singapore dollar, South African rand, Swedish
krona, Swiss franc, UK pound sterling, and US dollar.
CLS Bank settles an average daily volume of more than 500,000 instructions
with a gross value of $4 trillion.
CLS Bank currently provides settlement service to over 2,500 participants. Of

Atkinson attacks 'draconian' law
Comedian and actor Rowan Atkinson has branded as "draconian" plans to
make incitement to religious hatred illegal.
Mr Atkinson appeared at a Westminster news conference
He said it was a "sledgehammer to crack a nut" and urged that
existing race hate laws be amended rather than hampering the right to criticise
Performers would end up censoring themselves for fear of prosecution and that
would hit free speech, he said.
The new offence gives equal protection to all faiths. Jews and Sikhs are
already covered by race hate laws.
The Racial and Religious Hated Bill would create a new
offence of incitement to religious hatred and would apply to comments made in
public or in the media, as well as through written material.
The plans - which have been failed to make it through Parliament twice before -
cover words or behaviour intended or likely to stir up religious hatred.
Ministers insist the new law would not affect "criticism, commentary or
ridicule of faiths".
Home Office Minister Paul Goggins has said: "It is about protecting the
believer, not the belief."
But a series of speakers from politics, civil liberties groups and from the
arts were in Westminster on Monday to voice their concerns the day before the
bill comes back before Parliament for its second reading.
Proxy for racism
Liberty's Shami Chakrabarti brushed off Mr Goggins' reassurances saying:
"In a democracy there is no right not to be offended.
"Religion relates to a body of ideas and people have the right to debate
denigrate other people's ideas."
She said where people used religion as a proxy for expressing racism the
existing race laws could be amended to encapsulate that.
The National Theatre chief Nicholas Hytner said it was sometimes the business
of his profession to offend.
He gave the example of Jerry Springer the Opera which he argued was clearly
an attack on the chat show genre and not, as some claimed, on christianity.
Author Ian McEwan said religions all thought they held "irrefutable
beliefs" and only a secular society could ensure true freedom for them and
for others' right to express criticism.
Hard to define
Labour MP Bob Marshall-Andrews, who was joined by Lib Dem and Conservative
colleagues, said people's race was what they were, their religion was what they
"Hatred of what you think is much harder to define than hatred of what
you are," he argued.
The speakers emphasised that any decision to prosecute under the legislation
would be decided by the attorney general, a politician and conviction carried
with it the risk of a seven-year jail sentence.
Mr Atkinson said: "What's most creepy about this bill is the decisive
power it hands to the government."
Line in the sand?
Mr Goggins has said he does not expect many prosecutions under the new laws,
but said it was important for Parliament to send out a clear message.
He said: "This will be a line in the sand which indicates to people a
line beyond which they cannot go...
"People of all backgrounds and faiths have a right to live free from
hatred, racism and extremism."
Religious hatred is defined in the Bill as "hatred
against a group of persons defined by reference to religious belief or lack of
religious belief" - showing it will also cover atheists.
Race hatred laws had resulted in 76 people being prosecuted in nearly 20
years, with 44 convictions.
Lib Dem Evan Harris, Tory Dominic Grieve and Mr Marshall-Andrews are all
backing an amendment which they hope will change the race hate laws.
